of the Performing Arts

PREPAID POSTAGE FEES FOR THE CALIFORNIA THEATRE OF THE PERFORMING
ARTS SEMI-ANNUAL PERFORMANCE BROCHURES
BACKGROUND:
The Redevelopment Agency of the City of San Bernardino ("Agency") owns the California Theatre of the
Performing Arts ("Theatre") and contracts with Theatrical Arts International ("Manager") through a
certain agreement ("Agreement") to manage the Theatre. As part of the Manager's Scope of Services,
twice a year, just preceding the production season in September and just after the season in July, the
Manager mails out 150,000 copies of a 12-page brochures, by U.S. mail, of coming events that are
produced by the various theatrical companies that rent the Theatre for their productions.
In July of 2009, the Manager mailed the first brochures (which were charged to the Theatre's 2008-2009
operating budget), now the second mailing of the brochures for the 2009-2010 season are ready for the
September 2009 mailing. The requested funds are for the second mailing's postage charges.
CURRENT ISSUE:
The Manager uses the services of Southern California Bindery & Mailing, Inc., to address the brochures
and deliver the brochures to the U.S. Post Office for mailing. However, before the U.S. Post Office
accepts the brochures for mailing,they must have payment for the postage.
The third-class postage for the 150,000 brochures is $46,410 and per the Agreement with the Manager, it
is to be paid directly to the U.S. Postal Services.
ENVIRONMENTAL IMPACT:
This item does not meet the definition of a"project" under Section 15378 of the California Environmental
Quality Act(CEQA) and therefore there is no environmental impact.
FISCAL IMPACT:
j The $46,410 cost of postage and handling will be charged to the California Theatre Budget and is a
budgeted item in the Agency's FY 2009-2010 Budget.

That the Comm evelopment Commission adopt the Motion.
