This Revitalization Strategy represents an attempt by the Agency to comprehensively address the social and physical "needs" of this community and effectuate permanent improvement in the quality of life within the area. The ultimate goal of this approach is to change the economics of the Arden-Guthrie "Focus" Neighborhood to such an extent that it will be maintained at a desired level without the need for more than normal City investment of resources. The single most critical component of the revitalization strategy is the designation of "Project Managers" for this "focus" neighborhood. Project Manager will be totally responsible for pro-actively coordinating and administering implementation plans in conjunction with each of the specific components identified within the Strategy. Furthermore, these individuals will also become vital communication links between the Agency and the Arden-Guthrie "Community." As part of the March 3rd implementation of the Strategy, the Commission also authorized the issuance of a request for proposals (RFP) for the purpose of identifying designated "Project Managers" for the Arden-Guthrie "Focus" Neighborhood. At the specific direction of the Commission, Agency Staff met with Councilman Maudsley and Councilwoman Miller to solicit input on specific project proposal requirements and the "Scope of Services" required of the designated Project Managers (please see attachment). Respondents to this RFP were to be fully capable of aggressively facilitating both immediate and permanent neighborhood/property improvement within the target area. In addition, respondents must be capable of identifying and implementing projects, programs and activities designed to address specific neighborhood "needs" and to identify any and all potential funding sources for said implementation. The Development Department's Housing Division has actively solicited proposals from qualified individuals and/or organizations interested in being designated as "Project Managers" within the Arden-Guthrie "Focus" Neighborhood. ------------------------------------------------------------------------------- KJH:DRE:tnt:0591V COMMISSION MEETING AGENDA Meeting Date: 05/24/19933 Agenda Item Number: � 3 DEVELOPMENT DEPARTMENT STAFF REPORT ARDEN-GUTHRIE REVITALIZATION STRATEGY May 19, 1993 Page Number -2- Through the established RFP solicitation process, four (4) management firms formally responded to the Agency's RFP, including: * AEGIS Companies * Aulwylde Enterprises * Equity Management Services * Tamarac Housing Group These four proposals have now been reviewed and analyzed by Agency staff, the Sunrise Village Property Owner's Association, Emmerton School and by E. H. Wood and Associates. The criteria utilized to evaluate the proposals included the following: * Philosophy/Approach * Management Plan * Personnel * Budget * Previous/Similar Project Experience * Ability to deal with Social/Community "Needs" * Responsiveness to RFP Scope of Services Based upon the heretofore mentioned evaluation criteria, and the somewhat limited RFP response period, it was the unanimous consensus that Equity Management Services submitted the most complete and comprehensive response to the RFP document (please see attachment) . Equity Management Services, a division of Golden Equity Financial Corporation, has over twenty (20) years experience in working with lenders and property owners in managing and marketing foreclosures, REO and other various "troubled" projects. This experience includes project rehabilitation, construction, tenant management and comprehensive property management (offsite and on-site) . In addition, Equity Management has both owned and managed commercial property, condominiums, planned unit developments, residential subdivisions, scattered-site single family detached homes, townhomes, and a variety of apartment complexes (large and small) . For the above cited mentioned reasons, it is recommended that staff be allowed to exclusively negotiate with Equity Management Services for a sixty (60) day period for the expressed purpose of developing a formal management agreement for relative to the provision of project management services within the Arden-Guthrie "Focus" Neighborhood. The Arden-Guthrie community is currently plagued by a myriad of serious physical and social problems, all of which are significantly affecting the areas overall "quality of life'. Our vast and varied experience includes taking over foreclosed and troubled projects, rehabilitation, construction, management (both on-site and off- site) , eviction of problem and non-paying tenants where necessary, marketing and liquidating the projects. We have been a lender, manager and owner of numerous projects, including condominiums, planned unit developments, commercial, industrial, shopping centers, subdivisions, scattered single family homes, apartment complexes, townhouses, four-plexes and raw land. Provide safe housing for very low, low and moderate income families. II. OBJECTIVES (measurable) A. Identifv and implement programs, projects and activities designed to address specific neighborhood "needs" . B. Identifv all potential funding sources and participating organizations for the implementation of the programs and projects. C. Systematically improve the "Focus" Neighborhood within the community both immediately and permanently. D. Establish a Rental Pool/Owner's Association consisting of the multiple owners of the individual four-plexes. E. Create a program to assist very low, low & moderate income residents in the purchase of building from existing owners (possibly through a federal government assisted program, such as available to CHDOs) F. Interface with the Police Department to identify current problem residents and assist in the establishment and/or implementation of a "Weed and Seed Program" . See Appendix "A" III. APPROACH (Mission) A. Equity Management Services, as the Project Manager, will be totally responsible for pro-actively coordinating and administering the implementation of the Revitalization Strategy. B. Equity Management Services will become a link between the Agency and the Arden-Guthrie "community" . C. Equity Management Services will establish, maintain and coordinate communications with all of the City services