HARDGRAVE, Director of Public Works/ City Engineer SUBJECT: Authorization to Proceed -- Establishment of Assessment District for Construction of Sterling Avenue DATE: December 22, 1992 COPIES: File No. 14. 40; Reading File --------------------•------------------------------------------- At the Council meeting of 12-21-92, this item was continued to 1-11-93. An application for Tentative Tract No. 11857 was submitted in about 1980 . This tract was conditioned to construct Sterling Avenue, from Foothill Drive to Daley Canyon Road. An environ- mental impact report was prepared for this tract, including the construction of Sterling Avenue, and certified by the Mayor and Council. The final map for Tract No. 11857 was recorded in 1986, which dedicated the right-of-way for Sterling Avenue. A new application was submitted in about 1989 , designated as Tentative Tract No. 14112, for a different development concept. We recommended that the same condition for construction of Sterling Avenue be imposed on this new tract map. However, we were advised by the case planner that Sterling Avenue could not be extended, due to "environmental concerns. " As a result, the approved tentative tract map shows Sterling Avenue to be extended north of Foothill Drive only as far as required to provide access to the tract, known as Sterling Heights . When we were recently afforded the opportunity to review the environmental impact report, we discovered that the findings did not support the case planner' s position that Sterling Avenue could not be constructed due to "environmental concerns. " Copies of pertinent streets from the final EIR and Appendices are attached for your reference. _P7 A' © O SHAUNA CLARK Contruction: Sterling Avenue December 22, 1992 Page - 2 i It should be noted that the 15 California Sycamores were not considered to comprise a riparian woodland and were burned in the Panorama Fire. Also, that these Sycamores are not located within the "blue line" stream area. The developer of Sterling Heights, Orchard Heights (to the north) and Little Sand Canyon (City Water Department) are all in agreement that Sterling Avenue should be built and have verbally agreed to be included in an assessment district. The EIR for Sterling Heights will need to be revised to reflect the construction of Sterling Avenue. This can be accomplished by filing an addendum, or an amendment. Filing an addendum is a simple process, but an amendment requires about the same time to process as an EIR (6 -9 months) . We feel that an addendum would be sufficient. The Department of Planning and Building Services intends to engage an Environ- mental Consultant to review this case and make a recommenda- tion. Preliminary discussions with this consultant indicate that an addendum would be sufficient. The U.S. Army Corps of Engineers has a Nationwide Permit, for areas under 1 acre in a "blue line" stream. The construction of Sterling Avenue will impact less than 1 acre of "blue line" stream, which means that a permit should be issued as a routine item. This information is being provided for distribution to the Common Council, prior to the next meeting. Please advise if you would like any further information or if you ve any quest' GER G. Street improvement plans were accordingly prepared and the right- of-way dedicated. The City of San Bernardino has plans to install a water transmission line within this section of Sterling Avenue. The East Valley Water District is in the process of constructing a water storage tank, and will also be installing a water trans- mission line within the Sterling Avenue right-of-way. Sterling Avenue will provide access to the water storage tank. The owners of the parcel west of Sterling Avenue (The Tahiti Group) , and northwest of the intersection of Sterling Avenue and Daley Canyon Road (Warner and Aaron Hodgdon) are in favor of having this main entrance to their developments con- structed at this time. The City Water Department is the owner of the parcel to the east of Sterling Avenue. Action has been taken by the Board of Water Commissioners to indicate their support of construction of this street. An understanding has been reached between the three property owners to proceed immediately with the construction of Sterling Avenue. It is proposed that the construction costs be financed with a loan from EDA, and the completed street. improve- ments acquired by the assessment. Each of the three property owners would be assessed for 1/3 of the total costs, less any participation by the East Valley Water District. Permits will need to be obtained from the U.S. Army Corps of Engineers and California Department of Fish and Game. It is planned to acquire the existing house on the north side of Foothill Drive, west of the projected alignment of Sterling Avenue, in order to provide an attractive entrance into these three properties. In addition, curb and gutter will be installed on the southeast corner of Sterling Avenue and Foothill Drive, to improve the appearance of this intersection. The preliminary estimated cost for the construction of Sterling Avenue is $500,000. We recommend that authorization be granted to proceed with this assessment district. 