Synopsis of Previous Council Action:
On October 6, 2008, the Mayor and Common Council approved the establishment of salaries for
Fire Department Ranges P-1 (Firefighter), P-2 (Paramedic), P-3 (Fire Engineer), and P-4 (Fire
Investigator/Captain), effective August 1, 2008.
On December 15, 2008, the Mayor and Common Council approved a revised salary for P-3
(Fire Engineer), effective August 1, 2008.
Recommended Motion:
1. That salaries for Fire Department Ranges P-1 (Firefighter), P-2 (Paramedic), P-3 (Fire
Engineer), and P-4 (Fire Investigator/Captain) be established, effective August 1, 2009.
2. Authorize the Human Resources Department to amend Resolution No. 6429 to reflect the
above action.
3. Authorize the Director of Finance to amend the FY 2009/10 Budget by increasing the Fire
Department General Fund Budget for Charter 186 costs by transferring $611,500 from the
General Government Budget account number 001-01.

Subject:
Establishment of salaries for Fire Department Ranges P-1, P-2, P-3, and P-4, effective
August 1, 2009.
Background:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached with the Fire Safety Unit
on the 10 cities to be used for this year's calculation. The salaries of those cities have been
averaged to determine the salaries for this year for Fire Safety classifications.
The 10 cities selected are:
Elk Grove Santa Rosa
Fairfield Simi Valley
Garden Grove Thousand Oaks
Pasadena Torrance
Salinas West Covina

The new monthly salary increases in each range for 2009 are as follows:

Adding an annual average benefit rate of 34.06% to reflect the variable fringe benefit costs,
which rise with salary, the total added costs for salaries and fringe benefits for General Fund
positions is $544,600. Additionally, to better reflect the Fire Department's staffing levels and
overtime costs for FY 2009/10, their overtime account should be increased by $66,900. This
brings the total amount for Fire Safety to $611,500. By comparison, total Section 186 costs for
this group in FY 2008/09 were $483,400, which included $42,700 for the department's overtime
budget.
The Firefighter Trainee salary will be set at $4,176 per month, which is 80% of the Firefighter
(P-1), Step A salary.
Financial Impact:
The City's FY 2009/10 approved budget included$2,531,900 million in General Government for
all Charter 186 anticipated salary increases. Police Safety Unit (excluding Measure Z positions)
costs totaled $639,300 and Police Management costs totaled $123,700, leaving a balance of
$1,768,900. The amount of Charter 186 salary increases for Fire Safety as outlined above is
$611,500. This action will leave a remaining balance of $1,157,400 available for Fire
Management Charter 186 salary increases.
Recommendation:
1. That salaries for Fire Department Ranges P-1 (Firefighter), P-2 (Paramedic), P-3 (Fire
Engineer), and P-4 (Fire Investigator/Captain)be established, effective August 1, 2009.
2. Authorize the Human Resources Department to amend Resolution No. 6429 to reflect the
above action.
