COMMISSION MEETING AGENDA Meeting Date: 08/17/20009 Agenda Item Number: A23 J ECONOMIC DEVELOPMENT AGENCY STAFF REPORT PURCHASE OF A NEW TRADE AND EXHIBITION BOOTH FOR USE BY THE CITY OF SAN BERNARDINO,THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO ("AGENCY"), THE CITY OF SAN BERNARDINO CONVENTION AND VISITORS BUREAU AND THE INLAND EMPIRE MEDIA GROUP (CATV 3) BACKGROUND: Over the past number of years, Agency Staff have once again begun to participate more actively in key national and international exhibitions such as the International Council of Shopping Centers ("ICSC") in order to promote retail and development opportunities within the City of San Bernardino ("City"). Unfortunately, the Agency booth previously used for this type of exhibition is no longer available to the Agency leaving the Agency with one very small, outdated display unit. For the 2007 ICSC Western Regional Conference in Palm Springs, California, the Agency created a booth with decorative features borrowed from Garner Holt Productions. For the 2008 Western Regional Conference in San Diego, California and the 2009 International Conference in Las Vegas, Nevada the County of San Bernardino graciously allowed the City of San Bernardino to operate from their booth, however, the number of people allowed at any one time and the amount of collateral materials permitted was severely restricted, not to mention lack of access to meeting facilities or modern communications such as Google Earth. The fact that far smaller communities in the County such as Adelanto or Apple Valley were adequately represented in their own display space while the home of the County seat was obliged to rely on the hospitality of others certainly created a less than ideal impression of the City. A decision was therefore made to purchase a booth for the City and Agency Staff was instructed to find a suitable vendor who could design and manufacture a booth that would adequately and attractively represent development,tourism and other opportunities in the City. CURRENT ISSUE: After examining the products of a number of booth manufacturers, Agency Staff selected Solutions Rendered, LLC ("Solutions Rendered") of Lake Forest, California,to construct a 10'x10' booth that could be expanded to a 10' x 20' booth for the sum of $25,000, which is within purchasing authority of the Interim Executive Director, under Purchase Order Number 1768. However, at a subsequent meeting Inland Empire Media Group ("IEMG") staff suggested that, with a few more embellishments, the booth could serve not only as a trade show display booth but also had the potential to be set-up on a semi- permanent basis in the IEMG studios as an attractive and elegant studio set. Solutions Rendered was contacted again and offered the following suggestions. Addition of the following items: • Interview meeting table and chairs that would double as meeting space at exhibitions. • Two television display monitors that would double as Google terminals • Two television monitor mounts P\Agendas\Comm D Commission\CDC 2009\08-17-09 ICSC Display 9 hSRdm COMMISSION MEETING AGENDA Meeting Date: 08/117/2009 Agenda Item Number: Q2 5- Economic Development Agency Staff Report ICSC Display Booth Page 2 • Addition of a custom 3-D City seal • Addition of a custom cut mountain profile above the soffit with fluorescent lighting • 3-D header with City identity • Upgrading the standard laminate finish to a granite finish With these additional upgrades the Company would include a second, smaller, 10' wide portable display booth, including graphics, that would be extremely useful for all the entities mentioned on the subject line, especially if the major booth was in use in the studio. The addition of these items, however, raised the price of the items to $32,557.58 which is in excess of the purchasing authority limit of the Interim Executive Director. IEMG has agreed to make the cost available out of their capital budget. ENVIRONMENTAL IMPACT: This action of approving the purchase of an exhibition booth does not meet the definition of a "Project" under Section 15378 of the California Environment Quality Act("CEQA"). FISCAL IMPACT: The $33,000 (to cover any unforeseen contingencies) cost shall be paid from the IEMG (CATV 3) Public, Educational and Governmental ("PEG") 1% fund set-aside for capital purchases. When not being used at Trade Conferences,the booth shall be utilized as a set in the television studio. There is no fiscal impact to the City's General Fund.
