04/17/2006 Adopted Mitigated Negative Declaration and Mitigation Monitoring/Reporting
Program for the Victoria Avenue Street Improvement and Beautification Project
and authorize the preparation of the final Plans, Specifications and Cost Estimate.
01/10/2005 Resolution No. 2005-08 adopted approving Agreement with Engineering
Resources of Southern California to provide Civil/Traffic Engineering Services for
the Design of Street, Storm Drain, Traffic Signal, and Sound Wall Improvements
along Victoria Avenue from Highland Avenue to Lynwood Avenue(SS05-25).
10/04/2004 Resolution No. 2004-322 adopted approving Agreement with San Manuel Band of
Mission Indians for public improvement projects for tribal project impacts.

STAFF REPORT
Subiect:
Resolution awarding a contract to Hillcrest Contracting for Victoria Avenue Street Improvement
and Beautification Project, Phase II per Plan No. 12321 (SS05-25).
Background:
On October 2, 2004, the Mayor and Common Council adopted Resolution No. 2004-322
approving an Agreement with San Manuel Band of Mission Indians for public improvement
projects for tribal project impacts. As part of the Agreement,the Tribe contributed $5,500,000 to
San Bernardino to address traffic impacts from its casino on Victoria Avenue between Highland
and Lynwood Drive.
Due to the need for right-of-way acquisition in the City of Highland, the project was divided into
two phases. Phase I of Victoria Avenue Improvements from 28s Street to Lynwood Drive
required no acquisition of right-of-way and was able to start construction in 2006. It consisted of
installation of a traffic signal at Victoria Avenue and Lynwood Drive, sound walls, storm drains,
pavement rehabilitation and street widening between 28" Street and Lynwood Drive. Phase I
was completed in March of 2008.
The City of Highland completed the acquisition of right-of-way needed for Phase Il in 2009.
The design of Phase II, consisting of the widening of Victoria Avenue from Highland Avenue to
28th Street and installation of a double left turn for eastbound Highland Avenue to northbound
Victoria Avenue, was completed in March of 2010.
Phase II was advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge,
Construction Data Hot Sheet, Reed Construction Data and Bid America, Construction Bid
Source, the City's web sites, and the San Bernardino Area Chamber of Commerce. Bids were
received on June 1, 2010.
A total of six(6)bids were received and are listed below:

After a complete review of the six (6) sealed competitive bids and verification of mathematical
calculations and certifications, staff has determined that Hillcrest Contracting of Corona is the

apparent low bidder and has met the minimum requirements of the specifications and bid
guidelines.
Based on the above information, Hillcrest Contracting is the lowest responsible bidder and staff
recommends that the contract be awarded to them.
The estimated project costs are as follows:
Total Cost
Bid Amount $ 717,231.60
Contingencies $ 107,584.40
Subtotal Construction Cost $ 824,816.00
Construction Management& Inspection $ 82,484.00
Total Estimated Construction Cost $ 907,300.00
If approved, this project is expected to begin construction in late July of 2010 and be completed
by January 2011.
Financial Impact:
Funding for this project is available in the FY 09/10 Budget in Account No. 246-366-5504-7549

6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Hillcrest Contracting, Inc., 1467 Circle City Drive, Corona,CA 92879, is
8
9 he lowest responsible bidder for Street Improvement and Beautification project on Victoria
10 Avenue from Highland Avenue to 28h Street— Phase H (SS05-25) per Project Plan No. 12321.
11 A contract is awarded accordingly to said bidder in a total amount of $ 717,231.60, with a
12 contingency amount of$ 107,584.40, but such contract shall be effective only upon being fully
13 executed by both parties. All other bids, therefore, are hereby rejected. The City Manager is
14
hereby authorized and directed to execute said contract on behalf of the City; a copy of the
15
16 contract is on file in the office of the City Clerk and incorporated herein by reference as fully as
17 though set forth at length.
18 SECTION 2. This contract and any amendment or modifications thereto shall not take effect
19 or become operative until fully signed and executed by the parties and no party shall be
20 obligated hereunder until the time of such full execution. No oral agreements, amendments,
21 modifications or waivers are intended or authorized and shall not be implied from any act or
22
23 course of conduct of any party.
24 SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it within
25 sixty (60) days of passage of this resolution.
