Recommended Motion: 1. That the salaries for Fire Department Ranges P-5 (Battalion Chief), P-6 (Deputy Fire Chief), and P-7 (Fire Chief) be established, effective August 1, 2009. 2. That the Human Resources Department amend Resolution No. 6429 to reflect the above action. 3. Description) Salary & Benefits Finance: Council Notes: _ Agenda Item No. t3 10- 5,_617 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Establishment of salaries for Fire Department Ranges P-5, P-6 and P-7, effective August 1, 2009. Background: Section 186 of the City Charter established a formula for setting salaries for local safety members, effective August 1 of each year. An agreement was reached with Fire Management on the 10 cities to be used for this year's calculation. The salaries of those 10 cities have been averaged to determine the salaries for this year for Fire Management classifications. The 10 cities agreed upon for classifications P-5,P-6 and P-7 are: Pomona Garden Grove Santa Clarita West Covina South Gate Roseville Costa Mesa Burbank Salinas Ventura Effective August 1,2009,the new monthly salaries are: CURRENT NEW CLASSIFICATION MONTHLY SALARY MONTHLY SALARY P-5/Battalion Chief $11,504 $11,845 P-6/Deputy Fire Chief $13,538 $14,662 P-7/Fire Chief $15,675 $16,784 Using the top steps for comparison,the increases by position from 2008 are as follows: Monthly #of Total Dollar Budgeted Annual Range % Change Adjustment Positions Adjustment P-5/Battalion Chief 2.96 $341.00 7 $ 28,644 P-6/Deputy Fire Chief 8.30 $1,124.00 1 $ 13,488 P-7/Fire Chief 7.07 $1,109.00 1 $ 13,308 Total $55,440 Adding an annual average benefit rate of 34.06%to reflect variable fringe benefit costs which rise with salary, the total added costs for salaries and fringe benefits are $74,300. By comparison, total Section 186 costs for this group in FY 2008/09 were $66,300. Financial Impact: The City's FY 2009/10 approved budget includes $2,531,900 million in General Government for all Charter 186 anticipated salary increases. Police Safety Unit(excluding Measure Z positions) costs totaled$639,300; Police Management Unit costs totaled $123,700; and Fire Safety costs totaled$611,500, leaving a remaining balance of$1,157,400. The amount of Charter 186 salary increases for Fire Management totaled$74,300, leaving a remaining balance of$1,083,100. Recommendation: 1. That the salaries for Fire Department Ranges P-5 (Battalion Chief), P-6 (Deputy Fire Chief), and P-7 (Fire Chief)be established, effective August 1, 2009. 2. That the Human Resources Department amend Resolution No. 6429 to reflect the above action. 3.
