Financial Impact: There will be no direct impact on the General Fund from the project. Mayor to open the hearing. . . Motion: Close the hearing; and adopt the Resolution. PROJECT DESCRIPTION The applicant, the San Bernardino Association of Governments (SANBAG), is requesting approval of a General Plan Amendment (GPA) to revise the Circulation Element as part of several transit-related projects the agency is pursuing within the City of San Bernardino and the overall region. This GPA request is twofold: 1. To revise Figure C-2 (Attachment A) of the General Plan Circulation Element to demonstrate that: A. The intersection of 3rd and"J" Streets would be reconfigured as a"dogleg" and 3rd Street would be closed for a distance of approximately 225 feet between J Street and the railroad right-of-way to the east. A cul-de-sac will be constructed at the end of 3rd Street and the at-grade railroad crossing will be removed. B. "I" Street will be closed for a distance of 160 feet between Rialto Avenue and the railroad right-of-way to the south. A cul-de-sac will be constructed at the new end of"I" Street south of the tracks and the intersection of"I" Street and Rialto will be restriped to become a"right in/right out" scenario. In both instances, the purpose of the street closures is to remove awkward at-grade rail crossings adjacent to intersections and to remove conflicts between vehicles and the trains. The portions of the vacated roads will be dedicated to the adjacent properties. Updated: 11/28/2012 by Gwendolyn Waters I Packet I 6.D, 2135 The street closures are to help facilitate the construction of the "Downtown San Bernardino Rail Project," a one-mile extension of the existing passenger rail line from the Santa Fe Depot into downtown San Bernardino. Attachment B provides details of the proposed street closure improvements. 2. To add text to several of the discussion areas within the Circulation Element, to recognize SANBAG's passenger rail/transit projects. The proposed text is general in nature, and aimed to recognize the Redlands Passenger Rail Project, which is a rail connection proposed (and currently being analyzed) between downtown San Bernardino and the University of Redlands, as well as other potential passenger rail/transit projects that may be proposed by SANBAG in the City in the future. Note that none of the goals and policies contained within the Circulation Element is proposed to be changed, and that no changes are proposed to any other part of the General Plan. SETTING/SITE CHARACTERISTICS The proposed street closures are within the vicinity of the historic Santa Fe Depot, which is currently the end of the passenger rail line. However, SANBAG is proposing to extend this rail line for approximately one mile eastward, to a proposed railroad station located near the intersection of"E" Street and Rialto Avenue in downtown San Bernardino. Further, should the proposed Redlands Passenger Rail Project be constructed, the passenger rail line would extend eastward, from the proposed downtown station to the University of Redlands. Additionally, with the establishment of these rail lines, in conjunction with the new sbX transit and existing Omnitrans transit lines and Metrolink passenger rail lines, the groundwork has been laid for SANBAG to add to these transit/rail lines to serve additional portions of the City and the region as needs and opportunities arise. BACKGROUND 9/14/10: Public Information meeting was held by SANBAG pertaining to the project and environmental review process. 5/17/11: Public outreach was coordinated to provide the public to hear about the project and provide the public an opportunity to comment on the scope of the Environmental Assessment (EA) and Draft Environmental Impact Report (DEIR) to be prepared for the project. Prior to the scoping meeting information about the project was provided through advertisement, mailings, fliers, and emails. 3/27/12: Public Information meeting was held by SANBAG pertaining to the project and environmental review process. 6/5/12 - 45-day public review period for the availability of the Environmental Assessment 7/19/12: and draft Environmental Impact Report. 8/16/12 - 10-day public review period for Revised Environmental Assessment(EA) and 8/27/12: Final Environmental Impact Report(FEIR). Updated: 11/28/2012 by Gwendolyn Waters Packet Pg-72 6.D 2135 9/5/12: The EA/FIER were certified by the Lead Agency(SANBAG) 10/11/12: Formal application for GPA 12-05 received. 