BACKGROUND: The Department of Homeland Security/California Emergency Management Agency (Cal EMA) recently announced the opening of the FY 2010 Homeland Security Grant (HSGP). As in prior years, the HSGP contains a specific allocation to the City of San Bernardino in the form of the Metropolitan Medical Response System (MMRS). Cal EMA has consolidated the administration of several grant programs within one application package. The 2010 MMRS and the 2010 Homeland Security Grant Program (also on today's agenda) are both under this consolidation. The San Bernardino County Fire Department, Office of Emergency Services is required to administer the grants. San Bernardino County will submit all surrounding local jurisdictions budget detail worksheets to Cal EMA for approval. On May 5, 2010, the San Bernardino County Fire Department notified the City of the availability of the MMRS funding from Cal EMA. The entire amount of $317,419 has been sub granted to the City of San Bernardino, as the authorized MMRS City within the San Bernardino County Operational Area. Fire submitted a list of proposed projects (training, equipment, exercise, and planning) to the San Bernardino County Fire Department Office of Emergency Services by June 11, 2010 (attachment A). On June 1, 2010, the Fire Department was on the agenda for the Grants Ad Hoc Committee meeting to discuss the submittal of the 2010 Homeland Security Grant Program and the 2010 Metropolitan Medical Response Program. These items were going to be presented to the committee in one staff report. The meeting was cancelled. However, the Committee Chair authorized the Fire Department to proceed with the submittal of the MMRS and to place the item ratifying the submittal of the grant application on the consent agenda. FINANCIAL IMPACT: The City of San Bernardino anticipates receiving funding in the amount of$317,419 from the FY 2010 MMRS grant. There is no match requirement associated with this grant, as it is 100% federally funded. Payments for expenditures approved in the grant will be on a reimbursement basis. Therefore, the City will request reimbursement for expenditures through the County subsequent to expenditures. RECOMMENDATION: Adopt resolution. 1 1 RESOLUTION NO. Through these efforts, Cal EMA remains committed to the four mission areas of the Homeland Security Grant Program to prevent, prepare, respond and recover.
