Synopsis of Previous Council Action:
June 29, 2009 Resolution No. 2009-178 was approved adopting the Capital Improvement
Program for the years 2009-2010 to 2013/2014.
March 12, 2008 Ways & Means Committee concurred with the allocation of Prop. 113
funding.
Recommended Motion:
1. Approve the list of Formula Stimulus funded projects.
2. Amend the Capital Improvement Program to show the new funding source.
3. Authorize the Director of Finance to amend the FY 2009-2010 Capital Improvement
Program budget by increasing the Street Construction fund by $2,898,703 and
appropriate these additional revenues to the various projects as specified in the staff
report.

STAFF REPORT
Subject:
Approve the list of Local Stimulus Program (LSP) funded projects, amendment of the Capital
Improvement Program to show new funding source, and authorize the Director of Finance to
amend the FY 2009-2010 Capital Improvement Program budget by increasing the Street
Construction account by $2,898,703 and appropriate these additional revenues to the various
projects as specified in the staff report.
Background:
On July 1, 2009, the San Bernardino Associated Governments (SANBAG) approved a $31. 4
million Local Stimulus Program (LSP) for the local agencies within the County of San
Bernardino. The City of San Bernardino has been approved for an allocation of$2,898,703 by
the SANBAG Board of Directors.
The City has 36 months to identify eligible projects, and complete the projects from the date of
the LSP allocation letter. Local Stimulus Program eligible projects mirror the eligible projects
defined in the Measure 12010-2040 Strategic Plan for Local Streets Programs. To be eligible,the
work must be for street and road purposes, all projects must be submitted to SANBAG for
approval before becoming eligible for reimbursement.
Due to the weak economy and State budget constraints, all Proposition 1B funding has been
frozen. Rather than waiting for the Proposition 1B funds to become available staff proposes to
use the LSP funds to complete approximately $1,280,400 worth of Proposition 1B funded
projects allowing staff to deliver these projects in a more timely manner.
The Metropolitan Water District has agreed to fund approximately one-third ($71,200) of the
cost for project SS06-55, 401" Street pavement rehabilitation, and staff is proposing to use LSP
funds in the amount of$141,100 for the remaining funding of the project.
In order to meet the funding requirements $163,500 in LSP funds will be added to projects
TC04-35 ($12,200), TC07-01 ($1,300), and TC08-09 ($150,000).
In addition to substituting Proposition 1B funds with LSP funds, staff also recommends using
the LSP funds on projects previously budgeted with other funding sources. The remaining
$916,103 will remain with SANBAG and be applied toward the acquisition of right-of-way on
the I-10/Tippecanoe interchange project, reducing the City's local match by this amount. This
project will be added to the FY 2010/2011 Capital Improvement Program.
Staff has checked with the State and no amendment to the Proposition 1B report is needed until
the next reporting period.

Financial Impact:
The allocation of $2,898,703 (see table below) will be paid to the City after the projects are
completed and a request for reimbursement has been made to SANBAG. Requests can be made
every 30 days. The list of proposed Local Stimulus Program(LSP) funded projects is attached.
