Policy to Avoid Government by Surprise

Motion: Refer to the Legislative Review Committee the request to draft a policy change to
ensure that the Mayor, Common Council and the public receive all personnel
action items in a timely and fully transparent manner to avoid "government by
surprise" situations.
v Synopsis of Previous Council Action:
12-30-2011 Finance Director,Barbara Pachon retired.
03-05-2012 Mayor and Common Council approved hiring of the Finance Director position.
03-19-2012 Council Member Jenkins announces that he will place on agenda for the April 2,
2012 meeting asking the Common Council to reconsider the agenda item of hiring
of the Finance Director.
