HomeMy WebLinkAbout2012-279 ATTACHMENT 1 1 RESOLUTION NO. 2012-2 7 9 2 3 A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY 4 OF SAN BERNARDINO ADOPTING GENERAL PLAN AMENDMENT NO. 12-05, TO 5 AMEND THE SAN BERNARDINO GENERAL PLAN CIRCULATION ELEMENT TO CLOSE A 225-FOOT LONG PORTION OF 3RD STREET BETWEEN "J" STREET AND THE 6 RAILROAD RIGHT-OF-WAY TO THE EAST, CLOSE A 160-FOOT LONG SEGMENT OF "I" 7 STREET BETWEEN RIALTO AVENUE AND THE RAILROAD RIGHT-OF-WAY TO THE SOUTH TO FACILITATE THE CONSTRUCTION OF THE DOWNTOWN SAN 8 BERNARDINO PASSENGER RAIL PROJECT, AND TO ADD TEXT TO ACKNOWLEDGE 9 THE FUTURE PASSENGER RAIL SERVICE BY SANBAG. 10 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 11 OF SAN BERNARDINO AS FOLLOWS: 12 SECTION 1. Recitals. 13 WHEREAS, the Mayor and Common Council of the City of San Bernardino adopted the General 14 Plan for the City by Resolution No. 2005-362 on November 1, 2005; and 15 WHEREAS, the proposed project is subject to the California Environmental Quality Act 16 (CEQA) and the National Environmental Policy Act (NEPA). An Environmental Impact Report (State 17 Clearinghouse No. 2011051024) and a Revised Environmental Assessment were prepared for the 18 Downtown San Bernardino Passenger Rail Project on behalf of SANBAG, and were reviewed by the 19 Planning Commission, and the Mayor and Common Council in compliance with the CEQA and NEPA 20 and local regulations; and 21 WHEREAS, the Planning Commission conducted a noticed public hearing on November 14, 22 2012, in order to receive public testimony on General Plan Amendment No. 12-05, and fully reviewed 23 and considered the Planning Division Staff Report; and 24 WHEREAS, the Mayor and Common Council held a noticed public hearing on December 3, 25 2012, and fully reviewed and considered proposed General Plan Amendment No. 12-05, and the 26 Planning Commission recommendation and the Planning Division Staff Report. 27 28 2012-279 ATTACHMENT 1 SECTION 2. General Plan Amendment No. 12-05. 2 NOW, THEREFORE, BE IT RESOLVED, FOUND AND DETERMINED by the Mayor and 3 Common Council that: 4 A. General Plan Amendment No. 12-05 is hereby approved based upon the Findings of Facts 5 contained in the Staff Report to the Planning Commission dated November 14, 2012. 6 B. The Circulation Map of the General Plan Circulation Element is hereby amended pursuant to 7 General Plan Amendment No. 12-05, to reflect the closure of a 225-foot long portion of 3rd Street 8 between "J" Street and the railroad right-of-way to the east, and close a 160-foot long segment of"I" 9 Street between Rialto Avenue and the railroad right-of-way to the south to facilitate the construction of 10 the Downtown San Bernardino Passenger Rail Project, as depicted in Attachment A and incorporated 11 herein; and 12 C. The Circulation Element of the General Plan is hereby amended pursuant to General Plan 13 Amendment No. 12-05, to add text to acknowledge the future passenger rail service by SANBAG, as 14 further described in Attachment B, and incorporated herein. 15 D. General Plan Amendment No. 12-05 shall become effective upon the adoption and execution 16 of this resolution. 17 SECTION 3. Our ability to maneuver affects our quality of life in a myriad of ways: from driving on the freeway, to rail and bus transit, to parking, to shipping goods, to emergency access, to riding a bike and walking across a street. Page 6-11, RAILWAYS Paragraph#6 Both Amtrak and Metrolink provide long-distance passenger train service from the Historic Depot in San Bernardino. SANBAG plans to provide passenger rail service from the Historic Depot to a new transit center and train station in Downtown San Bernardino, and eventually, from the new downtown station to the University of Redlands. The rail service from Downtown San Bernardino to the University of Redlands is also planned to accommodate periodic Metrolink service. Page 6-12, RAILWAYS Paragraph#3 The City of San Bernardino is served by the San Bernardino Line, which is Metrolink's busiest line, with a station located at the historic Santa Fe Depot, and the planned station stop in Downtown San Bernardino. Page 6-12, RAILWAYS Paragraph#4 (and new paragraph) The San Bernardino Line is currently the only line with service seven days a week. On weekdays, there are 15 round trips per day on the San Bernardino Line with about half of them during commute hours, but with close to hourly service in the mid-day. Travel time between San Bernardino and LA Union Station is about one hour and 30 minutes; however, Express Service provides about one-hour travel times. On weekends, there are eight round trips on Saturday and four on Sunday. The SCRRA has plans to nearly double the amount of service on its lines over the next 20 years. The SANBAG Redlands Passenger Tail Project is planned to provide frequent passenger rail service along the SANBAG rail corridor between downtown San Bernardino and the University of Redlands. Service is planned in several phases that are based on the ridership levels and feasibility. Phase 1 is planned to provide limited platform stops. Phase 2 involves a potential increase in service frequency, more platform stops, and advancement to electrified light rail transit if supported by ridership growth and feasibility. Phase 3 is the possible expansion of the rail corridor to access the San Bernardino International Airport area and extend beyond the University of Redlands. Phase 3 could potentially provide a passenger rail service loop to connect the San Bernardino Valley. ATTACHMENT B Page 6-27, PUBLIC TRANSIT Last paragraph Public transportation plays an important role in providing a well-balanced transportation system for the City. A well planned and efficient public transportation system provides an essential primary mode of transportation to this without access to automobiles and an alternative mode of travel to the motorists to help reduce the demand and congestion in the City's street network. The various modes of public transportation including bus, commuter rail, passenger rail, demand responsive transportation, etc. should provide efficient connectivity and integration via coordinated pedestrian and bike access, park-and-ride facilities and multi-modal terminals.
