TEMPORARY EMPLOYMENT ARRANGEMENT—PLANNER I:
LISA SANFORD
BACKGROUND:
From October 2006 to June 2009, Lisa Sanford was employed by the City of San Bernardino, in the
Development Services Department, where she was a Planning Aide in the Planning Department. Due to
budgetary considerations,the Planning Aide position was eliminated due to staff reductions.

In June 2009, Lisa Sanford was temporarily retained under the Redevelopment Agency of the City of San
I Bernardino ("Agency") purchase order authority to assist with housing, planning and economic
development services.

During this time, Ms. Sanford has provided assistance to the Agency's Community Development and
i Housing section and has assisted on a few planning and redevelopment research and surveys assignments,
focusing on zoning, land use, housing compliance and pre-development issues.

j CURRENT ISSUE:

Ms. Sanford's tenure with the Agency started approximately two months ago when a purchase order for
her services was executed on an interim basis, as the result of an immediate need to procure a qualified
individual with planning experience who could assist the Agency with current and future project research,
housing assessment,planning and implementation efforts.

Ms. Sanford previously worked for the City of San Bernardino's Development Services Department,
Planning Section, where she performed project and development review, report preparation and research.
Since her start at the Agency, Ms. Sanford has worked with Agency Staff on the following initiatives:
Dollar Home Research Project, Occupancy Study for Maya Theaters, CDBG Program and the Five-Year
j Implementation Plan.

At this time, it has been determined that the Agency should continue to utilize the services of Ms. Sanford
to fulfill the Agency's needs for additional staff for its on-going planning, housing and redevelopment
i efforts through the establishment of a temporary staff position of"Planner I". The job description for the
Planner I is attached as Exhibit "A". This position is located in the Agency's Organizational Chart in the
Personnel Policies and Administrative Procedures under "Redevelopment/Economic
Development/Housing & Community Development" and will be supervised by Agency Management or
Mid-Management staff.

j The term of this temporary position shall commence on September 1, 2009, through and including June
30, 2010. Ms. Sanford's compensation will consist of an hourly rate of$28.00, without benefits.

If approved, the proposed temporary employment arrangement would be subject to termination by either
party with a thirty-day notice, and would be subject to funding through the Agency's annual budget
adoption process.
ENVIRONMENTAL IMPACT:
This action is not considered a "project" as defined in Section 15378 of the California Environmental
Quality Act("CEQA") Guidelines.
FISCAL IMPACT:
Compensation shall be $28.00 per hour.
RECOMMENDATION:
That the Community Development Commission adopt the attached Resolution.

SUMMARY JOB DESCRIPTION:
Under general supervision and direction, assists Management and senior staff by performing a
variety of responsible, professional planning activities involving planning, housing, economic
development, redevelopment and special projects; projects and activities either City wide or
within redevelopment project areas as required; and performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
Planner I - This class is distinguished from the Planner II by the performance of the more
routine professional tasks and duties assigned to positions within this series. Employees at this
level are not expected to perform with the same independence of direction and judgment on
matters related to established procedures and guidelines as are positions allocated to the Planner
II level. Since this class is typically used as a training class, employees may have only limited or
no directly related work experience. The Planner I works under immediate supervision, within a
work unit or project team, while learning job tasks.
Planner II - This class is distinguished from the Planner I by the assignment of the full range of
professional duties assigned. The Planner II receives occasional instruction or assistance as new
or unusual situations arise and they are fully aware of the operating procedures and policies
within the work unit or project team.
REPRESENTATIVE DUTIES:
The following duties are typical for this classification. Incumbents may not perform all of the listed
duties and/or may be required to perform additional or different duties from those set forth below to
address business needs and changing business practices.
1. Administration, implementation and monitoring of programs related to housing, CDBG and
HUD
2. Gather and analyze data, participate in special studies and analyses, and prepare factual data,
prepare and submit comprehensive reports on various aspects of housing programs and
development projects
3. Coordinate with other City and Agency departments the review and processing of specific
housing programs and development projects; provide assistance and facilitation whenever
necessary to expedite housing programs and project development.

4. Planning, developing, organizing and managing of development programs, projects, and
activities related to redevelopment project areas and areas of interest, involving the following

other major assemblages regarding housing programs, development process or a specific
project area activity if needed
6. Interpret project compliance with City plans, ordinances, and codes.
7. Attend and participate in professional group meetings; maintain awareness of new trends and
developments in the field of municipal planning; incorporate new developments as appropriate into

WHEREAS, a need has arisen for the addition of professional-level staff to assist with

planning and economic development tasks for the Redevelopment Agency of the City of San
8
Bernardino ("Agency"); and
9
WHEREAS, the skills, education, and previous work experience of Lisa Sanford qualifies
10
her to provide such professional-level services; and
11
WHEREAS, the Community Development Commission of the City of San Bernardino
12
("Commission") desires to authorize the establishment of a temporary full time position, without
13
14 benefits, entitled "Planner I" to provide planning and economic development services to the Agency
15 in the furtherance of the Agency's economic development initiatives, goals and objectives.
16 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF THE
17 CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, AS
18 FOLLOWS:
19 Section 1. The Commission hereby approves and authorizes the establishment of the
20 temporary full time staff position of "Planner I" from the date of this Resolution through and
21 including June 30, 2010, in accordance with the Job Description attached to this Resolution as
22 Exhibit "A" to be added to the Personnel Policies and Administrative Procedures of the Agency as
23 Exhibits "C-115 through C-118". Agency Staff is further authorized and directed to add the
24 position of"Planner II" to the current Agency Organizational Chart as included within the Agency
25 Personnel Policies and Administrative Procedures within the division noted therein as the
26 "Redevelopment/Economic/Housing& Community Development"
27 Section 2. This Resolution shall take effect from and after its date of adoption by this
28 Commission.
