STAFF REPORT
On August 6, 1990 the Mayor and Common Council authorized ordinance
MC-738 providing preferential parking in the five-level parking
structure for carpooling employees. To comply with the City of San
Bernardino's Trip Reduction Plan, which was approved by the South
Coast Air Quality Management District on April 22, 1992, the Mayor
and Common Council authorized MC-843, providing preferential
parking spaces for carpooling employees at the City Yards, the
Central Police Station, and the Feldheym Library. Because the
number of carpoolers has increased at the police department, three
additional preferential parking spaces are needed at the police
station. Costs for striping the spaces will be covered by the
rideshare program budget. It is therefore recommended that the
attached ordinance be authorized.

3 C OF SECTION 10.16.180 OF THE SAN BERNARDINO MUNICIPAL CODE
PERMITTING THE ISSUANCE OF PREFERENTIAL PARKING FOR CAR POOLING
4 INCENTIVE.
5 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:

7 SECTION I. Subsection C of Section 10.16.180 of the San Bernardino Municipal Code
8 is hereby amended to read as follows:
9 "10.16.180C Issuing of Car Pooling Parking Permits.
10 C. The Director of Facilities Management shall issue a preferential parking permit to
11 validated employees who have signed a car pooling contract with the City. Permits are to be
12
validated every six months, during June and December of each year.

14 The permits shall only be valid for the fourth level of the City Hall Five Level Parking
15 Structure and designated spaces at the City Yards, the Central Police Station and the Norman
16 Feldheym Central Library.
17 The permit shall be displayed on the vehicle as directed by the Facilities Manager."

Dear Mayor and Common Council:
This Office represents the Carousel Mall Merchants
Association. In that regard, we have been actively participating
in the public hearing processing of Development Agreement No. 91-
01 for the Inland Center Mall Expansion.
Development Agreement 91-01 is on the Agenda for today 's
meeting at 2:00 p.m. as Agenda Item No. 46. It is our
understanding that the applicant has requested a continuance and
that the matter be put over until the Council meeting of May 24,
1993.
The purpose of this letter is to respectfully request that
the Council continue the matter until its meeting of Monday, June
7, 1993, instead of the date of May 24, as I have a calendar
conflict which would prevent me from attending the Council
meeting on May 24. Because of the extensive work I have
performed for the Carousel Mall Merchants Association and because
I have represented them on this matter since October 1992, it
would not be possible for the Association to have counsel of
their choice and adequate representation before the San
Bernardino Common Council, in the event I am precluded from
attending the hearing.
As you know, this matter has been continued since October 19
and it is clear that extending the date from May 24th to June 7,

precluding the Carousel Mall Merchants Association from having
effective representation before the Council, would be
prejudicial. On this basis, we respectfully request that the

June 7, 1993.
