BACKGROUND At President Bush's request, Congress consolidated the Byme Grants and LLEBG into a single program known as the Edward Byrne Memorial Justice Assistance Grant GAG) in order to streamline funding and grant administration. Grant funding is allocated based on a formula that includes population and a three-year average of reported violent crime for each jurisdiction. There is no cash match. For FY 2010-2011 the City of San Bernardino's allocation is $215,264. This amount is $29,299 less than last year's JAG allocation of$244,563. The San Bernardino Police Department has used the JAG appropriation to pay for (4) civilian positions for the past 7 years. In FY 2009/10 the department used JAG funds to cover 71.7% of the salary and benefits costs of (1) Forensic and Property Manager and (3) Dispatcher I/II's. In FY 2010-2011 the department will j utilize giant funds to pay for 69.3% of the salary and benefits of the Forensics &Property Manager and (3) Dispatch positions with the General Fund picking up $95,316 of the personnel costs totaling $310,580. The City of San Bernardino has been designated as a disparate jurisdiction (those cities receiving one-and-one-half times the County allocadon) and is required to file a single joint application with 1 the County of San Bernardino. The County Law & Justice Group has served as the grant administrator and fiscal agent for JAG program funds and charges each recipient a 5% administrative fee. The FY 2010-2011 administrative fee of $11,330 was deducted from the total award of$226,594 reducing the City's funding to $215,264. The County Law &Justice Group has prepared an Interlocal Agreement between the City of San Bernardino and County of San Bernardino, identifying the County Law &Justice Group as the grant administrator and fiscal agent and detailing JAG grant administration and billing procedures. The JAG grant budget narrative and two original signed agreements are due to the San Bernardino County Law&Justice Group by May 26,2010. J, ij FINANCIAL IMPACT 1 FY 2010-2011 JAG grant funds will be used to offset the personnel costs of (4) civilian police positions, existing and filled. Grant funds will provide 69.3% of the total salary and benefits with the General Fund picking up all remaining costs, including any overtime expenditures for the three j dispatches positions. j i j i i AccountNumber Description "'''Total 001-210-5011-0000-0083 1 Forensics& Propeqy Property Manager $ 93,856 001-210-5011-0000-0084 3 Dispatcher 1/11 $ 216,724 Subtotal $ 310,580 Less: $ 215,264 123-848-5011-xxxx FY 2010-11 JAG grant allocation Net General Fund $ 95,316 RECOMMENDATION Adopt Resolution. 1 RESOLUTION NO.
