Financial Impact: None. Motion: Reject all bids. Synopsis of Previous Council Action: 03-01-10 Resolution No. 2010-040 adopted approving a Consultant Services Agreement with AECOM for Design of Bridge Repair at 2nd Street and Warm Creek (SS08- 20). 06-29-11 The Mayor and Common Council adopted the FY 2011-12 to FY 2015-16 Capital Improvement Program(5-year CIP). Backaround• In 2005, an inspection by Caltrans Structures Inspection Division revealed that one of the 20 wood columns supporting the 2nd Street Bridge over Warm Creek was decayed and is no longer providing support for the structure. In addition, a few of the other supports were in various stages of deterioration due to age and elements. Although the loss of a few supports from the decayed/damaged columns has not resulted in any apparent distress to the bridge, the loss of support reduces the ability of the structure to resist earthquake loads. On March 1, 2010, AECOM was retained to perform design work for the repair of the bridge and to obtain permits from environmental resource agencies. The work consisted of designing concrete micropiles to replace the failed timber piles underneath the bridge. The design work was completed and the project was advertised for bids on June 12, 2012. The notice inviting bids for the construction work was advertised in the San Bernardino County Sun Newspaper and on the City of San Bernardino website. The notice inviting bids and copies of the bid documents were also sent to the following plan rooms: F.W. Dodge Company; High Desert Plan Room, Construction Bidboard, Inc.; San Diego Daily Transcript; Bid America Electronic; AGC Plan Room; San Diego iSgFt Plan room; Reed Construction Data; Construction Bid Source; and Bid Ocean Inc. A copy of the notice was also provided to the San Bernardino Chamber of Commerce. Updated:8/17/2012 by Georgeann"Gig?Hanna 1961 On July 10, 2012, bids for this project were publicly opened and read aloud. Only one bid, from Beador Construction Company, Inc. was received. The bid greatly exceeded the project budget and Engineer's estimate. Although 16 plan sets were taken out by contractors, only one bid was received as listed below: Name of Bidder City Amt. of Total Beador Construction Company, Inc. Corona $810,300.00 Engineer's Estimate $360,000.00 In a phone call to the contractor, it was stated that this is highly specialized work and thus quite costly. An analysis of the bid showed that the unit prices stated are far in excess of cost of the same work in similar projects completed in the recent past. Therefore, staff feels the prices stated in the bid are inflated and recommend that the Mayor and Common Council reject the bid. Staff recently received confirmation that the City was successful in receiving a federal grant using Highway Bridge Program (HBP) funding to replace the bridge instead of repairing it. Staff is recommending that the repair project be cancelled and that staff be directed to pursue replacement of the bridge using HBP funding. Environmental clearance for the replacement project under NEPA through Caltrans is expected to require approximately two years to complete. Design and construction will require approximately 18 months thereafter. Staff will continue to monitor the bridge for any signs of distress and take appropriate action if necessary.