12-18-92 )5-0266 WARNER W. County Flood Control (Daley Basin) and (5) approximately 100 existing homes to the west that have no secondary emergency access. Enclosed herewith is City Fire Department letter dated May 10, 1993 and S.B. County Flood Control letter dated April 21, 1993 in support of the Dedicated Sterling Avenue primary/secondary emergency and maintenance access. Also served is the new EVWD 3 to 6 million Gallon reservoir and main facilities for improved Water Zone System and Fire Protection. (See attached City Fire Department letter dated May 10,1993 in support of Dedicated Sterling Avenue) (See attached S.B.County Flood Control letter dated April 21,1993 in support of the Dedicated Sterling Avenue It is our understanding that the Monday, May 24, 1993 Council Agenda again carries authorization for staff to initiate the process to establish an Improvement District Structure for the Overall Sterling Avenue Area Primary/Secondary Access. The basis as contained in the back-up to the Planning Commission for their May 18, 1993 approval was 1/3 each for Sterling Heights, City/EDA and Secret Hollow Ranch after allocation of benefit to EVWD for their Reservoir location and Main facilities access. This matter was first presented for Council Action on December 21, 1992 and has had multiple continuations to May 24, 1993,under the justification of needing Planning Commission certification of the Sterling Heights SEIR with Dedicated Sterling Avenue reconfirmed and Fish and Game requested provisions included. This has been accomplished. In Aaron and I speaking with Bernie Kersey, General Manager City Water Department on February 25, 1993 he outlined the general basis of participation for the fallow City/Water property with the City/EDA. Though the benefit allocation cost to be received from EVWD will be detemtined upon final calculation, it would be helpful to the Council for EVWD written confirmation of their needed Sterling Avenue East Reservoir No. 37 location and Main Facilities access. In lieu thereof and documented, the District completed it's extensive Geological Exploration along Dedicated Sterling Avenue east in June 1992 and on December 14, 1992 approved the November 12 1992 scheduled reservoir/facilities funding for construction. including relinquishment of their existing old reservoir. Reservoir/Facility No. 37 (Sterling Avenue) funding overview was included with, but not limited to, the District's new City Creek Water Treatment Plant and Reservoir($8 Million) being constructed at Highland Hills. (See attached EVWD November 12, 1992 preliminary funding Timeline for the Treatment Plant and Capital Improvements) With Bernie Kersey's positive relationship with the EVWD he could quickly obtain a letter of ratification from EVWD General Manager Bob Martin. The City Water Department should also send the Mayor/Council it's letter of need and support of Dedicated Sterling Avenue. As contemplated, the Sterling Avenue Area Primary/Secondary Access Improvement District Structure may provide pre-funded interest for up to three years. Therefore, there should be limited carry, if any, to the City/EDA during that period. Upon the EDA completing the revised Little Sand Canyon Plan processing though the City and subsequent land Disposition, all advanced funding would be recaptured by the City/EDA and the residual proceeds divided equally with the Water Department. Implementation of the Sterling Avenue Area Primary/Secondary access provides immediately needed emergency and maintenance service protection for approximately 100 existing homes, neighborhood improvement and sets the pace for new capital investment, generated public revenues and existing home appreciated values. Lets be honest, the fallow Lng Heights and City as they have. been maintained over the years are the Drincinle "Forth Ward Dumgi' and "Crime De sno itory". Attached hereto is my May 18, 1993 letter to the Planning Commission regarding Sterling Heights and the overall Sterling Area Primary/Secondary Access. Incorporated therewith, but not limited to, is the Sterling Area Primary/Secondary Access Schematic Landscape/Mitigation Plans (3 sheets), Landscape Architect's Synopsis, Arborist Quality Report on the existing quality of Sycamore Area (Valueless), Photolog of the Existing Conditions applicable to Sterling Heights/City un-maintained fallow lands and Tract Map No. 14112. This right- of-way would allow emergency vehicles that respond on these streets to rapidly respond into this area. our experience has shown that small and winding residential streets like those proposed for the Sterling Heights Tract are highly restrictive and can be very congested in emergencies. These response vehicles would include fire engines, ambulances, water tenders, tractor trailer rigs hauling dozers, task force teams and numerous other related agency vehicles. The response time in the foothill areas is presently delayed due to the uphill grade and when this type of construction continues it will extend emergency response times because of the narrow and winding streets. When these streets are residential, the response time can only increase more because of children playing in or near the street and vehicles parked curb-side or backing out of driveways. For the above reasons, Sterling