Synopsis of Previous Council Action:
09/12/2009 MCC Agenda Item # N1 B, Council approved motion to require that registered sex
offenders not be allowed on the premises of the Church of Nazarene Church.
Recommended Motion:
That the Council rescind the motion which required that Pastor Rhone be advised that he may
not have Mr. Hoyt or any other registered sex offender on his premises at any time, and that if
he can't agree to that, the City will stop paying rent to him and will find another location for that
Operation Phoenix Center.

RE: Ultimatum Issued 9/21/09
As clergy of diverse communities, we hold differing viewpoints. We are united, however, in our concern for the moral and spiritual
well-being of our city. San Bernardino is where we have been called to serve, and we expect our elected officials to support us in
that service,just as we support them.
We object in the strongest possible terms to the actions taken at the last Council meeting:
• We object to the inflammatory way in which this was handled. The Council asks us to open its meetings with prayer,
yet failed to consult us in this situation. If problem-solving had been the goal, the council could have contacted the
pastor for pertinent information. Evidently, publicity was the goal, and we find that offensive.
• We understand that some members may have felt compelled to vote for this ultimatum, since the topic of children at
risk is political poison, but doing the right thing and speaking truth even when under pressure is part of their job, as it
is ours.
• We grieve that the reputation of David Rhone and his faith community have been damaged, especially since council
members are fully aware that they have partnered with our city, served its children faithfully, and have an excellent
record. This is unjust.
• We will not comply with the outrageous demand that those who come on to our properties or into our sanctuaries
submit to background checks before doing so. Some of us have welcomed members of the Council into our
sanctuaries as visitors, and we have shown you hospitality. We will do no less for those who come to us in need.
We call on the Council now to show integrity. We call on them to:
• Rescind their action of September 21 regarding Master's Plan Church of the Nazarene.
• Apologize to David Rhone and to his church for harming their reputation without cause.
• Ask our City Attorney to apologize in writing for acting in ways not justified by the facts. As someone who spent years
as Director of the Home of Neighborly Service, he should have been particularly aware of the need to avoid action that
would hinder the work done by faith-based organizations.
Finally, we ask that in the future, the Council remember who its allies are. We, like the Council, work with limited budgets to
address massive needs. We are insulted that the Council would impugn our good sense, or our vigilance in protecting children

entrusted to our care. We understand the need to have child protection policies in place, and know that it is our moral and legal
obligation to do so. We ask that the Council refrain from issuing ultimatums to individuals and groups who have demonstrated
trustworthiness. The council has treated us as adversaries rather than friends.
This is where we believe God has called us to serve. Further, our U.S. Constitution protects our right to practice our faith in
response to that Call. Please know that whether you rescind your action or not, we will stand on the laws of this country and the
call of God as we determine who and how we will serve in this city.
