Resolution authorizing installation of a 4-way stop at the intersection of Marshall Boulevard and
Leroy Street.
Backl!:round:
Development Services staff received a request from area residents to evaluate the intersection of
Marshall Boulevard and Leroy Street. The request included an inquiry about the need for a 4-
way stop to improve the intersection's operation.
Leroy Street is classified as a local residential street and Marshall Boulevard is classified as a
secondary arterial in this area; however, both streets carry less than 2,500 vehicles per day.
Consequently, the intersection was evaluated in accordance with the City's Administrative Policy
for Stop Sign Installation. A petition was prepared by staff, and signed by the residents in the
vicinity of the intersection.
Traffic Engineering Section staff evaluated the intersection in accordance with the City's
Administrative Policy, the California Vehicle Code and the California Manual on Uniform
Traffic Control Devices. The evaluation included a field inspection of the intersection, traffic
volumes, and collision records. Pursuant to the evaluation, staff determined that this intersection
meets Warrant "B" of the Administrative Policy (see attachment). This warrant is satisfied when
sixty (60%) percent of the residents located within six-hundred (600) feet of the proposed stop
sign sign a petition agreeing to its installation and that at least two other criteria are met. At this
intersection, criteria B- 7 and B-1 0 were considered and both were determined to be met. Part B-
7 of the warrant is met when the combined vehicular volume crossing the major street exceeds
125 units during at least 2 hours where at least 200 vehicles enter the intersection from all
approaches. Part B-lO of the warrant is met when "Pass through (non-local traffic)" exceeds 40
percent during the hours of 7 a.m. through 9 a.m. and 4 p.m. through 6 p.m.
Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop
Signs, staff recommends the installation of a 4-way stop at the intersection of Marshall
Boulevard and Leroy Street.
The attached Resolution includes existing stop signs that were approved on the approaches to
Leroy Street between 40th Street and 47th Street. These stop signs were approved under
Resolution No. 2482. For consistency, it is recommended that these stop signs be included in
Resolution No. 655.
Financial Imoact:
The estimated cost of $1,000.00 for installing the new stop signs and pavement markings will
come from Account No. 001-402-5111 (Street Maintenance).

NO. 655 ENTITLED, IN PART, "A RESOLUTION... DESIGNATING CERTAIN
STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..." AND
ESTABLISHING A FOUR-WAY STOP AT THE INTERSECTION OF MARSHALL
BOULEVARD AND LEROY STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (9.9)
MARSHALL BOULEVARD to read as follows:
"(9.9) MARSHALL BOULEVARD
(A) From Little Mountain Drive to and including Parkside Drive, excepting
for eastbound traffic at Ladera Road.
(B) At its intersection with Miramonte Drive (4-Way Stop).
(C)At its intersection with Muscupiabe Drive (3-Way Stop).
(D) At its intersection with "H" Street (4-Way Stop).
(E) At its intersection with "G" Street (4-Way Stop).
(F) At its intersection with Mt. View Avenue (4- W ay Stop)
(G) At its intersection with Leroy Street (4-Way Stop).
(H) At its intersection with Parkside Drive (3-way Stop).
(I) At its intersection with Bonnie Street.
(J) At its intersection with Arden Avenue (4-Way Stop).
