Description) Finance: Council Notes: Agenda Item No. 3-1s-le CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT First 5-San Bernardino is seeking applications for funding for the Desired Results (RFP 10-01) Initiative. Eligible applicants are community-based organizations (CBOs), government agencies and other qualified organizations. Proposers will provide direct services for children 0-5 and their families as identified in the First 5 San Bernardino Strategic Plan in the cluster areas of Early Care and Education, Family Support, and Health and Well Being, under a fee for service/cost reimbursement contract for the three (3) year period of July 1, 2010 through June 30, 2013. First 5-San Bernardino may, but is not obligated to extend award contract for up to one additional one-year period contingent on the availability of funds and performance. The total amount of funding available for this solicitation is $67.5 million. The number of awards will be determined by the quality of proposals received. The due date for the First 5 proposals was February 19, 2010; therefore, staff is requesting that the Mayor and Common Council ratify the submission of the grant. The First 5 grant funds if received by the City of San Bernardino would provide the funding for the birth to age five program components in all three of the First 5 cluster areas. The City of San Bernardino as fiscal agent for the First 5 funds would contract with Think Together, a non-profit organization, to coordinate and provide the First 5 services. In November 2009, the Mayor, City Manager, and Think Together took a team to a conference in New York City to learn about the Promise Neighborhood Initiative (PNI). The PNI is a federal initiative to fund non-profit organizations, like Think Together, in cities to replicate the Harlem Children's Zone model in New York City. Non-profits will be eligible for PNI planning grants this year; and, operational grants for $25 million a year for 10 years beginning in Federal FY 2010/11. There is a "Baby College" program component to PNI, a comprehensive model that includes pre-natal care, parenting classes, and pre-school components; also, there is a local matching requirement (yet to be defined) for non-profits that apply for the PNI funds. The Mayor's Office in conjunction with the City Manager's Office has chosen to work with Think Together to apply for federal PNI funds. The First 5 funding could pay for the Baby College component and provide the local match to the federal PNI funds. The target area for the First 5 grant dollars is the 210 freeway to the north, the 215 freeway to the west, Rialto Avenue to the south, and Waterman Avenue to the east. This area was chosen in conjunction with the San Bernardino City Unified School District, based on a number of variables including poverty, low performing schools; and, the presence of the Operation Phoenix partner agencies. Target Population: It is mandated through the Children and Families Trust Fund Act (Prop 10) that funds are allocated to services for the purpose of promoting, supporting and improving the early development of children prenatal through age five. The following services will be provided through the three First 5 cluster areas: I CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT - Continued Family Support Cluster: • Improve parent-child bonds and parent-child relationships through supporting the implementation of evidence-based and evidence-informed parenting education models. Think Together under contract to the City, would provide the core programming for the First 5 funded activities, including the early literacy programming. The SAC Health System would provide neighborhood based community outreach to parents with young children under sub-contract to Think Together. Early Care and Education Cluster • Building upon the work done through the Mayor's Preschool for All Initiative, the grant would provide for an increased number of parents informed of and number of children enrolled in high quality subsidized care. • Also, working with existing preschool providers, another goal of the grant would be an improved access to quality childcare programs (slots) for children 0-5 with a priority on infants, toddlers and children with special needs. This also includes the development of child care in underserved areas. Health and Well Being Cluster: • The grant funds will provide for improved health outcomes of pregnant women and children 0-5 by supporting improvements in health care utilization. • Services will include neighborhood based public health nursing services through the San Bernardino County Preschool Services Department, subcontracted with Think Together. The City of San Bernardino will request $4,188,304 million per year for a period of three years, for a total of $12,564,912, to provide SB/First 5-SB PNI program services. There is no matching grant requirement. The program will be managed through the City Manager's Office. Synopsis of Understanding of Commission's Needs and Proposal: Improving the health and well-being of children ages 0-5 and their families is one of the most critical needs for the health of all Californians. This proposal supports two of the First 5 San Bernardino Health and Well Being strategies: Health care retention and enrollment and perinatal services through care coordination. The infant health gap between rich and poor has over time narrowed. Considering