Avenue is the recommended main route for access into the Sterling Heights area. It appears that the proposed realignment will follow the alignment adopted prior to the approval of Tract 14112 for Tract 11857. The realignment will more closely follow the tract boundary and not meander through the development. Also, it appears that only a few lots would have frontage along the street. The District favors the realignment for several reasons. Access to Daley Basin will be mainly over collector streets and not the existing residential street access. Basin maintenance and debris removal could take place with less disruption to area residents. Since the access to the basin could now be on non-residential streets, the possibility for traffic accidents will be decreased. Also, because of the above stated problems, the District has been unable to dispose of debris offsite and we are running out of room to stockpile it onsite. I will address the two classic issues of our time: "Not seeing the Forest for the Missing Trees" and "Making a Mountain out of a Manhole". My sons acquired Secret Hollow Ranch on September 19, 1991. It comprises 110 acres located one half mile north of Foothill Drive and at the end of Dedicated Sterling Avenue, a Public Road. Sterling Avenue is the primary access to their property and this Public Road was Accepted, Dedicated, Bonded, Final Engineering Plans approved for construction by the City, Recorded 1/22/86 Official Record No. 86-017624 with certified EIR and Addendum. (Sterling Avenue Primary and Bonita Vista Drive Secondary Access with emergency access gate entry only). In other words, Dedicated Sterling Avenue and improvements were bonded for construction and completion to their property. Dedicated Sterling Avenue also serves Sterling Heights on the west , fronts Fallow City land (180 acres) for 2800 feet on the east, Secret Hollow Ranch and SBCFC Daley Basin to the north and would act as an emergency access for approximately 100 existing home to the west. We were aware that on November 7, 1990 a Tentative Tract, called Sterling Heights had been approved by the Commission that may lead to attempted vacation of this vital Primary Public Road and Secondary Access previously accepted by the City. In reviewing the November 7, 1990 City documentation there had not been adequate findings to vacate these dedicated accesses and no such steps have been taken subsequently. Later we learned a basis of supporting vacation were 15 Sycamore trees, identified by the Landscape Architect in the Sterling Heights FEIR as "severely burned from the fire of 7/1/89. Trunks were charred and re-sprouting potential for trunks or limbs is in doubt at this time'. The Sterling Heights Supplemental EIR and Staff Report before you this evening holds this true and the Planning Directors recommendation is Dedicated Sterling Avenue and Secondary access including Sterling Heights three year extension of time.. The Dedicated Sterling Avenue Primary and Secondary Access applicable thereto is costly and as part of the City 1/22/86 recordation, heavy Landscape/Mitigation was required. That is why RSA has volunteered to share one-third of the cost with Sterling Heights and the City/EDA through an Improvement and Maintenance District Structure. My sons cost, including bring this matter to constructive light for this meeting is approximately $400 thousand. As so many have recently suggested they would prefer the$22,000 to only landscape the Manhole area. When they acquired Secret Hollow Ranch the incentive was to clean-up the fallow un- maintained properties depreciating the value of every home. We started at 39th and Del Rosa Avenue cleaning the City Parkway and gutters. In helping Sterling Heights clean-up their property, I removed approximately six of the fifteen charred and Burned Sycamore trees in the process. These Sycamores are all within Dedicated Sterling Avenue construction right-of-way and those removed had been damaged by heavy equipment geological exploration for a 6 million gallon EVWD reservoir. Under the Sterling Area Primary/Secondary Landscape and Mitigation Schematic Plan, which covers approximately 13.2 acres, approximately 3800 new trees and plants, with irrigation are included. The Plans are attached to this letter, including photologs of existing conditions with abandoned cars, junk, debris and pomo graffiti. The photologs speak for themselves and our commitment is to work with everyone cleaning this area up to appreciate the values of every home. I did no massive grading over Dedicated Sterling Avenue, I did remove approximately six damaged, burned and charred Sycamores of fifteen in the Public Road right-of-way. The Deputy City Attorney and Fish and Game allege otherwise. Where were they for years of off-Road vehicles destroying the land robbers stealing neighborhood cars and stripping them on the fallow un-maintained City and other property and eight Arson wildfires in the summer of 1992, costing over $250 thousand. Hundreds of trees burned down. Not once did they offer to help me or my sons clean up the property,remove flash fuels and make fire control roads passable. What all of us here tonight are tying to accomplish by being honest with each other, working hard