11/12/12 The Finding of No Significant Impact(FONSI -NEPA) is tentatively scheduled (Tentative): for filing in the Federal Register. ANALYSIS As noted above, SANBAG is requesting consideration of a General Plan Amendment to revise portions of the Circulation Element to address two proposed street closures and to add text to reflect the one-mile extension of the Downtown San Bernardino and the Redlands Passenger Rail projects, as well as future transit/rail projects in the City that SANBAG may pursue in the future. Since the existing passenger rail service will be extended approximately one mile eastward, from the Santa Fe Depot into downtown San Bernardino, there will be an increase in rail traffic on the existing line, which curves southward adjacent to or across several street intersections. This could result in awkward conflicts between vehicles on the roads. Therefore, the closures of 3rd Street and "I" Street are proposed to eliminate these conflicts. It should be noted that the area in which the closures are proposed is characterized by a grid street pattern consisting of relatively short blocks. Therefore, drivers have many options to navigate this portion of the City. Further, the intersections of"I" Street and Rialto Avenue, "I" and 3rd Streets, "K" and 2nd Streets, "K" and 3rd Streets, and the Santa Fe Depot parking lot entrance and 3rd Street will be reconfigured to include additional turn lanes to facilitate travel in the area. To recognize the one-mile extension of the Downtown San Bernardino and the Redlands Passenger Rail projects, as well as future transit/rail projects in the City that SANBAG may pursue in the future, the following text is proposed to be added to the Circulation Element (the revisions are underlined). Page 6-1, INTRODUCTION Paragraph#1: An efficient and safe circulation system is a critical concern for our residents and visitors. Our ability to maneuver affects our quality of life in a myriad of ways: from driving on the freeway, to rail and bus transit, to parking, to shipping goods, to emergency access, to riding a bike and walking across a street. Page 6-11, RAILWAYS Paragraph#6 Both Amtrak and Metrolink provide long-distance passenger train service from the Historic Depot in San Bernardino. SANBAG plans to provide passenger rail service from the Historic Depot to a new transit center and train station in Downtown San Bernardino, and eventually, from the new downtown station to the University of Redlands. Page 6-12, RAILWAYS Paragraph#3 The City of San Bernardino is served by the San Bernardino Line, which is Metrolink's busiest line, with a station located at the historic Santa Fe Depot, and the planned station stop in Downtown San Bernardino. Page 6-12, RAILWAYS Paragraph#4 (and new paragraph) The San Bernardino Line is currently the only line with service seven days a week. On weekdays, there are 15 round trips per day on the San Bernardino Line with about half of them during commute hours, but with close to hourly service in the mid-day. Travel time between San Bernardino and LA Union Station is about one hour and 30 minutes: however, Express Service provides about one-hour travel times. On weekends, there are eight round trips on Saturday and four on Sunday. The SCRRA has plans to nearly double the amount of service on its lines over the next 20 years. The SANBAG Redlands Passenger Tail Project is planned to provide frequent passenger rail service along the SANBAG rail corridor between downtown San Bernardino and the University of Redlands. Service is planned in several phases that are based on the ridership levels and feasibility. Phase 1 is planned to provide limited platform stops. Phase 2 involves a potential increase in service frequency, more platform stops, and advancement to electrified light rail transit if supported by ridership growth and feasibility. Phase 3 is the possible expansion of the rail corridor to access the San Bernardino International Airport area and extend beyond the University of Redlands. Phase 3 could potentially provide a passenger rail service loop to connect the San Bernardino Valley. Page 6-27, PUBLIC TRANSIT Last paragraph Public transportation plays an important role in providing a well-balanced transportation system for the City. A well planned and efficient public transportation system provides an essential primary mode of transportation to this without access to automobiles and an alternative mode of travel to the motorists to help reduce the demand and congestion in the City's street network. The various modes of public transportation including bus, commuter rail, passenger rail, demand responsive transportation, etc. Should provide efficient connectivity and integration via coordinated pedestrian and bike access,park-and-ride facilities and multi-modal terminals. CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEOA) The