all other factors else equal, access to good medical care is the most important factor in narrowing the infant health gap (Lin, 2009). Adam Wagstaff from The World Health Organization put it best when he posted "poverty breeds © ill-health and ill-health keeps poor people poor." The target neighborhood of 4.92 square miles within the City of San Bernardino possesses many characteristics that would make it one of the poorest in the county. According to the 2000 U.S. Census only half(52.2%) of the population 25 and over have graduated from high school. The median 2009 income, estimated from the 2000 U.S. Census, is $24,573 (ESRI; 2009) which is less than half of San Bernardino County's 2008 estimated median family income of $62.790. This area is primarily a renter population. An estimated 7,116 (66.1%) of housing units are rented of the 10,754 total housing units in the target neighborhood (ESRI, 2009). Almost one-fifth of the housing units are expected to be currently vacant. Detached and attached housing represent 58.6% of all housing units, while the remaining housing units are apartment buildings (41%). or mobile homes (0.4%) (ESRI. 2009). According to the 2000 U.S. Census, there are 25.8% single parent households. Making healthcare more accessible to this population is essential for the the health and well-being of its 0-6 years old 6 City of San Bernardino, First 5, Promise Neighborhood Initiative, Family SB PNt Support Program Famik Support population. The closest hospital to the target neighborhood is St. Bemardine Medical Center. There are two primary care community based clinics within the target neighborhood: Social Action Community Health System (SACHS) Arrowhead and H Street Clinic. SACHS Arrowhead is only open two days a week. This proposal seeks to expand service days to increase health care service accessibility in the target neighborhood. Transportation is one barrier to accessing health care. The transit center for Omnitrans is located within the target neighborhood. Transportation issues will be addressed through both educating participants about bus routes and providing subsidized tickets as well as providing in-home health visits. Living in this environment are many children under 6 years of age. In 2007, there were 851 live births among women who reported living in this specified geographic area, representing 2.4% of all the resident live births in San Bernardino County in 2007 (California Department of Public © Health, 2007). In 2008, there were 768 live births among women who reported living in this specified geographic area, representing 2.3% of all the resident live births in San Bernardino County in 2008 (California Department of Public Health, 2008). The 2004-2005 Medical Service Study Area of San Bernardino Central/Muscoy shows I in 11 teenage girls aged 15-19 years become pregnant annually compared to 1 in 20 in California and San Bernardino County (Takahashi, Florez, Biggs, Ahmad, & Brindis, 2008). Compared to those who postpone childbirth, teenage mothers have lower educational attainments, are more likely to experience parenthood single, and have less employment stability(Coley and Chase-Lansdale, 1998). The SB/First 5-SB PNI, in partnership with the Institute for Child Development and Family Relations (ICDFR) at California State University San Bernardino (CSUSB), the San Bernardino Valley College Early Childhood Education Program (SBVC ECE) and THINK Together 7 City of San Bernardino, First 5, Promise Neighborhood Initiative, Family SB PNI Support Program Famiiy Support Q (THINK) will develop and implement the SB/First 5-SB PNI Baby College. Baby College is an innox ative program that will teach 4,000 pregnant and parenting families with children ages 0 through 5 who are not attending preschool in the central region of San Bernardino about the significant developmental phases of children as well as parenting strategies during those stages. Baby College will be held at San Bernardino City Unified School District Schools, churches and community centers throughout the target area. Mann and Reynolds (2006), state that the strongest family factor associated with delinquency was child abuse and neglect between the ages of 4 and 11 and child maltreatment has been consistently linked with social and behavioral problems, including delinquency. To address this apparent need in the target area,parents and guardians needing additional training will be provided with Parent Child Interactive Training (PCIT), which addresses negative parent-child patterns that may contribute to the disruptive Qbehaviors of young children and help parents learn to develop more effective parenting style and bond with their children to need the child's needs. PCIT services will be serviced through Christian Counseling Services. To further parent and child development, parents who "graduate" from Baby College will be provided with guaranteed child placement in a preschool program, which has been proven that children who received at least one year of preschool had lower overall rates of juvenile delinquency(Maim & Reynolds, 2006). This proposal will target 1,000 undeserved families (over the course of three years) to increase the number of children enrolled in high quality early development programs and educate parents of the benefit of these programs. Promise Neighborhood Initiative (SB First 5 PNI) provides comprehensive services to families with children