and our giving a copy of exactly what we represent, far exceeds anything they are trying to take credit for. The DFG refused to attend two Environmental Review Committee meeting as the City requested on April 8 and April 15, 1993 to constructively find resolution. I was told they would not attend this Public meeting this evening,though I sincerely hope this is not the case. Certainly the 1601-1603 permit process is required before constructing Dedicated Sterling Avenue. Over 238 24" box trees and 345 15 gallon trees (75% Sycamore) will out qualify fifteen charred and burned ones. The water course close by was controlled for decades by the old Earth Dam Works and outlet pipelines. Non-Maintenance of the pipelines has caused erosion therein during historic winter rains. Attached to this letter is the Landscape Architects May 5, 1993 letter and Synopsis to the City/EDA for the Schematic Landscape/Mitigation Plan covering 3800 trees and scrubs, including, the April 14, 1993 Arborist Report on the quality of the few existing Sycamores of major concern to DFG, which have no value in the perspective of "Not seeing th Forest for the Missiltg Trees". The Landscape/Mitigation Plan includes the intersection of Sterling Avenue and Foothill Drive. The SBVMWD assistance is appreciated where their pipeline construction has caused damage on a private citizens home, Mr. and Mrs. Chrzanowski, at the southwest comer of Sterling Avenue. Their home was engulfed with mud in 1981 from run-off through this pipeline area that was not graded properly. They obtained a$6100 disaster loan and repaired their home themselves. They then bought for $1800 a road remnant from the County to help protect their home. My sons are trying to help by sharing one third of the cost for the other three corner and long term maintenance for all four comers, including Dedicated Sterling Avenue. The City/EDA and Sterling Heights must get credit toward this also. The Chrzanowski's are heroes. They did not complain, sue the City or others. If they had, maybe they would have been awarded $11.5 million, like the damages the Deputy City Attorney lost to Stubblefield. In it's place we have "Making a Mountain out of a Manhole". My sons stand behind Planning's recommendation, the Sterling Heights owners and the City/EDA trying to turn fallow public assets into appreciating the value of existing homes. The residual City benefits will increase many foal, their 180 acres as it is presently maintained is nothing more than a forth ward dump and haven for transient homeless. If the public sees it differently, that is the American way. Not seeing the Forest for the fifteen burned Trees and Making a Mountain out of a Manhole is not the way. We can not build ourselves up by tearing the other guy down. We are all going in the right direction with the City Attorney and DFG. I do not agree with their demand or justification of three acres for every one acre of nothing. However, in this case what's the difference, we have all worked together giving under the Dedicated Sterling Avenue 1986 City Conditions more than they are independently asking for today, 7.5 acres. It is my understanding the DFG desires a condition tonight that if Dedicated Sterling Avenue is not built, the existing Sycamores in the right-of-way will remain. I am very pleased with their request for it dispels the current myth that the Sycamores are missing and I cut them down. Never-the-less hundreds of large Sycamore/other trees and several thousand plant species, acceptable to the City and DFG are to be planted to enhance the overall Sterling Corridor. The Daley Toll and Lumber Road was built by our family in the early 1870's, it became Mountain Road and was surveyed in 1903 by the County starting at Foothill Drive and Sterling Avenue. Ironically,it's alignment then is the same as the existing dirt access and Dedicated Sterling Avenue north is now. This is a template for the City to follow, "putting it back better than it was". We deeply appreciate the efforts of City Staff, their Professional Consultants, and the Commission. Chaney, Certified Arborist, dated May 7, 1993, regarding the fifteen California Sycamore trees (Platanus racemosa) located in the Dedicated Sterling Avenue Right-of-Way. Per my letter dated 8/31/89, and included with the 11/7/90 Sterling Heights FEIR, the referenced Sycamore trunks were severely burned from the fire of 7/1/89. As noted in my letter and map delineating the Sycamore Area at that time, they are situated at one location in the watercourse south of the exiling old earth dam works,which was part of the former agricultural/ranch use of the property at Sterling Heights and Secret Hollow Ranch Tract locations. We have coordinated this report with Mr. Chaney, including his review of the Dedicated Sterling Area, Primary and Secondary Access(Improvement and Maintenance District)Schematic Landscape/Mitigation Plan dated 5/5193. The three (3) page Schematic Plans, Schedule of Trees & Plant Species and Estimates of Probable Improvement Costs were prepared by our office under separate City/EDA contract dated 3/10/93 and 4/6/93. The old trunk trees are viewed as having little or nor arboricultural value and the basal sprouts, if let to grow, could