Description) N/A Finance: Council Notes: 11�"PC50 ZO/Q - IJ-1D Agenda Item No.�_ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: California Jobs Budget Background: We received a letter from Wilmer Amina Carter, Assembly Member, Sixty-Second District of the California Legislature making us aware that the State of California is again facing a huge deficit of a$17.0 billion general fund shortfall. If adopted by the State Legislature, the California Jobs Budget includes a $10.3 billion jobs and economic stability fund that will protect against the loss of 430,000 jobs that are earmarked for extinction in the Governor's May plan. Recommendation: Adopt a resolution in support of the California Jobs Budget. RESOLUTION NO. COPY i ® 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO IN SUPPORT OF THE CALIFORNIA JOBS BUDGET 3 4 5 WHEREAS, California is again facing a huge deficit: a $17.9 billion general fund 6 shortfall. The ongoing gap in revenues and spending puts thousands of private and public 7 sector jobs at risk; and 8 WHEREAS, local governments have been hit especially hard, and throughout the state 9 10 have shed over 20,000 jobs—including public safety positions; and 11 WHEREAS, the May Revise of the Governor's Budget proposes $4.3 billion in Prop. 12 98 public school funding cuts; and 13 WHEREAS, the Califomia Jobs Budget, introduced by Assembly Speaker John A. 14 Pdrez, takes a radically different approach toward resolving the state's budget deficit. The Q 15 entire focus is about creating and saving jobs and closing the deficit. This budget proposal 16 17 includes a$10.1 billionjobs and economic stability fund that will protect against the loss of the 18 430,000 jobs threatened under other proposals; and 19 WHEREAS, the California Jobs Budget, protects thousands of local police, fire and 20 other local jobs by repaying $900 million owed to local governments for past mandates. This 21 provides you with$900 million in discretionary funds to assist with local budget challenges and 22 avoid layoffs for critical public service jobs; and 23 WHEREAS,the California Jobs Budget will ensure that $3.8 billion would be repaid to 24 25 local school districts. As you are well aware of, California is again facing a huge deficit: a$17.9 billion general fund shortfall. The Governor unveiled his state budget May Revise that eliminates over 430,000 private sector, school and local government jobs. While local governments throughout the state have shed over 20,000 jobs including public safety positions, the Governor did not address any relief for these community jobs. Moreover, within the May Revise the Governor's local government proposal calls for the suspension and deferment of certain mandate payments to save $200 million. The California Jobs Budget,recently introduced by Assembly Speaker John A. Perez,takes a radically different approach toward resolving the state's budget deficit. The entire focus is about creating and saving jobs and closing the deficit. This budget proposal includes a$10.1 billion jobs and economic stability fund that will protect against the loss of the 430,000 jobs that are earmarked for extinction in the Governor's May plan. And the California Jobs Budget protects thousands of local police, fire and other local jobs by repaying$900 million owed to local governments for past mandates.