ages five and under and pregnant women in the Central Region of San Bernardino. The target area (TA) northern border is the 210 freeway, southern border is Rialto Avenue, and the eastern border is Waterman Avenue. The TA was selected due to the high rate of Part I crimes such as robbery, assault, burglary, and auto theft, the high percentage of children ages five and under and the underutilization of early childhood education. Understanding the extensive needs of the TA, the City of San Bernardino, in partnership with THINK Together (Teaching, Helping, Inspiring, Nurturing Kids), The San Bernardino County Superintendent of Schools (SBCSS), CSUSB ICDFR, County of San ® Bernardino Preschool Services Department (PSD), the San Bernardino Unified School District (SBUSD), Social Action Community Health Systems (SACHS), Christian Counseling Services (CCS), Teddy Bear Tymes (TBT) and other private preschool providers have joined together to develop the foundation for the federal Promise Neighborhoods Initiative, through the SB First 5 PNI. Based on the successful Harlem Children's Zone Program, the San Bernardino Promise Neighborhoods Initiative will address a specific TA with a high density of families with young children and aims to saturate the area with resources. These resources are aimed to improve the overall health and well being of the community through parenting education. the provision of high quality early childhood education to all children, availability of supportive services all through comprehensive case management. Saturation of program services and support is critical 10 City of San Bernardino, First 5, Promise Neighborhood Initiative, Familv SB PNI Support Program Family Support Oto ensure a "tipping point" changing troubled neighborhoods to promise neighborhoods. Representatives from the City of San Bernardino. the SBUSD. the San Bernardino Community College District, Arrowhead Credit Union, Ecclesia Christian Fellowship and THINK Together have joined together to begin to develop the plan to apply for the federal Promise Neighborhoods Planning Grant when the opportunity is announced. The U.S. Department of Education's Promise Neighborhoods Initiative will provide competitive, 1-year planning grants to non-profit, community-based organizations to support the development of plans for comprehensive neighborhood programs, modeled after the Harlem Children's Zone, designed to combat the effects of poverty and improve education and life outcomes for children, from birth through college. The core idea behind the initiative is that providing both effective schools and strong systems of support to children and youth in poverty and, thus, meeting their health, social services, and educational needs, will offer them the best hope for a better life. Grantees that develop promising plans and partnerships would be eligible to receive implementation grants the following year. The City of San Bernardino and its partners will be applying for the United States Department of Education Promise Neighborhoods Planning Grant. In anticipation for the United States Department of Education Promise Neighborhoods Planning Grant, the City of San Bernardino invited stakeholders in the fields of health and wellness, early childhood care and education and parenting education to join together to develop a comprehensive program addressing the needs of families with children ages 0-5 in the TA. Understanding the importance and effectiveness of system coordination, the SB First 5 PNI program links together all three cluster areas through the comprehensive case management model. The SB First 5 PNI will begin with outreach to pregnant and parenting women with 11 City of San Bernardino, First 5, Promise Neighborhood Initiative, Family tits PN1 Support Program Famip Support Cchildren ages five and under through the Health and Well Being Cluster in the target area. Participant's risks and needs will be determined by utilizing the Life Skills Progression (LSP) tool. A LSP Participant Plan addresses the parenting education, child education, health and well- being, and supportive services needs. Depending upon the participant's risks and needs, they will either be assigned to Basic Case Management or Intensive/Wraparound Case Management. Participating parents will be required to attend Baby College-a nine-week program created by the famed Dr. T. Berry Brazelton. Parents with children who have behavioral issues will also attend the CHOC/UCI Initiative for the Development of Attention and Readiness (CUIDAR) program. Both Baby College and CUIDAR will be taught by instructors from the CSUSB ICDFR. Parents with children with extreme behavior problems will participate in Parent Child Interactive Therapy (PCIT) performed by Christian Counseling Services. Understanding the importance of 0 having children who are ready to enter and succeed in school, THINK will provide the Early Literacy Program. This program has been successfully implemented in the Santa Ana Unified School District and has shown improvements in kinder readiness and family literacy. Upon completion of parenting education program(s), parents with children ages 0 through 5 will have the opportunity to attend a high quality preschool/school readiness program through Head Start, State Preschool, County of San Bernardino Preschool Services Department (PSD), Parents as Teachers Program or private providers. Case Management will