Financial Impact: Motion: Adopt the Resolution. Background: At the meeting of the CDBG Ad Hoc Committee held on December 10, 2012, the committee members unanimously recommended to move the amended Community Development Block Grant (CDBG) Public Service Program 2013-2014 (Year 4, 2010-2015) Public Service Application forward to the full Council to solicit additional changes from the full Council to include in the application for the full Council's vote to allow the City Manager's Office to make the approved changes to the application so that the application can be released by December 20, 2012. Background: Each year the City of San Bernardino issues grants to several non-profit agencies as part of its CDBG program. Generally, the process involves a solicitation of proposaWopen application period, evaluation of the application, interview of the applicants, and ultimately, recommendation to the full City Council on specific grant amounts. The program application is a crucial part of the grant-making process because it is usually an agency's first interaction with the City's program for that year; even continuing applicants are required to complete a new application for funding each year. During the 2012-2013 application evaluation period it was noted that changes should be made to the application to: 1. Reduce the length 2. Increase clarity/ease of use 3. Better instructions 4. Removal of grant cap © The revised application addresses the above mentioned topics and has been reviewed by the Community Development Block Grant Ad Hoc Committee. Updated: 12/13/2012 by Georgeann"Gigi"Hanna Packet Pg. 255 2179 Analysis: As part of the overall CDBG program review and with the assistance of staff,the Committee has recommended significant changes to the formatting and content of the "CDBG Public Service Application," as is shown in original and revised applications, labeled Exhibits A and B, respectively. Major improvements to the application include the following: 1. Less pages - The new application is just about 50% less pages than the previous application. 2. Dynamic completion - The new application will be user friendly and easier to process for staff because of the dynamic text fields where data may be automatically transferred between Microsoft Word,Excel and PowerPoint documents. 3. Better instructions - The new application clearly states the instructions for completion and reinforces that an incomplete application will not be accepted. 4. Removal of grant cap - Previously, the City established a$15,000 cap on grant awards. The new application allows agencies to propose any grant/project amount. "Block" grants are funds granted by the Federal government to smaller units of government, like cities, with general provisions for use of the money. In contrast, "categorical" grants have more specific and rigid instructions on their use and applicability. Recipients of block grants are expected to use a certain measure of innovation as long as they accomplish the goals as set forth by the grantor. Consequently, improvements of processes related to the management of the program are expected and encouraged by the City's program staff at the Housing and Urban Development Department(HUD). Recommendation: Staff recommends adoption of the attached Resolution approving the revised CDBG Public Service Application.
