M/CC Meeting Date: September 21, 2009 Synopsis of Previous Council Action: On September 15, 2008, the Mayor and Common Council approved the establishment of salaries for Police Department Ranges P-1, P-2, P-3 and Law Enforcement Trainee effective August 1, 2008. Recommended Motion: 1. That the salaries for Police Department Ranges P-1 (Police Officer), P-2 (Detective/ Corporal), P-3 (Sergeant) and Law Enforcement Trainee be established, effective August 1, 2009. 2. Authorize the Human Resources to amend Resolution No. 6429 to reflect the above action. 3. Background: Section 186 of the City Charter established a formula for setting salaries for local safety members, effective August 1 of each year. An agreement was reached with the Police Safety Unit for the 10 cities to be used for this year's calculations. The salaries of those 10 cities have been averaged to determine this year's salaries for Police Safety classifications. The Charter states the salaries are determined for Steps 1 and 5 by calculating the average monthly salary of the 10 agreed-upon cities; Steps 2, 3, and 4 reflect equal salary advances. By comparison, total Section 186 salary increase for this group in FY 08-09 was $2,207,800. The Law Enforcement Trainee salary will be changed to $4,086 per month ($23.57 per hour), which is 80% of Step A for the Police Officer(P-1) salary. Resolution No. 6429 will be updated to reflect the revised salaries. FINANCIAL IMPACT The City's FY 2009-2010 approved budget included $2,531,900 in General Government for all Charter 186 anticipated salary increases. The amount of Charter 186 salary increases outlined above for the Police Safety Unit in the General Fund is $639,300. This action will leave a balance of$1,892,600 for the remaining 186 salary increases. Funding for Measure Z position increases was factored into the Measure Z budget. Recommendation: 1. That the salaries for Police Department Ranges P-1 (Police Officer), P-2 (Detective/ Corporal), P-3 (Sergeant) and Law Enforcement Trainee be established, effective August 1, 2009. 2. Authorize the Human Resources to amend Resolution No. 6429 to reflect the above action. 3.
