Subject:
Reject all bids for Parking Lot Accessibility Improvements at the Carousel Mall (SS-B), per
Project Plan No. 12699.
Background:
As a result of a lawsuit filed against the City of San Bernardino concerning disabled accessibility
issues at the Carousel Mall, a project was initiated to rectify the accessibility deficiencies.
The City Manager's Office requested Facilities Management and Development Services to take
action to make disabled accessibility improvements at the Mall. Development Services was
tasked with providing disabled accessible parking spaces, access aisles, and path of travel to two
entrances on the south side of the Mall. Facilities Management was tasked with making interior
improvements, decommissioning non-compliant parking spaces, and adding directional signs
throughout the Mall site. The San Bernardino Economic Development Agency agreed to provide
funding for the improvements.
Development Services completed plans and specifications to provide the disabled accessible
parking spaces, access aisles, and path of travel on the south side of the Mall. A notice inviting
bids for this work was advertised in the San Bernardino County Sun Newspaper and on the City
of San Bernardino website. The notice inviting bids and copies of the bid documents were also
sent to the following plan rooms: F. W. Dodge Company, High Desert Plan Room, Construction
Daily
Bid Board, San Diego Daily Transcript, Bid America The Electronic, AGC
publicly opened on March
Construction Reporter, and Reed Construction Data.

On May 27, 2010, the San Bernardino Economic Development Agency informed Development
Services that the Redevelopment Committee did not approve funding for the project. Staff
recommends rejection of all bids due to lack of funding.
