Agenda Item No. )LO 09-x0-2e10 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the execution of an agreement with the Sinfonia Mexicana for the promotion of arts and culture. Backerouud: Eleven non-profit organizations submitted applications for the 2010-2011 fine arts grants. Total amount requested for FY 010/11 was $197,112. A total of$133,500 is budgeted annually for fine arts grants. The granted amount for the Sinfonia Mexicana was the only grant awarded by the Fine Arts Commissioners to exceed $25,000.00. All additional grants awarded will be handled administratively. The deadline for grant applications was July 23,2010. Copies of the applications and background material received were delivered to the Fine Arts Commissions for review prior to their meeting on August 18, 2010. Commissioners independently reviewed the submitted materials and grant packages and made their final decision on grant allocations for recommendation to the Mayor and Common Council. The Fine Arts Commission is charged with making the difficult decision on how to effectively allocate the limited funds budgeted for the promotion of arts and culture in the City of San Bernardino. Program Description/Need Statement: Funds received from this grant will support four distinct and exciting concerts which carry on Sinfonia Mexican's commitment to educate and enrich the quality of life for members of our diverse community. A small portion will be used for operational expenses. The Program Committee selects the music genre and artists and Executive Director Anthony Bocanegra coordinates logistics and negotiates contracts and other program matters. Sinfonia Mexicana's"Gran Celebracion" on September 25d'will serve to thank the community for its 25 years of support to the uniqueness of Sinfonia Mexicana,to celebrate National Hispanic Month and lastly, Mexico's Bi-Centennial Independence.Both classical and traditional music have been selected to enrich the truly"Gran Celebracion."Grammy winner Maestro Eduardo Diazmunoz, currently artistic and music director of the New Music Ensemble of the University of Illinois will return to conduct the San Bernardino Symphony Orchestra. Diazmunoz served as guest conductor for Sinfonia Mexicana concerts from 1991-1995. Special t guest tenor Jorge Lopez-Yanez has distinguished himself as a leading tenor on stages throughout the world. Martin Barboza, California State University of San Bernardino music student and violin instructor for Sinfonia Mexicana's Mariachi Youth Academy, will perform Manuel Ponce's Violin Concierto. A special presentation by the Mariachi Youth Academy will highlight their premiere performance with a symphony orchestra Former San Bernardino Mayor Judith Valles, a founding director of Sinfonia Mexicana, will serve as guest master of ceremonies. The Children's Holiday Program will be presented December 10, 2010 to third, fourth and fifth grade students from local school districts. The event complements Sinfonia Mexican's objective to provide a culturally enriching experience that will engage students and instill in them an appreciation for diverse types of music and dance originating from various regions of the world. On December 11, 2010 Sinfonia Mexicana will present the traditional holiday concert, "Mariachi Christmas" featuring the all-female Grammy award winner Mariachi Divas, Mariachi j Espectacular de Beto Jimenez and Sinfonia Mexican's Ballet Folklorico Dance Company. In addition to traditional music, the concert will feature mariachi folk music and dances from various regions of Mexico. Mariachi Vargas de Tecatitlan, recognized as the best mariachi in the world, returns for the annual "Concierto Para Las Madres" (Mother's Day Concert) on May 7, 2011, in a tribute to the ever- popular trio music of the 1960s. In 2010 Mariachi Vargas attracted 1,600 mariachi aficionados, many from out of town and attending a concert at the California Theatre of the Performing Arts for the first time. In January 2010 auditions were held to set up the Sinfonia Mexicana Ballet Folldorico Dance Company. With her extensive background in dance, Board member Irma Aguilar assembled 12 student couples who admirably made their premiere performance at the Concierto Para Las Madres in May. Dance classes will be held at Sturges Center for the Fine Arts. We believe this student group is another avenue which will add to the quality of life in our community. The City of San Bernardino is represented by a diverse community, with Hispanics listed at 57.2 percent. Hispanics are a young population and very family oriented and these types of activities are cause for appreciation of their culture. It is Sinfonia Mexicana's mission to provide a venue in which our community can recognize and celebrate its rich cultural heritage. Sinfonia is the only community-based organization that produces classical Hispanic concerts. The musical art is a venue which fosters harmonious co-existence and understanding of cultural diversity. Sinfonia Mexicana's programs havd thrilled and delighted audiences for 25 years. The concerts are indeed "goodwill ambassadors" and help to foster community unity through the universal language of music and cultural arts. VI. Intended Results: Sinfonia Mexican's four motivating programs will impact approximately 6,300 persons. The grant from the City of San Bernardino Fine Arts Commission helps to keep ticket prices affordable, however, there are still citizens in our community that do not have the financial resources to enjoy these concerts. Sinfonia recognizes the need to bring our rich cultural heritage to all members of the community. Sinfonia plans to provide complimentary and discounted tickets to senior residents in our community. There are five senior housing facilities in a one mile radius of the California Theatre of the Performing Arts. By providing discounted tickets we hope to attract a larger number of these seniors. We inform the San Bernardino Police Department of our concerts and request extra surveillance during these events. Without affordable prices and extra security measures, this aging population is a virtual prisoner in their living facilities. Also, Sinfonia will continue to outreach and provide complimentary and discount tickets to local city schools to identify and encourage youth to appreciate their rich heritage and to experience the richness of classical music. 