TEMPORARY EMPLOYMENT ARRANGEMENT—PLANNER II: JOHN OQUENDO
BACKGROUND:
From February 2005 to April 2009, John Oquendo was employed by the City of San Bernardino, in the
Development Services Department, where he was an Assistant Planner in the Planning Department. Due
to budgetary considerations,this Assistant Planner position was eliminated due to staff reductions.
In May 2009, John Oquendo was temporarily retained under the Redevelopment Agency of the City of
San Bernardino ("Agency") purchase order authority to assist with planning and economic development
services.
During this time, Mr. Oquendo has provided assistance to the Agency's Community Development and
Housing section and has assisted on a few planning and redevelopment research and surveys assignments,
focusing on land use, zoning,historic preservation and pre-development issues.
CURRENT ISSUE:
Mr. Oquendo's tenure with the Agency started approximately three (3)months ago when a purchase order
for his services was executed on an interim basis, as the result of an immediate need to procure a qualified
individual with planning experience who could assist the Agency with current and future project research,
housing assessment,planning and implementation efforts.
Mr. Oquendo previously worked for the City of San Bernardino's Development Services Department,
Planning Section, where he performed project and development review, report preparation and research.
Since his start at the Agency, Mr. Oquendo has assisted Agency staff on the Shared Public Parking
Survey, the Dollar Home Research Project, Downtown Area and Inland Center Sales Tax Research, and
research for the Five Year Implementation Plan.
At this time, it has been determined that the Agency should continue to utilize the services of Mr.
Oquendo to fulfill the Agency's needs for additional staff for its ongoing planning, housing and
redevelopment efforts through the establishment of a temporary staff position of"Planner II". The job
description for the Planner II is attached as Exhibit "A". This position is located in the Agency's
Organizational Chart in the Personnel Policies and Administrative Procedures under
"Redevelopment/Economic Development/Housing & Community Development" and will be supervised
by Agency Management or Mid-Management staff.
The term of this temporary position shall commence on September 1, 2009, through and including June
30, 2010. Mr. Oquendo's compensation will consist of an hourly rate of$32.00, without benefits.
If approved, the proposed temporary employment arrangement would be subject to termination by either
party with a thirty (30) day notice, and would be subject to funding through the Agency's annual budget

SUMMARY JOB DESCRIPTION:
Under general supervision and direction, assists Management and senior staff by performing a
variety of responsible, professional planning activities involving planning, housing, economic
development, redevelopment and special projects; projects and activities either City wide or
within redevelopment project areas as required; and performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
Planner I - This class is distinguished from the Planner II by the performance of the more
routine professional tasks and duties assigned to positions within this series. Employees at this
level are not expected to perform with the same independence of direction and judgment on
matters related to established procedures and guidelines as are positions allocated to the Planner
II level. Since this class is typically used as a training class, employees may have only limited or
no directly related work experience. The Planner I works under immediate supervision, within a
work unit or project team, while learning job tasks.
Planner 11 - This class is distinguished from the Planner I by the assignment of the full range of
professional duties assigned. The Planner II receives occasional instruction or assistance as new
or unusual situations arise and they are fully aware of the operating procedures and policies
within the work unit or project team.
REPRESENTATIVE DUTIES:
The following duties are typical for this classification. Incumbents may not perform all of the listed
duties and/or may be required to perform additional or different duties from those set forth below to
address business needs and changing business practices.
1. Administration, implementation and monitoring of programs related to housing, CDBG and
HUD
2. Gather and analyze data, participate in special studies and analyses, and prepare factual data,
prepare and submit comprehensive reports on various aspects of housing programs and
development projects
3. Coordinate with other City and Agency departments the review and processing of specific
housing programs and development projects; provide assistance and facilitation whenever
necessary to expedite housing programs and project development.

4. Planning, developing, organizing and managing of development programs, projects, and
activities related to redevelopment project areas and areas of interest, involving the following
aspects: project planning, land use planning and analysis; liaison with the community and
coordination of activities
5. Make public presentations as directed to community groups, development associations and
other major assemblages regarding housing programs, development process or a specific
project area activity if needed
6. Interpret project compliance with City plans,ordinances,and codes.
7. Attend and participate in professional group meetings; maintain awareness of new trends and
developments in the field of municipal planning; incorporate new developments as appropriate into

WHEREAS, a need has arisen for the addition of professional-level staff to assist with

planning and economic development tasks for the Redevelopment Agency of the City of San

Bernardino ("Agency"); and

WHEREAS, the skills, education, and previous work experience of John Oquendo qualifies
10
him to provide such professional-level services; and
11
WHEREAS, the Community Development Commission of the City of San Bernardino
12
13 ("Commission") desires to authorize the establishment of a temporary full time position, without
14 benefits, entitled "Planner II" to provide planning and economic development services to the
15 Agency in the furtherance of the Agency's economic development initiatives, goals and objectives.
16 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF THE
17 CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, AS
18 FOLLOWS:
19 Section 1. The Commission hereby approves and authorizes the establishment of the
20 temporary full time staff position of "Planner II" from the date of this Resolution through and
21 including June 30, 2010, in accordance with the Job Description attached to this Resolution as
22 Exhibit "A" to be added to the Personnel Policies and Administrative Procedures of the Agency as
23 Exhibits "C-119 through C-122". Agency Staff is fiu-ther authorized and directed to add the
24 position of"Planner 11" to the current Agency Organizational Chart as included within the Agency
25 Personnel Policies and Administrative Procedures within the division noted therein as the
26 "Redevelopment/Economic/Housing & Community Development"
27 Section 2. This Resolution shall take effect from and after its date of adoption by this
28 Commission.
