SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino ratifying the application for,
and authorizing the Police Department to accept and implement, if awarded, a Driving Under the
Influence (DUI) Mini-Grant from the State of California Office of Traffic Safety in the amount of
$50,653.74.
BACKGROUND
j The California Office of Traffic Safety (OTS), through a partnership with the University of California
Berkley, is currently awarding grant funds to local jurisdictions in the form of DUI Mini-Grants. As part
of a national crackdown on impaired drivers, one checkpoint will be held during each of the holiday
mobilization periods from December 17, 2010, to January 2, 2011, (Christmas /New Years) and August
19, 2011, to September 5, 2011, (Labor Day). Four additional checkpoints will be held outside of these
mobilization periods.
The grant application process consists of the submission of a preliminary online application followed by
the submission of a signed hard copy of the application. Both of these applications have been submitted
in order to comply with OTS grant application deadlines.
Mini-grant funded checkpoints have proven effective in the enforcement of impaired driving statutes and
in educating the public about the dangers of impaired driving. The police department has participated in
several of these mini-grant programs. Council Actions 2003-260, 2004-287, 2006-321, 2008-284, and
2009-302 are the most recent.
After conducting an evaluation of available resources and developing a deployment strategy, the Police
Department is requesting funding to conduct a total of six (6) checkpoints under the 2010-2011 DUI
mini-grant program. Two (2) checkpoint operations will be held during the national Christmas and Labor
Day mobilization periods. Four (4) checkpoint operations will be held outside of these mobilization
periods. Overtime funding will include two supervisors, one detective,ten officers, and three community
service officer positions. Proposed overtime and benefits will be $8,442.29 per checkpoint. There is no
matching fund requirement on the part of the city.
FINANCIAL IMPACT
Grant revenue in the amount of$50,653.74. There is no financial impact to the General Fund. Please
note this amount does not indicate available funding. A Police Department budget account will be
established upon the acceptance of the grant award.

Balance as of September 20,2010, is $0.00;balance after approval of this item $50,653.74.

7 hereby authorize the Police Department to accept and implement, if awarded, the State of
8 California Office of Traffic Safety Mini-Grant in the amount of$50,653.74. The grant is for
9 overtime and reporting costs related to increased enforcement during FFY 2010-2011.
10 Expenditures will be in accordance with the Office of Traffic Safety guidelines and the grant

agreement.

2011;and the Labor Day Mobilization period is August 19—September 5,2011.In addition to conducting checkpoints
during these periods,personnel overtime funding may be awarded for additional checkpoints outside of the mobilization

Only benefits accrued from overtime hours would be covered(i.e.,retirement,medical/dental/vision insurance,uniform
allowances would not be covered).Only state-run disability and unemployment insurance charges are covered.Indirect
costs are not covered(e.g.,individuals who are contracted by the police department).
