Description: Street Maintenance Finance: Council Notes: ee-o aoo p -a48 Agenda Item No. I/L ?-11-Oq CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Resolution authorizing implementation of a"Residential Parking Permit'Program on Ash Street, Ginkgo Street, Sycamore Street, and Valles Drive west of Northpark Boulevard and south of Campus Parkway in the vicinity of California State University San Bernardino. Background: The Mayor and Council recently approved the implementation of a "Residential Parking Permit' program on the following road segments: Ash Street between Northpark Boulevard and seven hundred feet west of Northpark Boulevard and Live Oak Street between Ash Street and Sycamore Street. These streets are located within Tract No. 16509. The other streets within this tract remained unrestricted. When residents of the streets that remained unrestricted became aware that a "Residential Parking Permit' program was about to be implemented on the other streets within their tract, the residents contacted the City requesting that the program be extended to include the areas in front of their homes. These streets include Ginkgo Street, Sycamore Street, Valles Drive and a portion of Ash Street. The residents of this area have similar concerns to those raised by the residents of the streets where the parking restrictions were previously approved. These concerns include the following: Tract no. 16509 is located directly across Northpark Boulevard from California State University San Bernardino. Students from the university are parking their vehicles on the streets in front of their homes causing several concerns to the residents of this area. The concerns include long-term parking, littering, confrontations with students when they block driveways and the inability to put out their trash cans due to parked vehicles. Staff proceeded with the request as before by preparing a petition that included the addresses of the properties located within the road segments. The petition was circulated by the residents to gauge support for the requested residential parking permit program. There are a total of seventy- six properties within the requested area; fifteen on Ginkgo Street; thirty-four on Sycamore Street, twenty-three on Valles Drive, and four on Ash Street. Six of the residents did not sign the petition. Most of these were either renters or vacant properties. Only one resident was against the implementation of the program. In view of the support for the proposed program, staff recommends that a residential parking permit program be established on the following streets: • Ash Street between Valles Drive and seven hundred (700) feet west of Northpark Boulevard (a Residential Parking Permit' program has already been approved on the remaining section of Ash Street between Valles Drive and Northpark Boulevard). • Ginkgo Street between Valles Drive and the end of Ginkgo Street east of Valles Drive. CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT—Continued • Sycamore Street between Live Oak Street and the end of Sycamore Street west of Valles Drive. • Valles Drive between Campus Parkway and the end of Valles Drive approximately 1,200 feet south of Ash Street. Staff recommends that the attached Resolution be approved authorizing the establishment of a "Residential Parking Permit"program as referenced above. Financial Impact: The estimated cost of$ 8,000 for installing seventy "No Parking" signs will come from Account No. 001-402-5111 (Street Maintenance). Recommendation: Adopt Resolution.