continue throughout the SB First 5 PNI program. Individual cluster evaluation as well as the overall program evaluation will be performed by the CSUSB ICDFR. TARGETING CENTRAL SAN BERNARDINO 2) Program Activities: Health and Well Being Cluster-Outreach: The SB First 5 PNI program links together all three cluster areas through comprehensive case management. The SB First 5 PNI will begin with outreach to pregnant and parenting women with children ages five and under through the Health and Well Being Cluster in the target area. Social Action Community Health Systems (SACH), the community health care division of Loma Linda University will provide outreach to pregnant pand parenting women with children under the age of 5 out of their Arrowhead Clinic (1293 North 13 City of San Bernardino, First 5, Promise Neighborhood Initiative, Family SB PM Support Program Family Support D Street, San Bernardino, CA 92405) and their Norton location. 66% of SACH patients are uninsured and not qualifying under Medi-Cal. In 2009. SACH saw over 600 pregnant women who were uninsured. SACH will utilize a Licensed Clinical Social Worker. Masters of Social Work and a Registered Nurse to provide outreach for the SB First 5 PNI program. In addition to SACH, THINK will provide outreach for the SB First 5 PNI program to pregnant and parenting women with children ages five and under at five of the TA's elementary schools through the use of Community Outreach Coordinators. The school sites provide the Community Outreach Coordinators visibility and access to parents. Their work, however, will be conducted throughout the community as the programs will be implemented in various community locations. Through the County of San Bernardino Preschool Services Department, a full-time Registered Nurse will be utilized for a Nurse-Family Partnership component of the SB First 5 PNI Health © and Well Being Cluster. The SB First 5 PNI Nurse-Family Partnership Program will provide in- home perinatal services and referrals to quality healthcare at SACHS therefore improving the health outcomes of pregnant women and children 0-5 by supporting improvements in health care utilization. While formal outreach will be conducted by SACH and THINK, the SB First 5 PNI program will provide for informal or passive outreach by allowing intake into the program through any"open door". The SB First 5 PNI program will provide formal/active outreach to over 3.000 families over the 3 year course of grant funding. The Community Outreach Coordinators will be based at five San Bernardino Unified School District schools and at a centralized location in the TA. All locations will be easily accessible via public transportation and will be ADA compliant and accessible. Individuals will schedule an appointment with a THINK Community Outreach Coordinator. Potential participants will be informed of the documents required for completion of the intake interview. The Coordinator will provide a written intake form; however, forms/questions may also be read to potential participants. Potential participants will be asked questions on ages of children, living conditions, income, relationships, family health status, family health needs, mobility/transportation, basic needs, educational level, current support structure and goals. QSpecific questions will be asked regarding the parent's interaction with their children, the child's development stages, medical issues and learning issues. The Ages & Stages Questionnaires®: Social-Emotional (ASQ SE) will be utilized. With the results, Community Outreach Coordinators can quickly recognize young children at risk for social or emotional difficulties, identify behaviors of concern to caregivers, and identify any need for farther assessment. All staff which have participant contact will be trained in the use of the ASQ SE. Upon completion of intake interview, participants are encouraged to complete a Life Skills Progression (LSP). Completion of the LSP will constitute enrollment into the SB First 5 PNI program. Case Management: Upon completion of the LSP,the Community Outreach Coordinator in partnership with the participant will mutually agree upon the participant's goals and milestones. Most participants will need basic case management services. Approximately 30% of the participant base will be in need of more intensive services. SACHS is a three-clinic system that provides low-cost primary care and rehabilitative services for 32,000 patient visits annually. Bilingual health professions staff provide: • Care for acute and chronic illnesses • Mental health services • Dental care ® • Physical, occupation. and speech therapy • Prenatal care and other women's services • Immunization • Health promotion and preventative care • Specialized care for HIV/AIDS • Assistance in utilization of healthcare services Case management will follow the family unit through all clusters of the SB First 5 PNI program including follow-up at 6 month and 1 year post-exit. Early Care and Education: Parents/guardians completing the SB First 5 PNI Parenting Education Program will be eligible to have their children enter the SB First 5 PNI Early Care and Education "Preschool For All' Component. The SB First 5 PNI will work with participants who are deemed eligible to be placed on the San Bernardino County Centralized Eligibility List. 17 City of San Bernardino, First 5, Promise Neighborhood Initiative, Family SB PNI Support