Recommended motion:
That the transfer of $90, 000, from Account No. 250-670-57876 ,
"Traffic Signals - Mill St. and Lena Rd. , " to Account No. 250-670-
57898 , "Traffic Signals - Arrowhead Avenue and 7th Street, " be ap-
proved.

STAFF REPORT
The staff at the Bankruptcy Court has expressed concern on
many occasions relative to entering Arrowhead Avenue from 7th
Street. This concern is based upon the increased traffic on
Arrowhead Avenue due to new developments.
Traffic signal warrants are not currently satisfied at this
intersection. However, warrants were developed to be used as a
guideline, with the realization that special circumstances may
-create problems that could be alleviated by traffic signals, even
though the traffic volumes are not sufficient to satisfy the
warrants.
It is clear that the staff of the Bankruptcy Court strongly
believes that additional traffic controls are needed at this
intersection, in order to provide safe and comfortable access from
7th Street.
The preliminary estimated cost for installing traffic
signals at this intersection is $90, 000.
An amount of $100,000 has been allocated, under Account No.
250-670-57876, to finance the costs for installing traffic signals
at Mill Street and Lena Road. Traffic patterns in this area are
expected to be significantly affected by the opening of Tippecanoe
Avenue through Norton A.F.B. to public traffic. A portion of the
traffic currently using Lena Road will shift to Tippecanoe Avenue.
This reduction in traffic on Lena Road could allow the installa-
tion of traffic signals at Mill Street to be deferred.
Therefore, funds could be transferred from Mill Street and
Lena Road to finance the cost of installing traffic signals at
Arrowhead Avenue and 7th Street.
