Public hearing — 4:00 p.m. and adopt a Resolution amending the City of San Bernardino Non-
Disposal Facility Element (NDFE) to include the Material Recovery Facility (MRF) operated by
Inland Empire Environmental (IEE) located at 1150 South Tippecanoe Avenue in the City San
Bernardino.
Background:
The California Integrated Waste Management Act of 1989 (AB939) requires cities and counties in
California to reduce the amount of Solid Waste disposed in landfills by 50%. The Source
Reduction Recycling Element (SRRE) is the City's guiding document for attaining this goal. The
NDFE, contained within the SRRE, is a document that identifies and describes the solid waste
transfer stations, materials recovery facilities, and composting facilities that are part of the City
Solid Waste Management System and are located within City limits.
The Planning Commission approved Conditional Use Permit (CUP) No. 08-15 on June 17, 2008
to authorize establishment of a single stream (blue bin recyclable materials only) MRF operation
on the project site, with an approved capacity of 400 tons per day. On May 9, 2009, the Planning
Commission approved CUP No. 09-03 to expand the MRF operation to 600 tons per day,
potentially including commercial waste loads known to contain substantial recyclable contents,
subject to issuance of a Solid Waste Facility Permit by the California Department of Resources,
Recycling and Recovery (CalRecycle). The existing MRF is still a single stream facility, and all
current and planned operations are conducted entirely indoors, including all sorting, processing,
and loading of materials. Conditional Use Permit 10-04 for inculcation of expanded processing at
IEE will increase the City's diversion and is being reviewed and finalized for approval through the
City Planning Department. Once approved by the Planning Commission, scheduled for July
2010, the approved CUP and associated environmental planning documents will be circulated
through the California State Clearinghouse as part of the environmental approval process.
Identification of the existing MRF in the City's Non-Disposal Facility Element (NDFE) by a
Resolution of the Mayor and Common Council is a prerequisite for the facility to obtain a Solid
Waste Facility Permit from the County of San Bernardino Health Department Local Enforcement
Agency and the California Department of Resources Recycling and Recovery (CalRecycle).
Pursuant to Public Resources Code Section 41735(a), the adoption of amendment to the NDFE
is not subject to environmental review under CEQA. Also, pursuant to Title 14 of the California
Code of Regulations Section 18766 (b)(1), a public hearing is required prior to the adoption of an
amendment to the NDFE.
This item was presented at the Local Solid Waste Advisory Task Force (SWAT) meeting on April
22, 2009 to solicit comments on the proposed amendment. No changes have occurred since that
time and no opposing comments were expressed at that time. Waste diversion facilities such as
the subject facility may assist the City and/or other jurisdictions in complying with the waste
diversion goals set forth in AB 939. Adoption of this Resolution will update the City's Source
Reduction and Recycling Element (SRRE) that is on file with the Department of Resources
Recycling and Recovery (CalRecycle).

Integrated waste management includes the environmentally safe disposal
of solid wastes that cannot be feasibly diverted from landfilling. Because
of the diminishing landfill capacity in the State of California, the Integrated
Waste Management Act of 1989 requires that, in their Source Reduction
and Recycling Elements, jurisdictions identify their current and future solid
waste disposal capacity needs. A discussion of planned phaseouts,
closures, or expansions is also included.
This component contains a needs projection that estimates the additional
disposal capacity required to accommodate the anticipated solid waste
generated within the City for a 15-year period (commencing 1991).
8.1 EXISTING PERMITTED SOLID WASTE DISPOSAL
FACILITIES
At this time, there are no permitted solid waste disposal facilities within the
jurisdiction of the City of San Bernardino. All wastes generated within the
City are either diverted from disposal or exported to disposal facilities in
the surrounding area.
8.2 WASTE TYPES AND QUANTITIES
The quantity and type of wastes being exported from the City for disposal
are described in Section 2 of this report.
8.3 SOLID WASTE DISPOSAL FACILITY NEEDS
PROJECTION
The solid waste disposal facility needs assessment provides an estimate
of the disposal capacity required to accommodate the projected solid
waste generation within the City for a 15-year period. The disposal
capacity was calculated using the following equation:

G = The amount of solid waste projected to be generated in the City.