Program Famih Support According to James Moses, KidsNCare Manager, many eligible parents are not aware of. nor are they informed how to get their child on the Centralized Eligibility List. The SB First 5 PNI will assist eligible participants in completion of forms associated with Centralized Eligibility List as earhr as possible. After referral from the Health and Well Being Cluster into the SB First 5 PNI Program, intake and assessment, and completion of a parenting education program, parents will be eligible to enroll into free preschool for their children. Through partnerships with the County of San Bernardino Preschool Services Department, private preschools, and SBUSD, over 300 preschool slots will be available to participants in the SB First 5 PNI program during year one, with numbers increasing to 450 year two and 600 year three. Currently, the City of San Bernardino is contracting with First 5-San Bernardino under the Emerging Needs Investment Initiative for the ® Promise of Preschool Quality Improvement System program. This initiative provides for the development of a quality rating and improvement system for early care and education in the City of San Bernardino. The City of San Bernardino, in partnership with KidsNCare, County of San Bernardino Preschool Services Department and CSUSB ICDFR have committed to working together to develop the quality and capacity of private preschools and family day care providers over the course of the contract. County of San Bernardino Preschool Services has committed to providing up to 300 spaces for their in-home school readiness program. Teddy Bear Tymes has committed to providing twenty slots at any time for toddlers through preschool age children. The SB First 5 PNI will work with the SBUSD to fill open slots with participants. 18 City of San Bernardino, First 5, Promise Neighborhood Initiative, Familv Ss PNt Support Program Family Support Family Support Cluster/Parenting Education Program: Through case management parents,guardians will be referred to the SB First 5 PNI Parenting Education Program. Parents/guardians will participate in one of four evidence-based parenting education programs: • Baby College: The CSUSB ICDFR will teach this nine-week parenting workshop to expectant parents and those raising a child up to five years old. Among other lessons, the workshops promote reading to children and verbal discipline over corporal punishment. The Baby College is a program of the Harlem Children's Zone. Its goal is to provide everyone in the TA who is expecting a child or raising children between the ages of 0 and 5 with the information and support necessary to bring up happy and healthy children who enter school ready to learn. Classes are held on Saturday mornings at a local public ® school, and all services are free. Participants receive breakfast, lunch, incentives, and child care during the nine week course, which covers a broad range of subjects including brain development, discipline, immunization, safety, asthma, lead poisoning, parental stress, and parent-child bonding. • CUIDAR: CUIDAR was modeled after the CUIDAR (CHOC/UCI Initiative for the Development of Attention and Readiness) program in Orange County, California. Through the investment of First 5 San Bernardino, the CUIDAR program was established in July 2004, and began servicing families in San Bernardino County in the fall of 2004. The initial mission of CUIDAR was stated as, "To improve school readiness in children ages 3-5 who display signs of behavioral problems, by enhancing their parents' management skills and improving the children's self-management skills." CSUSB ICDFR will provide parent education based on early childhood research and neurodevelopmental science, which indicate that the strength of the parent-child attachment and parental attunement and responsiveness to children's needs create the foundation for the development of the child's internal ability to self-regulate, thereby reducing his or her risk of developing an emotional or behavioral disorder. This nine- week program will be provided to parents/guardians with children with problems with self-management. • Early Literacy: THINK Together has shown tremendous results in the Santa Ana Unified ® School District by implementing their Early Literacy Programs. The SB First 5 PNI will utilize two early literacy programs. o Raising A Reader: Raising A Reader is an early literacy program that provides sturdy book bags filled with high quality books, read aloud videos for parents and their children in 11 different languages, teacher materials and an evaluation component that consists of pre- and post- tests for families involved in the program. Raising A Reader educates parents on the importance of reading to their child regularly and from an early age. Raising A Reader has a strong multicultural and bilingual emphasis, offering books in Spanish and with multicultural themes. o Home Instruction for Parents of Preschool Youngsters (HIPPY): This is an 20 Cite of San Bernardino, First 5, Promise Neighborhood Initiative, Family SB PNI Support Program Farnik .-�.-,�_._...._,..._....�._....».-.._..__.....___._...�___...<_,_.._.._. ....,.�_..