Description: Finance: Council Notes: Agenda Item No. >6 �/z /0 CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Reject all bids for Traffic Calming on 4th Street from Flower Street to Tia Juana Street (SS06- 03),per Project Plan No. 12677. Background: On June 23, 2009, the Mayor and Common Council allocated as part of the FY 2009-10 Capital Improvement Program (CIP), $86,500 for Traffic Calming on 4th Street at Tia Juana Street and Cabrera Avenue. The purpose for the calming improvements is to reduce the amount of truck traffic using the streets in this residential area. This Project consists of removing some of the asphalt areas to construct raised medians channelizing large truck traffic entering and exiting the Santa Fe Intermodal Rail Yard. These raised medians will help deter trucks from using the residential streets by limiting access to and from the BNSF facility. Access will only be provided to and from W. Fourth Street. The design of the medians will allow local residents, local businesses and park traffic access, but large trucks will not be allowed to turn right exiting from the BNSF facility. Plans and specifications for this project were completed and the project was opened to public bidding on April 20, 2010. The project was advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge Company (Rancho Cucamonga and Monrovia), High Desert Plan Room, Construction Bid Board, San Diego Daily Transcript, Bid America Electronic, AGC Plan Room/The Daily Construction Reporter, Reed Construction Data, Construction Bid Source, Bid Ocean, and with the San Bernardino Area Chamber of Commerce. Santa Ana $ 84,419.03 Engineer's Estimate I I $38,000.00 After advertising for sealed bids, staff was notified of a potential funding opportunity through the Air Quality Management District (AQMD) to expand the project to include landscape screening to help mitigate the effects of the BNSF facility on the residential area north of 4th Street. The project plans will be revised to extend the landscape area easterly to Mt. Vernon Avenue. A landscape architect will be engaged to prepare landscape plans and construction documents. In addition, the street plans will be amended to extend the improvements easterly. 2 • CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT- Continued The expanded project will be advertised once the plans and specifications have been updated to include landscaping and the easterly expansion.