proposed project is subject to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act(NEPA). An Environmental Impact Report(State Clearinghouse No. 2011051024) and a Revised Environmental Assessment were prepared for the Downtown San Bernardino Passenger Rail Project on behalf of SANBAG. "D" Street, San Bernardino. FINDINGS OF FACT GENERAL PLAN AMENDMENT 1. The project is internally consistent with the General Plan. With the proposed amendments to the Circulation Element, the project will be internally consistent with the General Plan, in that Figure C-2, the Circulation Plan, will be updated to reflect the two proposed street closures and the text within the Circulation Element will reflect future SANBAG passenger rail projects in the City and region. 2. The proposed amendment would not be detrimental to the public interest, health, safety, convenience, or welfare of the City. The proposed amendment will not be detrimental to the public interest, health, safety, convenience, or welfare of the City in that while the closure of the two streets will result in the need for motorists to find new routes around the closed areas, the street system in the project vicinity is a grid with many options for motorists to navigate the area. Further, the elimination of the two at-grade crossings will eliminate the awkward interface that will exist between the increased rail traffic and traffic on the streets, thus providing a safer means of travel for motorists using the area streets. 3. The proposed amendment would maintain the appropriate balance of land uses within the City. The proposed amendment is to close two streets and acknowledge future passenger rail projects in the City. The amendment will not affect land uses. 4. The subject parcel is physically suitable (including, but not limited to, access, provision of utilities, compatibility with adjoining land uses, and absence of physical constraints) for the requested land use designation and anticipated land use development. The proposed street closures are not parcel-specific, in that they are located in the public rights-of-way. However, the proposed street closures will be designed with new driveways and emergency access gates to facilitate access into adjacent properties and ensure direct routes of travel for emergency vehicles. CONCLUSION The proposed project satisfies all Findings of Fact for approval of General Plan Amendment No. 12-05. Our ability to maneuver affects our quality of life in a myriad of ways: from driving on the freeway, to rail and bus transit, to parking, to shipping goods, to emergency access, to riding a bike and walking across a street. Cr) N Page 6-11, RAILWAYS Paragraph#6 c Both Amtrak and Metrolink provide long-distance passenger train service from the Historic c Depot in San Bernardino. SANBAG plans to provide passenger rail service from the Historic Depot to a new transit center and train station in Downtown San Bernardino, and eventually, from the new downtown station to the University of Redlands. The rail service from Downtown San Bernardino to the University of Redlands is also planned to accommodate periodic Metrolink service. as Page 6-12, RAILWAYS Paragraph#3 M The City of San Bernardino is served by the San Bernardino Line, which is Metrolink's busiest line, with a station located at the historic Santa Fe Depot, and the planned station stop in Downtown San Bernardino. m Page 6-12, RAILWAYS Paragraph#4 (and new paragraph) The San Bernardino Line is currently the only line with service seven days a week. On weekdays, there are 15 round trips per day on the San Bernardino Line with about half of them during commute hours, but with close to hourly service in the mid-day. On weekends, there are eight round trips on Saturday and c four on Sunday. The SCRRA has plans to nearly double the amount of service on its lines over the next 20 years. CD The SANBAG Redlands Passenger Tail Project is planned to provide frequent passenger rail service along the SANBAG rail corridor between downtown San Bernardino and the University of Redlands. Service is planned in several phases that are based on the ridership levels and feasibility. Phase 1 is planned to provide limited platform stops. Phase 2 involves a potential increase in service frequency, more platform stops, and advancement to electrified light rail transit if supported by ridership growth and feasibility. Phase 3 is the possible expansion of the rail corridor to access the San Bernardino International Airport area and extend beyond the University of Redlands. Phase 3 could potentially provide a passenger rail service loop to connect the San Bernardino Valley.