and agencies through monthly meetings. D. Equity Management Services proposes separate project management and property management functions (under the umbrella of the Project Management Company) in order to more efficiently and expertly handle the overall project. See Appendix "B" for Organizational Chart. E. The Project Manager will oversee the entire Revitalization Strategy as explained in this proposal. Working under the direction of the Project Manager will be an On-site Property Manager, Assistant Manager, Bookkeeper, Leasing Agent, and 2 �5 I F. Equity Management Services will establish a Residents' Organization to provide for input from the residents in the community. IV. METHODOLOGY A. Eliminate the undesirable elements in connection with the units under the Project Manager's (Rental Pool/Owner's Association) control. B. Identify, contact and meet with the multiple absentee owners to establish the Rental Pool/Owner's Association. C. Coordinate with the City code enforcement department to shut down any unit not conforming to the established standards (on those units not covered under the Rental Pool/Owner's Association) . See Exhibit "I" for sample pledge to be used for the Rental Pool/Owner's Association. D. Establish a Resident's Organization to encourage the participation of residents in initiating rules and regulations for their community. This will foster a sense of individual responsibility among the residents. E. Establish a Rental Pool/Owner's Association to unite the multiple absentee owners in order to solve the numerous problems affecting the properties. F. Actively market the concept of the Rental Pool/Owner's Association to all owners of units not included in the Pool. G. Oversee all rehabilitation and improvement work, including but not limited to the Multi-Use facility. See Appendix "D" for proposed plan for Multi-Use Facility. H. Control the disbursement of construction funds, through our affiliate company (Escrow Funding Service - a joint control/construction escrow company) to prevent the diversion of funds. Escrow Funding Service guarantees that the funds designated for a specific project will be applied to that project. I. Handle the leasing of the units covered under the Rental Pool/Owner's Association through the On-site Property Manager. The On-site Property Manager ensures that all units in the Rental Pool are in rent-ready condition. J. Establish a Monitor System (to work in conjunction with and enhance the Neighborhood Watch Program) . This system provides rent incentives for the residents. 3 R. Establish policies and procedures (with input from the Residents' Organization) for the on-site leasing office to provide effective resident screening. L. Gather and provide information necessary to facilitate the obtaining of funds through various public and private sources, such as HUD, CDBG, IVDA, HOME Program, RTC, CCRC, SAMCO, CRA, banks and savings & loan associations. See Appendix "C" for potential funding sources and participating organizations. N. We will assist the residents in forming a "CHDO" (Community Housing Development Organization) . This is a not-for-profit, community-based service organization that has, or intends to retain, staff with the capacity to develop affordable housing for the community it serves. Only projects in which the CHDO acts as a developer, sponsor and/or owner of housing are eligible for set aside activities. Under Section 92 . 300 of the HOME interim Rule, participating jurisdictions (Pis) must reserve not less than 15 percent of their HOME allocations for investment in housing to be developed, sponsored, or owned by Community Housing Development Organizations (CHDOS) . Although many non-profit organizations share common characteristics with CHDOS, not all nonprofits qualify as CHDOS under the HOME program. Only nonprofit organizations that have been certified by HOME participating jurisdictions as CHDOS can receive the minimum 15 percent set-aside. N. We will assist a non-profit organization and/or any other qualified buyer in the rehabilitation and improvement of the buildings in the Arden-Guthrie "community" . O. Meet with the City of Montclair agencies to obtain their input on other effective methods to carry out the goals and objectives of the Strategy. P. We will assist the Police Department through the establishment of the multi-agency "Task Force" and assist in the implementation of programs such as Neighborhood Watch, Junior Academy and the overall "Weed and Seed" program. Q. We propose utilizing a security fence to deny access from Guthrie Street to Outer Highland Highway in lieu of the Cul- de-Sacing. A diagram is attached as Appendix "E" . R. We propose the installation of wrought iron fences at the rear of 104 buildings as a security measure. A diagram is attached as Appendix "F" . S. We encourage and will assist The Emmerton School Project in the implementation of their Project as well as the "Safe Haven" concept explained in page nos. 21 through 24 of this proposal. 4 T. We will assist in the acquisition and development of the Neighborhood Park. However, in the event the park is not economically feasible at this time, we have proposed an interim alternative - Greenbelt/Picnic Areas. This alternative is explained in detail on pages 24 and 25 of this proposal and a conceptual plan is attached as Appendix "G" . U. We will actively market and promote the Revitalization Strategy by pursuing methods such as monthly newsletters, television cable stations, radio, and newspaper articles in addition to paid advertising to rent-up the units after rehabilitation. V. We are proposing realistic budgets (both start-up costs and operating budgets) for the implementation of the Revitalization Strategy and the completion of the goals outlined in this proposal . See Appendix J. X. Equity Management Services will work together with all of the Development Department, various City agencies, the Residents' Organization, The Emmerton School Project representatives, Los Padrinos Community Coalition, Neighborhood Preservation Team, Owner's Association, Sunrise Village Apartment Owners Association, and social service providers to ensure the success of the socio-economic improvement of the Arden-Guthrie "Focus" Neighborhood. 5
