Finance: Council Notes: Agenda Item No._�L�_ 09 20-2010 ApGacuuettf Pafej i STAFF REPORT SUBJECT Resolution ratifying the submittal of an on-line grant application for the FY 2010 Staffing for Adequate Fire and Emergency Response (S.A.F.E.R.) to the Department of Homeland Security Federal Emergency Management Agency. BACKGROUND The Fire Department is requesting authorization to submit an on-line grant application to the Department of Homeland Security (a copy of the application is attached). The Department of Homeland Security has announced the availability of grant funding for the Fiscal Year 2010 Staffing for Adequate Fire and Emergency Response (S.A.F.E.R.) Grant Program. The on-line application period opened on August 17,2010 and is scheduled to close on September 17, 2010. S.A.F.E.R. grants provide financial assistance to help fire department's increase their number of firefighters, to rehire firefighters that have been laid off, or to preserve existing positions threatened by budget reductions. The goal is to assist fire departments with staffing and deployment capabilities so that they may effectively respond to fires and fire related emergencies. This will be the fourth year the Fire Department has applied for the highly competitive S.A.F.E.R. rant. Recently, the City was awarded the 2009 S.A.F.E.R. grant, which is on the September 20 Council meeting for authorization to accept and administer the grant from August 19, 2010 through August 19, 2012. The Fire Department is requesting authorization to submit the 2010 S.A.F.E.R. on-line grant application for the hiring of six (6) firefighter positions that were eliminated from the Fire Department in Fiscal Year 2010/2011. The S.A.F.E.R. grant requires that all positions hired or maintained through the grant remain employed by the grantee for the entire two-year term of the grant or be in default of the grant agreement. Furthermore, the grant requires grantees to maintain their current emergency staffing levels, as declared at the time of application, including the grant funded firefighter positions, throughout the two-year performance period. Notification of the grant awardees is expected sometime in the summer of 2011, with the performance period beginning 90 days after the announcement of the award. FINANCIAL IMPACT The S.A.F.E.R. grant covers 100% of wages and benefits for grant covered positions. The City will be responsible for paying the cost of backfill when the employees filling these positions use leave time. The total estimated amount needed to fund all six(6) firefighter positions for the two- year period, including both the City's backfill obligation (at time + 1/2) and the Department of Homeland Security's grant contribution, is detailed below: 1 U.S. Department of Homeland Security City Backfill Grant Contribution Contribution Year One $730,742 $84,294 Year Two $800,162 $86,822 TOTAL: $1,530,904 $171,116 These figures include step raises that will occur during the newly hired employee's first two years of employment and an estimated 3% increase annually for Charter Section 186 salary increases. If the Fire Department is awarded this grant, a staff report requesting a budget amendment to appropriate the required funds will be brought back to the Mayor and Common Council for approval. The Fire Department's contribution, $171,116, will need to be funded by the General Fund in Fiscal Year 2011/2012, if awarded. Close Window Budget Page 1 of 1 Budget Hiring or Rehiring of Firefighters: There is a two-year period of performance for grants awarded under both the hiring of new firefighters and the rehiring of laid-off firefighters activities. There is an additional requirement for grantees awarded under the hiring of new firefighters activity that they commit to retaining the SAFER-funded firefighters for one full year after the end of the period of performance with 100 percent local funding. For this program year, there is no prescribed cost share, and per-position salary limits have been eliminated. Grantees are free to draw any amount of Federal funds to cover actual salary and benefit costs (less ineligible overtime)—up to their budgeted and awarded funding limit—as long as there is Federal funding available. Should the actual salary and benefits costs requested for reimbursement exceed awarded Federal funds, the grantee would be obligated to pay 100 percent of those costs. Regardless of the actual costs incurred, the annual costs will be limited to the actual costs or the budgeted amount, whichever is less. Use and benefits of newly hired firefighters: The six (6)firefighters hired through this grant will increase staffing levels on two (2)first response fire apparatus from three personnel to four.This increase in staffing will improve the initial and sustained attack capabilities on fire responses, and improve efficiency on EMS calls for service. Both of these improvements will have a direct, positive effect on the health and safety of the community by decreasing fire loss rates and mortality rates. Additionally, increasing staffing levels on engine and truck companies will help the department comply with NFPA 1710 standards. Impact of current and proposed staffing levels on daily operations: San Bernardino City's economic hardships led to the reduction of twelve firefighter positions in 2009.Although the local economic outlook for 2010 is not projected to be as devastating as 2009, achieving a balanced budget will still require the reduction of six additional firefighter positions. Collectively,the elimination of these eighteen (total)firefighter positions has resulted in six fewer engine companies staffed at appropriate levels as identified by NFPA 1710. Fewer personnel on these engine and truck companies equates to delays in attacking structure fires, resulting in increased dollar loss rates and the potential for increased mortality rates due to fire. Furthermore, the City of San Bernardino is located in one of the most active v ldWland/interface zones in the country, with a history of devastating wildland fires that have burned hundreds of homes. By using our staffing through this grant, the fire department's ability to launch effective, early attacks on these fires will reduce tforthances that they will grow beyond our capability to control. Financial need and inability to address without Fed Assistance: As a result of significant economic downturn, The City of San Bernardino has faced budget shortfalls in the millions of dollars over the last two years. Perpetuating this problem is a continued trend of tax revenue generating local business shutting down, Narrative Statement Page 2 of 3 and a local unemployment rate that now exceeds 18%. To maintain operations, employees of the city of San Bernardino have had to make pay and benefit concessions, and the City government has been forced to eliminate over 150 positions city-wide,20 of which have been fire department emergency personnel. These actions, although necessary, have decreased the margin of sa'-ty that a well staffed fire department can provide to the community. Without Federal assistance in correcting these fire c tment staffing deficiencies, this margin will widen, increasing the risks to the community members and the firefighters who se,.e them. How we will seek, recruit, and hire members of ethnic minority, etc: The San Bernardino City Fire Department makes special efforts to attract prospective hires from local resources such as high schools, local community colleges, and vocational education programs.We have partnered with a local charter school that specializes in public safety training to support efforts in developing potential candidates from as young as the 9th grade. All of these institutions have a strong representation of ethnic minorities and females. Additional recruitment efforts include participation in job fairs, recruitment flyers, and broad advertisement of position openings and applications procedures.The Fire Department ensures that testing and selection processes for these positions meet Federal EEOC validation requirements for employee selection procedures. Our efforts to improve the ethnic, racial,and gender diversity in the fire department have increased the number of minorities hired over the last six years.Although we are still challenged to expand this trend,the current representation of ethnic minorities within our ranks is higher than the State average for the occupation of firefighter per the United States Census Bureau. Long-term plan to retain employees It is the desire of the City of San Bernardino to maintain strong, effective fire services for the community,which includes a commitment to appropriate staffing levels.We believe that this grant will create the momentum necessary to bring staffing levels back to pre-recession levels years sooner than if the City has to find the funding through current revenues. The San Bernardino City Fire Department is currently developing programs for cost recovery and expanded services that will increase revenue generation. In addition, the city is restructuring fee schedules and pursuing tax initiatives to strengthen the city's financial position.This revenue generation, along with a positive prognosis for economic recovery over the next three years should put the j city in a position to retain the positions hired through this grant.
