Grant funds total $674,614 from the 2002 Resources Bond Act (Proposition 40) for two programs: the Roberti-Z'berg-Harris Urban Open Space and Recreation Program and the Per Capita Grant Program. Background: On November 3, 2003 the Mayor and Common Council authorized the City to apply for grant funds under the provisions of the 2002 Resources Act (Proposition 40) for the Roberti-Z'berg- Harris Urban Open Space and Recreation Program and the Per Capita Grant Program. Grant guidelines do not require city match for any of the projects. Staff submitted the applications for the funding in 2002, the Mayor and Common Council adopted two resolutions applying for the grant funding, and the City then received a contract from the State for the funds. The City was then directed by the State to prepare applications for various projects for enhancement of our parks and recreation facilities. With these grants set to expire in 2011, staff was informed by the State that the applications were still incomplete and missing scope information for each project. Additionally, recent budget and economic conditions have highlighted the need to supplement any general fund CIP projects with additional funding. The conditions of city parks in the scopes outlined below have been cited several times in the past six months through calls from the Council office, patrons, residents, and even paying user groups. The State of California Office of Grants and Local Services (OGALS) administers the grants and has issued the award letters for three projects: 1. Splash Park Projects ($346,841): A development project to install splash (water) play apparatus' at Tom Minor, Delmann Heights and Anne Shinells Parks. Scope: Splash pads are areas for water play that have no standing water. This design eliminates the need for lifeguards or other supervision, as there is practically no risk of drowning. These three sites will feature ground nozzles that spray water upwards out of the splash pad's raindeck. They will also have various water features such as rainbows (semicircular pipe shower), mushroom showers, and tree shower. Some will feature movable nozzles similar to those found on fire trucks to' allow users to spray others. The showers and ground nozzles are controlled by a hand activated-motion sensors,to run for limited time. 2. Community Center Upgrades ($150,000): A development project to upgrade the exterior and interior of four community centers in the City of San Bernardino. Assessments were conducted by staff of all community/senior centers to determine which facilities were most in need of improvement due to over use, age, demand for resources from patrons, and health and safety. Irrigation System Upgrades ($177,773): A development project to upgrade the irrigation systems at Lytle Creek Park, Seccombe Lake Park, and Perris Hill Park. Assessments were conducted by staff of all parks to determine which open spaces were most in need of improvement due to over use, age of systems, water pressure, aesthetics, and health and safety. An additional continuing appropriation request in FYI 0/11 will be submitted for the same amount to finish this project. Financial Impact: According to the approved FYI 0/11 CIP budget,the following projects had"carryover balances" in the corresponding Parks Construction accounts. The Splash Parks are not currently identified as a CIP project. The CIP planning document and park construction fund balances should be amended to include this project in FY10/I 1 with these grant award notices.
