RESOLUTION OF THE MAYOR AND COMMON COUNCIL COMMENDING
CONGRESSMAN JOB BAC;A
43RD & 35TH DISTRICT(S) OF CALIFORNIA REPRESENTATIVE
WHEREAS, Joe Baca was born in Belen, New Mexico, the youngest of 15 children in a house where little English
was spoken. Joe worked shining shoes at age 10 and later worked as a laborer for the Santa Fe Railroad. He served
in the United States Army as a paratrooper with both the 101st 82nd P and the 82 Airborne Divisions from 1966-68.

g ry rutce, Joe earned his associates degree from Barstow Community College and his Bachelor's
Degree in sociology from California State University, Los Angeles. In 1979, he became the first Latino elected to the
Board of Trustees for the San Bernardino Valley College District. He was elected to the State Assembly in 1992, where
he became the first Latino Speaker Pro Tempore, and was elected to the State Senate in 1998; and
WHEREAS, upon winning a special election in 1999, Joe Baca served in Congress where he represented the 43rd
District of California. He became the incumbent in the newly created 35th Congressional District, which includes the
cities of Chino, Pomona, Montclair, Ontario, unincorporated Bloomington, and portions of Fontana and Rialto; and
WHEREAS, as Congressional Representative, Joe Baca supported initiatives that secured federal appropriations
dollars for local transportation projects. He continuously fought for federal funding of important local transportation
projects and brought in over$35 million in appropriation funding for transportation projects in the Inland Empire. This
includes $32,370,000 for the San Bernardino Rapid Bus Project to construct the San Bernardino Valley Inland Express
(sbX) bus corridor along "E'Street; and
WHEREAS, aware of our local economy's dependence upon tax revenue from local auto dealerships, Joe Baca
advocated to protect auto dealerships and the jobs they provide. He worked with other House colleagues to help auto
dealerships to stay open and keep local jobs by leading efforts with Congressional letters and hearings, and meetings
with the Administration; and
WHEREAS, Joe Baca was instrumental in passing legislation in the House of Representatives that contained
$500,000 dollars for construction of the new Verdemont Community Center which includes an outdoor basketball court,
meeting rooms, a library and an outdoor amphitheater; and
WHEREAS, a giant leader among men, Joe Baca received many honors for his public service. Recent awards
include the U.S. Hispanic Leadership Institute Edward R. Roybal/Henry B. Gonzalez award for Public Service, the U.S.
Hispanic Chamber of Commerce President's Achievement Award, the National Farmers Union Presidential Award for
Leadership, the Walter Kaitz Foundation Diversity Advocate Award, and the U.S. Department of Agriculture Coalition of
Minority Employees Award of Excellence. Joe Baca has been listed as one of the top 100 most influential Hispanic
leaders in America by Latino Leaders Magazine.

to the City of San Bernardino and its citizens, we, on behalf of the Mayor and Common Council of the City of
San Bernardino, do enjoin, thank and commend

LASHANE DONELSON

Middle College High School— Senior
December 17, 2012
LaShane Donelson is a 12th grade student at Middle College High School, a high
school campus that is adjacent to San Bernardino Valley College. She was born in
San Bernardino and attended Howard Inghram Elementary School, Dr. Martin Luther
King Middle School and Arroyo Valley High School before attending her current school.
Students must be in the 10th grade to attend Middle College High School. LaShane has a
weighed 4.02 Grade Point Avenue and will graduate May, 2013. LaShane is
concurrently enrolled at San Bernardino Valley College and plans to get her AA Degree
during the summer of 2013.
LaShane's mother is Andrette Gooden and her father is Roosevelt Donelson and
he lives in Arizona. Her twin sister, Shani, is a senior at Arroyo Valley High School and
her sister Imani is in the 5th grade at Inghram. Her school activities include the guitar
club and team builder program. She likes her school due to the small class size and the
teachers get to know each student. She enjoys the one-on-one relationships. Her favorite
subject is history because she enjoys learning about the past.
LaShane hopes that 9th grade students will be allowed to attend Middle College
High School. While she is not involved with sports, she plays volleyball for fun. She
worked at the polls during the last election and has completed her volunteer orientation
and is now waiting to hear from Community Hospital of San Bernardino where she will
continue with her volunteer service.
LaShane plans to attend California State University, San Bernardino or San Diego
State University where she will major in business administration and psychology. Her
message to students is as follows: "Don't complain about having too much work now
because it pays off in the end".
