A total of 6 bids were received, ranging from $4, 175. 00 to $9, 711.85. The low bid of $4, 175. 00 is 44 . 58 under the Engineer' s Estimate of $7,523. 00. Below is an estimate of the total annual cost for providing these landscape maintenance services: Maintenance Contract: Assessment District No. 953 (16th Street) $ 4, 175. 00 Incidental Costs (Assessment Engineering, Publishing and Recording Fees, Inspection by Dept. of Parks & Recreation, water, electricity, Advertising for Bids) 4, 984. 00 TOTAL ESTIMATED ANNUAL COST $ 9,159.00 Funds to finance the costs incurred for the contract and incidental costs will be advanced from the General Fund. Since no source of funding was identified in the documents establishing Assessment District No. 953, all costs will be charged to Account No. 251-624-53925. The actual costs incurred will be recovered in the following year through assessments on the parcels within Assessment District No. 953. Inspection of the maintenance effort by the Contractor will be provided by the Department of Parks, Recreation and Community Services. FOR MAINTENANCE OF 3 LANDSCAPING IN ASSESSMENT DISTRICT NO. 953. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 5 SECTION 1 . The Executive Groundskeepers, Inc. is the 6 7 lowest responsible bidder for: Maintenance of Landscaping in Assessment District No. 953, per Plan No. 6177. A contract is 8 awarded accordingly to said bidder for the total amount of 9 $4, 175. 00, but such award shall be effective only upon the 10 contract being fully executed by both parties. All other bids, 11 therefore, are hereby rejected. The Mayor is hereby authorized 12 13 and directed to execute said contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk 14 and incorporated herein by reference as fully as though set forth 15 at length. 16 SECTION 2. This contract and any amendment or modifica- 17 tions thereto shall not take effect or become operative until 18 fully signed and executed by the parties and no party shall be 19 obligated hereunder until the time of such full execution. No 20 oral agreements, amendments, modifications or waivers are 21 22 intended or authorized and shall not be implied from any act or course of conduct of any party. 23 24 SECTION 3. This resolution is rescinded if the parties 25 to the contract fail to execute it within sixty (60) days of the passage of this resolution. 26 27 28 4-28-93 RESO: AWARDING CONTRACT TO THE EXECUTIVE GROUNDSKEEPERS, INC.
