Statement from Mayor Pro Tempore Chas A.Kelley City Council Committee Appointments OLast November, the residents of San Bernardino sent a clear message that they want the City Council to work cooperatively together to rebuild our economy, protect public safety and move our community forward in a positive direction. With this goal in mind, I am announcing my City Council committee appointments for the year 2012. The members of the San Bernardino City Council bring many unique talents and experiences to City government. In making this year's committee assignments, I have endeavored to take advantage of these individual talents for the greatest benefit of our residents. I also wanted to ensure that all Council Members have the ability to exercise their leadership skills on a diverse range of City issues, as well as providing each Council Member with the opportunity to chair a committee. Here are the 2012 City Council Committee Assignments: Updated:3/29/2012 by Georgeann"Gigi"Hanna A 1678 Ways and Means: Wendy J. McCammack, Chair `r Virginia Marquez Fred Shorett The membership of this committee reflects a solid balance of experience. Council Member McCammack brings a wealth of knowledge about City budgeting and finances; Council Member Marquez possesses a strong record of community leadership; while Councilman Shorett provides a proven business perspective. Legislative Review: Robert D. Jenkins,Chair Chas A. Kelley John Valdivia OIn just six short months, Council Member Jenkins has shown great poise and leadership, while Council Member Valdivia provides extraordinary energy and commitment to the concerns of City residents. Personnel: Fred Shorett,Chair Virginia Marquez Rikke Van Johnson Council Member Shorett's commitment to spending reforms balances the compassionate community perspectives provided by Council Members Marquez and Johnson. Grants Ad Hoc: Virginia Marquez,Chair Wendy J. In addition her experience with a congressional office will be vital in securing grant opportunities for the City. Council Members McCammack and Van Johnson bring many years of experience and a diverse range of contacts that will help San Bernardino secure additional grant monies for community improvements. Budget Ad Hoc: Rikke Van Johnson, Chair Wendy J. McCammack John Valdivia This Committee will have a dynamic blend of proven experience and fresh leadership to develop our City's future budget priorities and strengthen the financial management of City government. Public Safety Ad Hoc: John Valdivia,Chair © Robert D. Jenkins Chas A. Kelley Council Members Valdivia and Jenkins will bring a fresh perspective that's needed to improve the City's public safety policies and restore a more positive working relationship between City administrators and our public safety employees. Economic Strategic Plan Ad Hoc: Chas A. Kelley, Chair Robert D. Jenkins Fred Shorett Providing a realistic, long term economic plan is vital to our City's future. Council Members Shorett and Jenkins will play vital roles in helping to unite business and labor in support of our economic development proposal. Backaround: On November 3,2008,the Mayor and Common Council adopted an ordinance which established the process of selecting the Mayor Pro-Tempore. That process provides that annually, at the second regularly scheduled meeting of the Common Council in March of each year, the Common Council shall elect a Council Member to serve as Mayor Pro-Tempore. Further, the ordinance amended Section 2.76.050 of the San Bernardino Municipal Code to read: "It shall be the responsibility and duty of the Mayor Pro-Tempore to assign Council Members to all standing committees and ad hoc committees of the Common Council. It shall also be the responsibility and duty of the Mayor Pro-Tempore to designate chairpersons of all standing committees and ad hoc committees of the Common Council. All such assignments to and membership on, and designation of chairpersons of, standing committees and ad hoc committees of the Common Council shall be subject to the approval and appointment of the Common Council." On August 3, 2010, the Mayor and Common Council adopted Operational Guidelines (See Attachment A)which state: "In addition to standing committees, the Mayor Pro-Tempore, subject to approval of the Common Council, may appoint members to such other Ad Hoc Council Committees as deemed desirable and necessary to assist and advise the Council in its work. Upon his/her appointment, the Mayor Pro- Tempore shall review the number and purpose of the Ad Hoc Committees before assigning members.