�_._. Support Qinternational program that empowers parents as their children's first teachers. The program includes curriculum and books for the home. It consists of a 30 week program that includes home and bi-weekly group meetings. Role play is incorporated as a primary learning method. Within the first year of operation, it is expected that participation in Raising a Reader and Latino Family Literacy will grow as the community learns of the programs. • Parent Child Interactive Therapy: CCS will provide appropriate, best practice, evidence —based treatment modality with special emphasis on Parent-Child Interaction Therapy. Research demonstrates that these at risk families particularly benefit from PCIT, with behavioral changes clearly seen at the end of a typical 20 week course of treatment. PCIT is an intervention and treatment modality which traditionally has targeted families Qwith oppositional and defiant children. More recently, it has been adapted to target specific deficits often found with physically abusive and `at-risk' parent-child dyads, as well as foster parent-foster child dyads. PCIT is uniquely appropriate to use with these parent-child dyads because it has been shown to be highly effective with both high-risk families (i.e., families with oppositional, defiant children) and physically abusive families. PCIT is a family strength-based approach which encourages collaboration between parents and therapist to address identified problems and on developing specific non-corporal punishment and incorporating positive parenting tools. The SB First 5 PNI anticipates 900 family units (minimum of one parent/guardian and one child ages 0 to 5) over the course of the three year program to participate in the SB First 5 PNI Early Care and Education Program. 21 City of San Bernardino, First 5, Promise Neighborhood Initiative, Family SB PNI Support Program Family Support Individual Cluster and Overall Program Evaluation: The Institute for Child Development and Family Relations (ICDFR). at California State University San Bernardino (CSUSB) will be responsible for processing evaluation data for each of the clusters in the PNI. This evaluation process will include receiving data from each of the programs within each cluster, entering that data into a database for analysis, conducting analyses for reports to First 5-San Bernardino, producing program reports and summaries as requested by different organizations, government agencies, and key personnel on the SB First 5 PNI. The First 5 evaluation reports will address the evaluation requirements and expectations set out in Exhibit A of the Desired Results RFP, including 1) participant outcomes, 2) collaboration with the Commission's evaluation consultants and First 5 staff to assess salient ongoing issues using focus groups, surveys, and case studies, 3) the use of First 5 tools and standardized assessments; • and 4) the use of the Commission's web-based data management system for reporting progress and notable achievements. The evaluation process will be completed in a manner that conforms to all reporting requirements created by the Commission. CSUSB's ICDFR is uniquely qualified to coordinate the evaluation program for the SB First 5 PNI. The ICDFR's mission includes research in the service of healthy child development and I nurturing family relations. The faculty associated with the ICDFR are based in the social and health sciences as well as education, including professors from child developmental psychology, family studies, social work, sociology, matemal and child public nursing, special education for infants and preschoolers, and child developmental disabilities. The Director of the ICDFR and the proposed evaluation team, Dr. Sybil Carr&c, is nationally recognized for her research and publications on couples and families, has a 20+ year record as the principal and co-investigator 22 City of San Bernardino, First 5, Promise Neighborhood Initiative, Family SB PN1 Support Program Family Support ® on National Institutes of Health and National Science Foundation grants, and has served on National Institute of Health grant review panels for the last 10 ,years. The Institute has been awarded First 5 contracts (e.g.. CUIDAR, a parenting program for incarcerated mothers, the establishment of a model childcare program for infants and toddlers) and is adept at meeting all of the First 5 evaluation requirements. The CSUSB ICDFR's team will work collaboratively with the different programs established within the SB First 5 PNI to identify "Desired Results" measureable outcomes associated with each program's benchmarks and achievements plans. The ICDFR will help each program determine concrete and quantifiable measures that will allow them to report how they are meeting the 3 Desired Result Areas goals (Children are Safe, Children are Ready to Enter and Succeed in School, and Families are Safe, Healthy, Nurturing and Self-Sustaining. In addition, the ICDFR will insure that each of the programs in the SB First 5 PNI Clusters is maximizing the use of First 5 standardized assessment instruments. Further, beyond the use of the First 5 tools and assessment measures, the ICDFR will facilitate the coordination of outcome measures such that the instruments used at all of the SB First 5 PNI programs are comparable and will allow an overarching assessment of the program across the 3 "Desired Results" set of criteria, across the different families in these programs, and across the developmental stages of development in children age 0 to 5. THINK Together provides services to more than 50,000 students annually on a current operating budget of approximately$35, million.
