Backl!round: As part of the City's proposed reorganization to transform into a City that is progressive, innovative and responsive, the City Manager presented to Mayor and Common Council at the recent retreat a proposal to streamline City operations, create alignment, combine overlapping functions, and achieve greater efficiencies by changing the titles and functions of the Public Services Department and the Development Services Department. The reorganization of functions and re-titling of these two departments requires amendments to the City of San Bernardino Municipal Code, Title 2, Chapters 2.14 and 2.15. The proposed changes for the Public Services Department include the restructuring of facilities management, fleet maintenance, real property, traffic engineering and the Capital Improvement Program into one department with a name change to "Public Works." This new Public Works Department will improve communication and streamline coordination between the divisions that provide maintenance services for all public infrastructures, vehicles and facilities; create a cost savings; and provide an opportunity to cross-train fleet maintenance staff. Further, consolidating engineering into the new Public Works Department will result in enhanced communication and alignment of those functions. The proposed changes for the Development Services Department include combining Planning and Building programs with Code Enforcement, consolidating into the new "Community Development Department." This change will allow managers and employees to focus on core services and improve coordination between building inspections and code compliance activities. The focus on code enforcement in the City is critical to the sustainability of the community, and transferring Code Enforcement will enhance these efforts and promote the alignment with other development services.
