Finance: Council Notes Agenda Item No. 7 i� iD CITY OF SAN BERNARDINO-REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Resolution authorizing the submittal of two (2) project applications for FY 2010 Safe Routes to School (SR2S)Program Funding. Background: Safe Routes to School (SR2S) program was legislated in 1999 with the enactment of AB 1475. This program was extended indefinitely in 2007 with the passing of AB 57. The goals of the program are to reduce injuries and fatalities to school children and to encourage increased walking and bicycling. With the enhancement of the safety of the pathways, trails, sidewalks, and crossing, the program intends to encourage students to walk or cycle to school. The SR2S program will also facilitate the planning, design, and implementation of projects that will improve pedestrian safety, the environment, and overall quality of life. This is a 90% reimbursement program with 10% local match requirement up to $450,000 for any single project. The estimated statewide SR2S funding for 2010 is $24.25 million. The City is nominating two projects for the FY 2010 SR2S funding cycle. These project locations have been selected for pedestrian safety improvement upgrades as a result of citizen and school district requests. The City has successfully obtained a total of$571,000 from previous Safe Routes to School Program funding cycles. The application deadline for the FY 2010 funding cycle is July 15, 2010. The SR2S projects are listed as follows: 1. Lincoln Elementary School Traffic Si¢nal_Project: A request from the school principal for a traffic signal at 13 Street and Mt. View Avenue to upgrade an existing four-way stop intersection. The proposed traffic signal will provide enhanced pedestrian safety at the intersection. There is an existing traffic signal at 13s' Street and Arrowhead Avenue to the west boundary of the school. Staff analysis indicates that the project location presently meets Caltrans' traffic signal warrant criteria. (Ward 2) Estimated Project Cost: $250,000 2. Sidewalk Improvements along Richardson Street: The envisioned project will provide a safer route for students walking or bicycling to Victoria Elementary School route by constructing sidewalk and curb ramps along the west side of Richardson Street. This grant application includes construction of curb and gutter, sidewalk, handicap ramps and driveway approaches along the west side of Richardson Street between Coniston Street and the BNSF railroad tracks. (Ward 3) Estimated Project Cost: $425,000 Financial Impact It is anticipated that with 10% match, the projects will cost approximately $67,500. If selected, the local match will be funded with Local Circulation Fee, Measure I, Gas Tax, or Prop 42 funds. (Ward 3) Estimated Project Cost: $425,000 21 NOW, THEREFORE BE IT RESOLVED that the Mayor and Common Council of the 22 City of San Bernardino hereby authorize the submittal of the above-referenced two project 23 applications for FY 2010 Safe Routes to School Program (SR2S) Funding. 24 25 26 27 28 1 RESOLUTION . . .
