Certain utility companies are required by Rule 20 of the Public Utilities Commission to set aside a certain portion of their revenues to finance the cost of undergrounding overhead facilities within districts established by local agencies. Each agency is allocated a certain amount of funds based upon the total number of overhead services within the agency's boundaries. The Underground Utility Committee reviews and designates areas proposed for the establishment of a district. Property owners within the district will be required to complete the undergrounding from their property lines to the service points at their own cost. No City funds will be required for this project. A public hearing date will be established at a later time, and all property owners within the proposed district will be notified by mail of the proposal. Underground Utilities improve the appearance of a street by removing visual clutter. It also eliminates the hazard from broken wires which result from violent windstorms or earthquakes, both of which are frequent occurrences in the area. This area was originally recommended by the committee when it was proposed that the County would participate with a portion of their Rule 20 allocation to finance the project. The proposal, however, did not gain the necessary approval from the County, since this area is entirely within the City. Southern California Edison has advised the committee that there was a surplus of Rule 20 allocations, and recommended that the City move ahead with the project using its own allocations. The proposed district is adjacent to an underground utility district that has already been in place for several years, and is a natural extension to that area. The proposal also includey 6th Street, which is one of the major entrances off of the freeway into the downtown area, and the project would help to enhance this area. It is recommended that the Director of Public Works/City Engineer and City Clerk be authorized to proceed with the establishment of the proposed Underground Utility Assessment District. 5-7-93 750264 O m _ a Zen DY }Of n 9 WF V Z U O d MJ 2 0 Q Q UJ 0 W S F VI Z N m W O m W 4C O N F f N 0 0 Z d W N S U/)z F Q O VIA FNNO y f J F 6 0Oi R F W N N Q O Sd6N O J rN 1 'jo • 3 O s f 1C _F3'43MY3B - O e N 3 Oy Q 9 n O x 1 O O8 x O kv 133b19 x, 2 s s s sy 2 M M i M I • 133X19 •I- - _— -_—.
