Recommended motion:
That the request for a waiver of fees from Sigma Beta Xi, Inc., in connection with Wyatt's
Paint and Body, for personnel and equipment costs in the amount of$6,090 associated
with the conduct of their 2009 Rockabilly 66 car show, to be held at Nunez Park on
September 19, 2009, be approved; and that the actual costs to the Parks and Police departments
in the amount of$2,633 be transferred from the civic and promotion fund into their departmental
budgets.

STAFF REPORT
SUBJECT:
Request for a waiver of fees from the Sigma Beta Xi, Inc, a non profit organization, in
connection with Wyatt's Paint&Body for personnel and equipment costs in the amount of
$6,090 associatedNith the conduct of their 2009 Rockabilly66,car show.
BACKGROUND:
The non-profit organization Sigma Beta Xi, Inc. in connection with Wyatt's Paint and Body is
conducting their 3`s annual Rockabilly 66 car show on September 19, 2009, in connection with
the City's annual Route 66 celebration. The event will be held at Nunez Park and they anticipate
over 300 rockabilly cars to be entered into the show. Attached is the letter from Mr. Randy
Wyatt, event organizer, dated July 27, 2009 marked Attachment A.
The organization has obtained all necessary City and outside agency permits for the event and
has agreed to furnish a refundable clean up deposit of$8,000 and liability insurance in the
amount of$1,747.
Last year, the Mayor and Council approved the recommendation of the Ways and Means
Committee to waive City fees for personnel and equipment costs for the event. Below are listed
this year's estimated costs for City services.

*The actual costs to the Parks Department in the amount of$256 and the Police Department in
the amount of $2,377 will be transferred from the civic and promotion fund into their
departmental budgets.
Attachment B is a spreadsheet showing a balance to-date of$93,829.46 in the FY 09-10 civic
and promotion account as well as previous funding activity from FY 08-09. It should be noted
that the Black History Parade, the YMCA Childrens' Christmas parade and the first half of
funding for the FY 10-11, 4th of July Parade are annual events that will also be funded from the
remainder of FY 09/10.

RECOMMENDATION:
That the request for a waiver of fees from Sigma Beta Xi, Inc, in connection with Wyatt's Paint
& Body for personnel and equipment costs in the amount of$6,090 associated with the conduct
of their 2009 Rockabilly66 car show, be approved; and that actual costs of$2,633 be transferred
from the civic and promotion fund into the Parks and Police departments' budgets.

Rockabilly 66 promotions along with Sigma Beta Xi Inc. (non-profit) and

several departments. The following are Parks and Recreation and its
amenities, San Bernardino Police requesting three officers, Fire Department's
permit, Refuge, and Traffic Division. This is going to be our P annual
Rockabilly Route 66 Car Show venue being held a Nunez Park 1717 W. 5`s
Street (Route 66) San Bernardino on September 19`h, 2009.