The amount of solid waste generated in the City in 1990 is
363,068 cubic yards (see the Solid Waste Generation Study,
Section 2, assuming an average density of 1,200 pounds per cubic
yard).
I = The amount of solid waste that is expected to be imported to the
City.
Currently no solid waste is imported from another jurisdiction to the
City for disposal and no such import of waste is planned.
D = The amount diverted through the implementation of the proposed
source reduction, recycling, and composting programs.
As described in the Solid Waste Generation Study (Section 2), the
amount of solid waste diverted from disposal through existing
programs in 1990 was approximately 20,923 cubic yards (5.8% by
weight).
TC =The amount of volume reduction occurring through permitted trans-
formation facilities.
There are no permitted solid waste transformation facilities in the
City.
LF = The amount of permitted solid waste disposal capacity that is avail-
able for solid waste generated within the City.
At this time there is no permitted disposal capacity located in the City
for wastes generated within the jurisdiction and there are no plans for
new facilities.
E = The amount of solid waste generated in the City that is exported to
solid waste disposal facilities in another jurisdiction.
In 1990, approximately 342,144 cubic yards of solid waste were
exported to disposal facilities in other jurisdictions. This number was
based on tonnage information provided by the City, assuming a
conversion factor of 1,200 pounds per cubic yard. The annual
projections do not consider diversion from exported amounts
because this is included in the diversion factor, above. Further, it is
assumed that exporters will continue to use disposal facilities existing
outside the City throughout the 15-year period.

Results of the solid waste disposal facility needs projection are shown in
Tables 8-1 and 8-2. Results indicate that the City will require additional
disposal capacity during the 15-year planning period if solid wastes can no
longer be exported from the jurisdiction.
8.4 DISPOSAL FACILITY PHASE-OUT OR CLOSURE
Since no disposal facilities are operating at this time in the City, there
cannot be phase-outs or closures.
8.5 NEW OR EXPANDED DISPOSAL FACILITY
Currently, there are no plans to establish a new disposal facility within the
City during the short- and medium-term planning periods.
8.6 SOLID WASTE EXPORT AGREEMENTS
The City does not have any export agreements with any other receiving
jurisdictions. However, the City is planning to develop some type of export
agreement by 1995. The agreement will be either with San Bernardino
County, with a jurisdiction in Riverside County, or with a private firm using
an environmentally sound landfill in either County. Negotiations have not
yet begun and the details of the agreements have not yet been
established.

Project Description
Project Overview
Inland Empire Environmental(IEE) is an existing recycling processing facility(MRF) located at 1150 South
Tippecanoe Avenue,San Bernardino, CA and is currently processing residential recyclable materials. IEE
is in the final stages of obtaining a solid waste facility permit(SWFP)from the Department of Resources,
Recycling and Recovery(CalRecycle) and San Bernardino County Department of Public Health, Division
of Environmental Health Services,the Local Enforcement Agency(LEA). The SWFP will allow IEE to
expand the existing MRF operation and expand to MRF and transfer station operation to process mixed
commercial loads, construction &demolition materials, and street sweepings from the City of San
Bernardino. The expansion will support the efforts of the City to increase diversion and reduce the
amount of material going to the landfill.
The IEE facility processes the recyclable material under contract with the City of San Bernardino. IEE
also accepts clean recyclable materials from the cities of Chino, Palmdale, and Moreno Valley. Other
possible cities may be accepted with the approval of the SWFP.
IEE is presently leasing two industrial buildings totaling 117,453 square feet. The property owner for
both properties is 55 Tippecanoe Avenue, L.P.

Location
The IEE operation is located at 1150 South Tippecanoe Avenue, San Bernardino,CA. The site is located
on the west side of Tippecanoe Avenue, approximately 600 feet north of Orange Show Road. The 6.12
acre site is in the IH, Industrial Heavy land use district and surrounded by compatible land uses. To the
west and south of the site are vacant lots in the IH land use district. Across Tippecanoe Avenue to the
east are industrial properties in the IH and OIP, Office Industrial Park land use districts. To the
northwest is the Flood Control District property in the Public Flood Control land use district.

Facility Design Capacity
IEE will handle tipping, processing, sorting, baling, storage, and loading of recyclable materials to market
and residual non-recyclable materials to the landfill. Residential and commercial processing equipment,
processing and material storage, loading and transfer will be conducted inside the two buildings.
The site will accept residential recyclables, mixed commercial material, C&D material, and street
sweepings. The daily volume of each material type may vary. The following are estimated percentages
expected by material type:
• Residential Recyclables 44%
• Mixed Commercial Material 33%
• Construction & Demolition Material (C&D) 22%
• Street Sweepings <1%
IEE currently processes recyclables with 10 percent or less residual content. Under the existing CUP 09-
03, IEE is permitted to process 600 TPD. Once IEE is issued the SWFP,the facility is estimated to process
a maximum permitted capacity of 900 TPD and plans to divert over 65%of the material processed
through the site.
Traffic Volume
Based on the maximum permitted capacity with a SWFP, IEE will receive approximately 101 inbound
truck loads, 47 outbound truck loads, and 45 employee automobiles for a total maximum traffic flow of
193 vehicles per day. The traffic volume falls below the existing City approved traffic study conducted
by KOA Corporation for the Tippecanoe site.
Equipment
IEE is currently operating an existing automated residential sorting system. Once approved by the City
and receives a SWFP from CalRecycle and the LEA, IEE will install a new commercial automated sorting
system including sorting structure, conveyors,various separation screens, magnets, and a third large
baler. New mobile equipment will also be purchased such as loaders, forklifts, trucks, and trailers.
Operating Shifts
IEE plans to operate two full shifts for processing materials and a third shift for repair and cleanup. The
full shifts will operate from 5 am to 3 pm and 3 pm to 1 am. The final clean up shift will operate from 1
am to 5 am. At full capacity these shifts will operate Monday through Sunday, 24-hours per day.
IEE will maintain over 45 full time employees at full capacity.

