Due to budgetary considerations,the Planning Aide position was eliminated due to staff reductions. i In June 2009, Lisa Sanford was temporarily retained under the Redevelopment Agency of the City of San I Bernardino ("Agency") purchase order authority to assist with housing, planning and economic development services. i , During this time, Ms. Sanford has provided assistance to the Agency's Community Development and i Housing section and has assisted on a few planning and redevelopment research and surveys assignments, focusing on zoning, land use, housing compliance and pre-development issues. I j CURRENT ISSUE: a a Ms. Sanford's tenure with the Agency started approximately two months ago when a purchase order for her services was executed on an interim basis, as the result of an immediate need to procure a qualified individual with planning experience who could assist the Agency with current and future project research, housing assessment,planning and implementation efforts. i Ms. Sanford previously worked for the City of San Bernardino's Development Services Department, Planning Section, where she performed project and development review, report preparation and research. Since her start at the Agency, Ms. Sanford has worked with Agency Staff on the following initiatives: Dollar Home Research Project, Occupancy Study for Maya Theaters, CDBG Program and the Five-Year j Implementation Plan. i At this time, it has been determined that the Agency should continue to utilize the services of Ms. Sanford to fulfill the Agency's needs for additional staff for its on-going planning, housing and redevelopment i efforts through the establishment of a temporary staff position of"Planner I". The job description for the Planner I is attached as Exhibit "A". This position is located in the Agency's Organizational Chart in the Personnel Policies and Administrative Procedures under "Redevelopment/Economic Development/Housing & Community Development" and will be supervised by Agency Management or Mid-Management staff. 1 j The term of this temporary position shall commence on September 1, 2009, through and including June 30, 2010. DISTINGUISHING CHARACTERISTICS Planner I - This class is distinguished from the Planner II by the performance of the more routine professional tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the Planner II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. The Planner I works under immediate supervision, within a work unit or project team, while learning job tasks. Planner II - This class is distinguished from the Planner I by the assignment of the full range of professional duties assigned.
