The GIS position would also work on the development of a new GIS website for both the City and the Agency, maintain and enhance the City and Agency internet and intranet connections/links, assist in the development and maintenance of demographic reports, and maintenance of some 80 different geo-coded layers of information for the GIS function and system. Given that the Agency was about to assume the responsibility of management of the City's part of the San Bernardino Valley Enterprise Zone, a number of new programs to development affordable housing in the City with the completion of a Housing Strategy, assist in the implementation of the Operation Phoenix program, provide certain mapping assistance to IVDA, the Agency agreed to famish the position to the City's IT Department which handled the City's GIS and mapping functions. After further discussions with IT, it was agreed upon that the Agency would fill one of its vacant intern positions with a GIS intern while it recruited for a full-time GIS Analyst. Since June 2007, Barbara Hicks has served as GIS intern in the IT Department of the City, fulfilling various GIS and geo-coding projects and assignments. CURRENT ISSUE: At this time, it has been determined that the Agency should continue to utilize the services of Ms. Hicks to fulfill the GIS and geo-coding needs of the Agency on a full-time temporary employment basis to properly support the Agency's on-going redevelopment, economic development, community development and housing efforts and when available, similar needs of the City through its IT Department. The job description for the GIS Technician is attached as Exhibit "A" to the Community Development Commission agenda report. The term of this temporary position shall commence on March 15, 2010, with an hourly compensation rate of$25.00,without benefits. If approved, the proposed temporary employment arrangement would be subject to termination by either party with a 30-day notice, and would be subject to funding through the Agency's regular annual budget adoption process. COPY 2 3 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO APPROVING AND 4 AUTHORIZING A TEMPORARY EMPLOYMENT ARRANGEMENT 5 WITH BARBARA HICKS TO PROVIDE GIS SERVICES TO THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO 6 WHEREAS, a need has arisen for the addition of a Geographic Information System ("GIS") 7 Technician to assist with GIS and database tasks for the Redevelopment Agency of the City of San 8 Bernardino("Agency"); and 9 WHEREAS, the skills, education, and previous work experience of Barbara Hicks qualifies 10 her to provide such services; and 11 WHEREAS, the Community Development Commission of the City of San Bernardino 12 ("Commission") desires to authorize the establishment of a temporary full time position, without 13 benefits, entitled "GIS Technician" to provide GIS services to the Agency in the furtherance of the 14 Agency's economic development initiatives,goals and objectives. 15 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF THE 16 CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, AS 17 FOLLOWS: 18 Section 1. The Commission hereby approves and authorizes the establishment of the 19 temporary full time staff position of a "GIS Technician" from the date of this Resolution through 20 and including June 30, 2011, in accordance with the Job Description attached to this Resolution as 21 Exhibit "A". Agency Staff is further authorized and directed to add the position of a "GIS 22 Technician" to the current Agency Organizational Chart as included within the Agency Personnel 23 Policies and Administrative Procedures within the division noted therein as the "Real Estate and 24 Asset Management Division" 25 Section 2. Primary duties include data management and creation; provide supportive mapping data and GIS analysis upon request; field work/surveys; Geocode address and parcel data; spatial analysis; maintaining GIS Web Services and other projects related to graphics; manage operation of GIS equipment; attend and present GIS work in conferences, meetings and workshops. REPRESENTATIVE DUTIES: Duties may include, but are not limited to, the following: 1. Provides GIS technical and administrative assistance for Economic Development Agency 2. A valid Class"C" California driver's license and the ability to maintain insurability. GENERAL QUALIFICATIONS: 1. Familiarity with GIS applications in planning, public policy or related intergovernmental and intra governmental process is desired. 2.
