BACKGROUND The California Office of Traffic Safety, through a partnership with the University of California Berkley, is currently awarding grant funds to local jurisdictions in the form of seatbelt enforcement mini-grants. As part of both statewide and national efforts to increase seatbelt use, six seatbelt enforcement saturation patrols will be held during each of two "Next Generation Mobilization Periods" from November 15-28, 2010, (California Only) and May 23-June 5, 2011, (National). The grant application process consists of the submission of a preliminary online application followed by the submission of a signed hard copy of the application. Both of these applications have been submitted in order to comply with OTS grant application deadlines. Mini-grant funded seatbelt enforcement saturation patrols have proven effective in the enforcement of occupant restraint statutes and in educating the public about the dangers of traveling in vehicles while not properly restrained. The police department has participated in several of these mini-grant programs. Council Actions 2002-311, 2003-188, 2004-84, 2004- 368, 2006-25, 2006-442, 2008-56, 2008-330 and 2009-301 are the most recent. After conducting an evaluation of available resources and developing a deployment strategy, the Police Department is requesting funding to conduct a total of twelve (12) seatbelt enforcement saturation patrols under the 2010-2011 "Next Generation — Click It Or Ticket" seatbelt enforcement mini-grant program. Six (6) saturation patrols will be conducted during the California mobilization period and six (6) saturation patrols will be conducted during the national mobilization period. Overtime funding will include one supervisor, one detective, five officers, and one community service officer position. Proposed overtime and benefits will be $2,864.52 per saturation patrol. There is no matching fund requirement on the part of the city. FINANCIAL IMPACT Grant revenue in the amount of $34,374.24. There is no financial impact to the City's General Fund. Please note this amount does not indicate available funding. A Police Department budget account will be established upon the acceptance of the grant award. The goal is to increase seat belt use statewide to 96 percent in 201 1 through the combined efforts of the California Highway Patrol(CHP),OTS and local law enforcement agencies. The Click it or Ticket strategy is to maintain a sustained enforcement presence statewide and direct public information and enforcement towards persons who fail to use seat belts during the state and national mobilization periods. CI it or Ticket will start with a highly publicized seat belt enforcement mobilization on November 15-28,2010 and hold a second mobilization on May 23—June 5,2011. COSTS THE MINI-GRANT COVERS A mini-grant covers actual overtime costs for personnel assigned to seatbelt enforcement duties.Only benefits accrued to overtime hours would be covered(i.e.,retirement,medical/dental/vision insurance,uniform allowances would not be covered).Only state-run disability and unemployment insurance charges would be covered. Indirect costs would not be covered(e.g., individuals who are contracted by the police department),
