STAFF REPORT
Subject:
Resolution authorizing the installation of a 2-way stop at the intersection of Union Street and
Ramona Avenue.
Background:
The Traffic Engineering Section of the Development Services Department received citizen
requests to evaluate the intersection of Ramona Avenue and Union Street. Currently the
intersection is uncontrolled and the request included an inquiry about whether the intersection
would better operate if it were controlled. Immediately adjacent to the intersection is a church
which generates traffic during off-peak hours, especially on Sundays.
Staff evaluated the intersection of Union Street and Ramona Avenue by conducting a field
inspection, reviewing collision records, and considering traffic volumes. All other intersections
immediately adjacent to this intersection have stop controls. Staff has determined that the
intersection satisfies State warrants for 2-way stop controls. In addition, staff determined that
installation of a two-way stop would enhance intersection safety and make it consistent with all
the other intersections immediately adjacent to it. Furthermore, the investigation also indicates
that Ramona Avenue should stop for Union Street. This will require north and southbound
traffic to stop for east and westbound traffic.
Staff, therefore, recommends that the attached Resolution be approved for establishing two-way
stop controls at the intersection of Union Street and Ramona Avenue.
The proposed Resolution includes a 2-way stop at the intersection of Union Street and Western
Avenue that was approved under Resolution No. 2482. For consistency, it is recommended that
the Union Street at Western Avenue location be included in Resolution No. 655.
Financial Impact:
The estimated cost of$ 500.00 for installing the stop signs will come from Account No. 001-
402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.
