Synopsis of Previous Council Action:
On July 18, 2005, and again on November 3, 2008 the Mayor and Common Council
approved the implementation of the proposed Parks, Recreation & Community Services
reorganization.
On September 29, 2009, the Personnel Committee recommended this item for
approval.
Recommended Motion:
1. Reclassify one (1) Soccer Complex Manager, Range 500, $5,374-$6,532 per month
to Deputy Director of Parks, Recreation and Community Services (U), Range 600,
$8,850-$10,757 per month.
2. Authorize the Director of Finance to retroactively compensate the reclassified
employee as of July 1, 2009.
3. Authorize the Human Resources Department to update Resolution Number 97-244.
4. Authorize the Director of Finance to amend the FY 2009-10 udget to reflect these

Staff Report
Subject:
Reclassification of the Soccer Complex Manager to Deputy Director of Parks, Recreation and
Community Services.
Backeround:
It has been over three years since the Mayor and Common Council approved a full Department
reorganization that primarily addressed staffing within the Parks, Recreation and Administrative
Divisions. The plan also included streamlining management staff to achieve minimal cost
savings. Since that time, the management structure of the Department has been under increasing
strain due to increased demands on Parks and Recreation Services and significant personnel and
resource reductions. Despite limited staffing the Department's Recreation Division Manager
Position was also eliminated. Given the increased demand to provide program and service
delivery, and resource challenges, it has become evident that a senior management level position
is required.
As a result, the Director has refined the new management-staffing plan that provides more direct
oversight in the following areas, while providing a sustainable management structure for future
growth:
• Grants process revision
• Departmental Budget
• Soccer Complex
• Enterprise Opportunities
As part of the departmental realignment, which has been in effect since April 1, the current
Soccer Complex Manager has taken on the aforementioned (additional) duties and has
significantly enhanced the Department's internal controls, grants management and budget
preparation efforts. Formal assignment of duties commensurate with the Deputy Director
position occurred July 1, 2009 and as such compensation for salary and benefits should coincide
with this date retroactively.
The proposed reclassification of the Soccer Manager to Deputy Director of Parks,Recreation and
Community Services will continue to provide management to the Soccer Complex and will be a
critical special assistant to the Department Director providing assistance in parks, recreation,
sports and cultural programming, advanced budgeting and grants administration.
The Department believes that a well qualified Deputy Director, with adequate administrative
support personnel, will be able to streamline decision-making and react to issues that require
fiscal accountability and coordination—which will address feedback provided by neighboring
departments.
With the support of several departments, including Finance, Administration and HR, the
Department is recommending the reclassification of one (1) Soccer Complex Manager to a
Deputy Director of Parks, Recreation and Community Services.
Financial Impact:
Reclassify the position of Soccer Complex Manager, Range 500, $5,374-$6,532 per month to
Deputy Director of Parks, Recreation and Community Services, Range 600, $8,850-$10,757 per
month.

The new Deputy Director position will continue to manage the Soccer Complex and the
additional funds needed to support the reclassification will come from the Soccer Fund. The
revised General Fund obligation would provide $19,863 expenditure reduction in full time
salaries and benefits, to be transferred to part time salaries to assist with community center
programming. The Soccer Fund obligation would increase by $59,746 in full time salaries and
benefits. Revenues for the Soccer Complex FY 2008-09 came in at approximately $80,000
above the estimated revenues. Additionally, the Soccer Fund has salary savings from a recently
retired full time employee, a vacancy the department does not intend to fill should the
reorganization proposal be approved.
Recommendations:
1. Reclassify one (1) Soccer Complex Manager, Range 500, $5,374-$6,532 per month to

$10,757 per month.