become attractive trees, and could become valuable in fifteen (15) to twenty-five (25) years. Therefore, Mr. Chaney's recommendation is that no effort should be made for transplanting as the value is not there. For mitigation, this species should be considered for a part of that use, and include provision for long- term maintenance. The Schematic Landscape/Mitigation Plan along the 2800 foot Sterling Avenue Corridor and the Sterling Avenue and Foothill Drive Intersection/parkway landscape proposes 238 twenty four(24")inch box trees and 345 fifteen (15) gallon trees of which approximately 75% are Sycamore. To supplement these 585 new trees we have proposed an additional 600 five (5) gallon 600 one (1) gallon drought tolerant and fire resistant shrubs. This totals 1,783 new trees and shrubs. The Sterling Avenue Corridor includes 100% coverage for 236,377 Sq.Ft. (5.4 acres) of overhead spray irrigation and 100% ground cover planting from flats for 177,283 Sq.FL (4.06 acres). No planting or irrigation on Sterling Heights natural slope is designed for or included The proposed natural riparian area contiguous and east of the Sterling Avenue Corridor, contains an additional 343,850 Sq.Ft. (7.8 acres) of open space. The ENHANCED AREA proposed for 133,000 Sq.FL (3.05 acres) with drip irrigation, is to be planted with 700 five (5) gallon riparian trees and 600 one (1) gallon riparian shrubs. The Sterling Avenue Corridor (5.4 acres) and contiguous natural/Enhanced Riparian area to the east (7.8 acres) total approximately 13.2 acres of Corridor Open Space. (See attachments) East Daley Canyon Road with 1,500 lineal feet and proposed cul-de-sac and the proposed Daley Canyon Road North to Sterling Avenue contains 44,500 Sq.FL of proposed landscape within San Bernardino County Flood Control property to be enhanced with the addition of 560 shrubs and 80 trees. The Sterling Heights Tract No. 14112 contains further Open Space area west of the Sterling Avenue Corridor of approximately 12.16 acres and is not part of the Sterling Avenue Area Schematic Landscape/Mitigation Plan Improvement and Maintenance District Structure. The City/EDA Little Sand Canyon proposed development contains approximately 181 gross acres. The the Open Space area contains approximately 2,979,504 Sq.FL (68.4 acres) of open space, east of the Sterling Avenue Corridor and the contiguous Natural Riparian area. The species normally grows in clumps or clusters of trunks, either as separate trees, or as multiple trunks of the same tree, or it also grows as a solitary individual. Characteristic trunk growth varies from vertical to practically horizontal,with thick branches often tortuously contorted. The bark is pale greyish green on the younger branches, growing whitish with deciduous plates and flakes; then a persistant greyish or greyish tan bark develops on the older trunks and branches. Tree Location The attached contour map shows the location of the trees to be in a small canyon north of the current end of Sterling Avenue, and to the north and slightly west of two large water storage ranks. The map is one on which the subject trees, as well as other trees which no longer exist, were plotted by Richard Pope & Associates after a fire on July 1, 1989 (See RP & A memo dated 7/31/89 pp. 1, 2, attached). The trees are all growing on both sides of, and within 30 feet of a partially exposed pipeline and of a watercourse which shows considerable erosion from the 1992 winter rains. The erosion exposed large roots and some stumps which could be those of trees originally plotted on the map. Individual Trees The trees examined are growing in three distinct clusters. All but two trees are basal sprouts of not over three years' growth. The remaining two tmnks are 15" and 16" in diameter at 4.5 feet above ground. The sprouts are up to 18 feet tall. Sprouts in all clusters show evidence of pruning with a chain saw to remove lower branches. The cuts were made flush to the trunk and behind the branch collar, which means that trunk tissue was damaged and is now open to decay. There is also evidence that smaller sprouts were thinned near the base of the larger ones with either chain saw or toppers. The re-growth from these pruning wounds indicates that the pruning was done before the 1992 growing season. There is no indication of subsequent pruning. One of the older trunks may have growth reaching above 20 feet. The second old trunk was broken off about 8 feet above ground, and has a few weak sproutsgrowing from it. Both old trunks show considerable fire damage, and wood decay due to infestation by insects and fungi. Cluster A Located on the east side of the watercourse, this clump consists of 4 standing dead trunks, 3", 3", 4", 8" in diameter, and 17 live trunks 1" to 4" in diameter measured at 12" ag. Some of the live trunks are obviously stump sprouts from approximately 5 stumps. The remaining sprouts come from roots. It appears as though the tops of the original trees of this clump were completly destroyed in the fire. (See attached photographs). Cluster B Located on the west side of the watercourse and at the mouth of a small draw, this cluster consists of 11 sprouts, 1 1/2" to 4" diameter, that appear to come from the stumps of 4 