Synopsis of Previous Council Action:
On September 15, 2008, the Mayor and Common Council approved the establishment
of salaries for Police Department Ranges P-1, P-2, P-3 and Law Enforcement Trainee
effective August 1, 2008.
Recommended Motion:
1. That the salaries for Police Department Ranges P-1 (Police Officer), P-2 (Detective/
Corporal), P-3 (Sergeant) and Law Enforcement Trainee be established, effective
August 1, 2009.
2. Authorize the Human Resources to amend Resolution No. 6429 to reflect the above
action.
3. Authorize the Director of Finance to amend the FY 2009-2010 budget by increasing
the Police Department General Fund Budget for Charter 186 costs by transferring
$639,300 from the General Government Budget account number 001-092-5011 and
also make the appropriate adjustments to the vari us Police Grants as allowed by
the Grants for the Charter 186 costs.

Establishment of salaries for Police Department P-1, P-2, P-3 and Law Enforcement Trainee,
effective August 1, 2009.
Background:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached with the Police Safety
Unit for the 10 cities to be used for this year's calculations. The salaries of those 10 cities have
been averaged to determine this year's salaries for Police Safety classifications.
The ten cities agreed upon for classifications P-1, P-2, and P-3 are:
Antioch Palmdale
Fontana San Buena Ventura
Lancaster Santa Clarita
Norwalk Simi Valley
Oxnard Thousand Oaks

The salary steps were calculated in accordance with the procedures outlined in Charter 186. The
Charter states the salaries are determined for Steps 1 and 5 by calculating the average monthly
salary of the 10 agreed-upon cities; Steps 2, 3, and 4 reflect equal salary advances.
The salary increases in each range for 2009 are as follows:

Adding an annual average benefit rate of 34.06% to reflect the variable fringe benefit costs,
which rise with salary, the total added costs for salaries and fringe benefits for General Fund
positions are $639,300 and total Measure Z costs are $87,100. By comparison, total Section 186
salary increase for this group in FY 08-09 was $2,207,800.
The Law Enforcement Trainee salary will be changed to $4,086 per month ($23.57 per hour),
which is 80% of Step A for the Police Officer(P-1) salary. Resolution No. 6429 will be updated
to reflect the revised salaries.
FINANCIAL IMPACT
The City's FY 2009-2010 approved budget included $2,531,900 in General Government for all
Charter 186 anticipated salary increases. The amount of Charter 186 salary increases outlined
above for the Police Safety Unit in the General Fund is $639,300. This action will leave a
balance of$1,892,600 for the remaining 186 salary increases. Funding for Measure Z position
increases was factored into the Measure Z budget.
Recommendation:
1. That the salaries for Police Department Ranges P-1 (Police Officer), P-2 (Detective/
Corporal), P-3 (Sergeant) and Law Enforcement Trainee be established, effective August 1,
2009.