500 middle and high school students have been invited to attend our 25h anniversary "Gran Celebracion" concert. Audience cultivation is a priority and major goal of Sinfonia. Approximately 2,300 new patrons and 4,000 repeat Sinfonia devotees will benefit by attending these presentations. There is a large amount of classical music which the local Hispanic community is unaware. Moreover, there is a shortage of state-of-the-art professional programs in downtown San Bernardino that feature high-caliber Hispanic artists. Mayor Pat Morris, the Economic Development Agency and the City Council have stated that we need to attract more people to the downtown area. One has only to drive in downtown San Bernardino on any given day of the week to know that most restaurants and businesses close at 6:00 PM. Each of the four scheduled events is a potential sell out, even with fierce competition from the surrounding Indian casinos and the enhanced schedule of shows at the California Theatre. Sinfonia events are geared to families, students and seniors. Our concert patrons have continually stated that they would not come downtown evenings if it wasn't for events held at the California Theatre of the Performing Arts. Unquestionably, the public shall be both entertained and educated with Sinfonia Mexican's unique performances which communicate phenomenal crossover appeal. We are confident the community will continue to support Sinfonia if we receive funding to develop, promote and implement these programs. During the past 24 years, Sinfonia has inspired state-of-the-art musical innovation. The City continues to be the venue of choice for premiere performances featuring Mexican classical masterpieces and nationally recognized stars such as Vikki Carr, Mariachi Sol de Mexico de Jose Hernandez and the Sol de Mexico Symphony Orchestra, Daniel Rodriguez, New York's singing policeman; Maestro Enrique Diemecke (currently music director and conductor of the Long Beach Symphony Orchestra); Ballet Folklorico de Mexico de Amalia Hernandez, and the Sinfonica Nacional de Mexico (Mexico's National Symphony Orchestra from Mexico City) who by their presence enhanced the prestige of the City of San Bernardino. Sixteen hundred patrons,many first time in San Bernardino, attended the performance of"el mejor mariachi del mundo" (the best mariachi in the world) at our annual 2010 Mothers' Day concert. 3 3 VIII. Future Objectives: In cultivating a new audience we hope to promote a greater understanding and appreciation of Mexican classical music, in particular,the beautiful symphonic compositions. 4 6i i XII. Provide a brief history/background of the organization: i Sinfonia Mexican has been thrilling audiences since 1985 when Mario Porms and Charles Eisenhard inspired members of the Inland Empire Symphony Association, local civic leaders, and then Consul of Mexico Emerenciano Rodriguez,to form a committee to present a unique concert of Mexico's symphonic masterpieces. The concert was a tremendous success! Enthused, the committee continued to present annual state-of-the-art musical and culturally enriching programs for the enjoyment of the entire community. Mexican folkloric music is enormously popular and world-renowned, however, what was relatively unknown to many people locally, was Mdxico's veritable treasure of classical and symphonic music created by notable composers and arrangers - many of whom Sinfonia showcased over the past 24 years. They included Carlos Chavez, Pablo Moncayo, Manuel M. Ponce, Silvestre Revueltas, Miguel Bemal,Blas Galindo,Juventino Rosa,and others. A typical Sinfonia program of Mexican classical music often features a guest conductor and/or artists from Mdxico performing with the San Bernardino Symphony Orchestra at the historic California Theatre of the Performing Arts in San Bernardino. Guest conductors have included Abraham Chavez, Sergio Cardenas, Francisco Savin, Guadalupe Flores, Eduardo Diazmunoz, Enrique Diemecke, Josd Hernandez, Stewart Robertson, and Jeff Nevin. On two occasions Sinfonia had the distinction to host the "Orqu6sta Sinfonica Nacional de Mdxico" in San Bernardino. Sinfonia has presented a variety of special performances by outstanding ensembles from Mdxico and Southern California. They featured the West Coast premiere of"Navidades" by the internationally acclaimed Ballet Folklorico de Amalia Hernandez from Mdxico City and, from Baja California, Sinfonia presented "Bastian y Bastiana" Mozarfs comic opera performed by a student group, Grupo Juvenil de Tijuana. Moreover, Sinfonia presented the West Coast premiere of the first Chicano opera, "Esperanza" composed by David Bishop and the libretto by Carlos Morton based on the classic cult film, "Salt of the Earth." The opera was performed by the Euterpe Opera Theatre of Pasadena,California. Quintessentially popular mariachi performances have included the legendary Miarachi Vargas de Tecalitlan, Los Camperos de Nati Cane, Sol de Mexico de Jose Hernandez, Mariachi Reyna de Los Angeles, Mariachi Mujer, Mariachi Divas, and Mariachi Champana. Other diverse artists included Latin jazz great, Tito Puente, the romantic trios Los Tres Reyes and Los Panchos, family folklorists Tien Huicani (Veracruz), and the brilliant Ballet Folklorico del Pacifico. The famous pop artist, Vikki Carr graced Sinfonia's portfolio, as did Alicia Juarez (widow of Jose Alfred Jimenez), Lalo Guerrero, Judith Valles, former Mayor of San Bernardino, sopranos Monica Abrego, Maria Luisa Tamez, and Florencia Tinoco; tenors Alejandro Guerrero, Jose Medina, Pedro Rey, Raul Hernandez, Dennis Meade, Daniel Hendricks, Jorge Lopez-Yanez, and the West coast debut of tenor Daniel Rodriguez performing with the San Bernardino Symphony Orchestra. Sinfonia Mexican opened a "Mariachi Youth Academy" in February 2009, where middle and high school students will develop their instrumental and vocal techniques and which may be applied to any style of music, especially mariachi. Sinfonia also sponsored a weekly after school mariachi class at Curtis Middle School in San Bernardino as an enhancement to the San Bernardino City Unified School District's(SBCUSD)arts program. Recitals. 9 A. Organization has requested financial assistance from City for fiscal year 2010-11, in 10 order to assist in defraying the expense of certain concerts, shows, festivals , events, or activities 11 sponsored by Organization as set forth in 12 Organization' s grant proposal (hereinafter "the proposal" ) approved by the Fine Arts Commission of 13 City.