original trees. No dead trunks stand in this group. It appears as though the tops of the original trees of this clump were also compledy destroyed in the fire. (See attached photographs). Cluster C Also located on the west side of the watercourse and just to the south of cluster B, cluster C consists of 6 live sprouts similar to those in the other two clusters and the two old trunks mentioned previously. The taller of the old trunks ascends at about 70° in a southerly direction, then bending to become almost horizontal. There is live growth clear to the end of this trunk. Fire damage, including death of wood extends for 50% , more or less, of the trunk circumference. The dead trunk wood is heavily infested with insects and fungal decay. It appears very likely that the trunk will fail sometime. There is evidence that birds and/or other animals nest or live in the decayed hollow parts of both of the old tree trunks. (See attached photographs). Sprouts D Two sprouts were found growing in the grasses to the east of the watercourse. These sprouts do not appear to be coming from any stump. They may be growing from the remnants of the root systems of trees previously destroyed by fire. The sprouts are 18" to 24" high. (See attached photographs). Conclusions 1. The old trunk trees, being as damaged as they are, have little or no arboricultural value. 2. The old trunk trees may have value for birds or other animals. 3. The old trunk trees are not currently hazardous for lack of a valuable target. However, if a valuable target is introduced, trunk failure would endanger life and property. 4. The basal sprouts are healthy, vigorous, and present little or no hazard. 5. The sprouts, if left to grow, could become attractive trees, and could become valuable in fifteen to 25 years. 6. The trees, though apparently naturally occuring, are not growing in their normal plant community. This may be due to fire(s), grazing, cultivation for agriculture, vehiclular traffic, or some other previous land use, or a combination of these factors. 7. The landscaping and development plans as currently proposed by Richard Pope & Associates does not allow the existing trees to be conserved. However, the plan does provide for planting 437 native sycamore trees, which is approximately (12) replacement trees for each (1) existing basal sprout. This obviously conforms to recommendation #3, below. Recommendations 1. If construction activities, including grading, excavation and re-compaction, compaction, trenching, vehicle traffic and parking, tool and equipment storage, solid and liquid waste disposal, can be kept outside of the root zones of the trees, then consider conserving trees in place. 2. If trees can't be conserved in-place, then no effort should be made at transplanting, since the value is not there. 3. If any mitigation is required, consider using this species as part of the landscaping for setback areas, embankments, wide parkways, open space, etc. Each (1) existing sprout could be considered equivalent to (1) one 15 gal. or 24" box tree of the same species. 4. The area is being converted from agricultural use to a suburban use. When any tree is used in a setting involving people, a whole new set of considerations come into play. These involve the pressures that human activity forces on trees, the adaptability of the species selected, and maintenance for aesthetics, environmental function, and safety. The arborist recommends against tree planting around human activity areas unless a permanent funding source is designed to provide for the necessary maintenance. NATIVE TREES: The native trees are located in two isolated areas- The first area falls in the southwestern corner of the site. It is typical southern California foothill chaparral and can be located on the Tree Inventory Map where the initials, R.C. indicates Rhamnus cali- fornica/Coffeberry Trees. The second area is on the eastern property line. The site is in a deep ravine about halfway betweeen north and south property lines. This area is a native riparian environment. Most trees are dead or very close to it, and are located in three major locations (See Map) . Prunus ilicifolia, a native, is growing to large sizes in these formerly cultivated areas. Eucalyptus windbreak rows occur at the edge of all orchard areas. They have naturalized to some extent so that rows have become more grove-like. A large variety of tree sizes was observed from 1" caliber saplings to 36" caliber trees. Trees were planted along roads presumably for erosion control, road definition and aesthetics. Although Eucalyptus is the primary tree, California Pepper, Toyon and Acacia were also used. Again, these trees have naturalized to produce groves along roads. A variety of common ornamental trees still stand at the location of the house. Many are dead or near death, but those that have survived are noted on the map_ A heavily planted area lies on the northern slope of the bluff just northeast of the house location. Because of a meadow area in its midst, old earth dam works and the heavy planting -- I would specu- late that horse corrals were located here. Again, Eucalyptus is the primary tree with Peppers, Toyon, Acacia, and even some Live Oaks - planted and naturalized.
