SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Police Department to accept, if awarded, a Driving Under the Influence (DUI) mini grant from
the State of California Office of Traffic Safety in the amount of$15,507.06.
BACKGROUND
The California Office of Traffic Safety, through a partnership with the University of California,
Berkley, are awarding grant funds in the form of DUI mini-grants for the holiday periods
covering December 16, 2009 —January 3, 2010 (Christmas /New Years) and August 20, 2010—
September 6, 2010 (Labor Day). These DUI mini-grant funds are specifically for the purpose of
conducting Sobriety Checkpoint Operations during these national crackdown enforcement
periods. The grant application process is online and is sent upon completion of the online forms,
and; therefore, has already been submitted.
The San Bernardino Police Department has participated in several of these mini-grant programs
targeting drunk driving in recent years (Council Actions: 2003-260, 2004-287, 2006-321 and
2008-284 are the most recent). These mini-grants have been an effective tool used by the
department in funding these checkpoint programs during these enforcement periods.
Checkpoints have proven to be an effective high visibility tool to both educate the public about
the dangers of drunk driving as well as provide the additional enforcement efforts directed
toward this crime.
After conducting an evaluation of available resources and developing a deployment strategy
during these periods, the Police Department has requested funding to conduct (2) two checkpoint
operations during these mobilization periods (1-Christmas / 1-Labor Day). Overtime funding
will include two supervisor positions, one detective position, ten officers, two community service
officer's, and one clerical position for a cost of$7,753.53 per checkpoint, totaling $15,507.06.
There is no matching fund requirement on the part of the City.
The Grants Ad Hoc Committee reviewed the grant application at their July 30, 2009, meeting
and recommended that the Request for Council Action be forwarded to the full Council.
FINANCIAL IMPACT
Grant revenue in the amount of$15,507.06. There is no financial impact on the City's General
Fund.
RECOMMENDATION
Adopt Resolution.

CITY OF SAN BERNARDINO AS FOLLOWS:

8 SECTION 1: The Mayor and Common Council of the City of San Bernardino
9 hereby authorize the Police Department to accept, if awarded, the State of California Office of
10 Traffic Safety Mini Grant in the amount of$15,507.06. The grant is for overtime and reporting
11 costs related to increased enforcement during the "You Drink & Drive, You Lose" Campaign.
12 Expenditures will be in accordance with the Office of Traffic Safety Detailed Budget Estimate
13
form(OTS-38E), contained in the Office of Traffic Safety Grant Agreement.