2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING AMENDMENT TO THE CITY NONDISPOSAL

4 WHEREAS,the Source Reduction and Recycling Element(SRRE)was adopted by the City
5 of San Bernardino in Resolution No. 92-83; and
6 WHEREAS,an amendment to the City Disposal Facility Capacity Component[now named:
7 Non-disposal Facility Element(NDFE)]of the SRRE to recognize the establishment of a solid waste
8 disposal facility in the City of San Bernardino is recommended in order to assist the City and/or other
9 jurisdictions in complying with the waste diversion goals set forth in AB 939; and
10 WHEREAS, Inland Empire Environmental is an existing recycling processing facility
11 located in the City of San Bernardino; and
12 WHEREAS, Inland Empire Environmental is presently in the process of obtaining a State
13 of California solid waste facility permit related to its San Bernardino operations, and listing in the
14 City's NDFE is a part of the application process for such permit.
15 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
16 OF SAN BERNARDINO AS FOLLOWS:
17 SECTION 1. A properly noticed public hearing of the proposed amendment of the NDFE
18 was held on June 21, 2010,the Mayor and Common Council,having heard and considered any and
19 all comments received therein.
20 SECTION 2. That Section 8.1 of the Disposal Facility Capacity Component[now named:
21 Non-disposal Facility Element (NDFE)] component of the the City of San Bernardino Source
22 Reduction and Recycling Element (SRRE) is hereby amended to read as follows:
23 "Inland Empire Environmental", as more fully described in Attachment"2".
24 SECTION 3. That the "Inland Empire Environmental Project Description"attached hereto
25 as Attachment 2, is hereby made Attachment 2 of the SRRE.
26 SECTION 4. Pursuant to this amendment and subject to approval by the County of San
27 Bernardino Health Department, Local Enforcement Agency(LEA) and the California Department
28 of Resources Recycling and Recovery(CaiRecycle), Inland Empire Environmental will be granted
a Solid Waste Facility Permit(SWFP) to continue processing residential single stream recyclables

Location
The IEE operation is located at 1150 South Tippecanoe Avenue, San Bernardino, CA. The site is located
on the west side of Tippecanoe Avenue, approximately 600 feet north of Orange Show Road. The 6.12
acre site is in the IH, Industrial Heavy land use district and surrounded by compatible land uses. To the
west and south of the site are vacant lots in the IH land use district. Across Tippecanoe Avenue to the
east are industrial properties in the IH and OIP, Office Industrial Park land use districts. To the
northwest is the Flood Control District property in the Public Flood Control land use district.

Facility Design Capacity
IEE will handle tipping, processing,sorting, baling,storage, and loading of recyclable materials to market
and residual non-recyclable materials to the landfill. Residential and commercial processing equipment,
processing and material storage, loading and transfer will be conducted inside the two buildings.
The site will accept residential recyclables, mixed commercial material, C&D material, and street
sweepings. The daily volume of each material type may vary. The following are estimated percentages
expected by material type:
• Residential Recyclables 44%
• Mixed Commercial Material 33%
• Construction & Demolition Material (C&D) 22%
• Street Sweepings < 1%
IEE currently processes recyclables with 10 percent or less residual content. Under the existing CUP 09-
03, IEE is permitted to process 600 TPD. Once IEE is issued the SWFP,the facility is estimated to process
a maximum permitted capacity of 900 TPD and plans to divert over 65%of the material processed
through the site.
Traffic Volume
Based on the maximum permitted capacity with a SWFP, IEE will receive approximately 101 inbound
truck loads, 47 outbound truck loads,and 45 employee automobiles for a total maximum traffic flow of
193 vehicles per day. The traffic volume falls below the existing City approved traffic study conducted
by KOA Corporation for the Tippecanoe site.
Equipment
IEE is currently operating an existing automated residential sorting system. Once approved by the City
and receives a SWFP from CalRecycle and the LEA, IEE will install a new commercial automated sorting
system including sorting structure, conveyors, various separation screens, magnets, and a third large
baler. New mobile equipment will also be purchased such as loaders, forklifts, trucks, and trailers.
Operating Shifts
IEE plans to operate two full shifts for processing materials and a third shift for repair and cleanup. The
full shifts will operate from 5 am to 3 pm and 3 pm to 1 am. The final clean up shift will operate from 1
am to 5 am. At full capacity these shifts will operate Monday through Sunday, 24-hours per day.
IEE will maintain over 45 full time employees at full capacity.
