Some of the more obvious problems associated with the center include the following: Congested access from 40th Street; poor internal traffic circulation; poor site maintenance and cleaning; a variety of non-uniform signage; and lack of Center identification and signage. These problems, among others, must be completely identified and coupled with permanent solutions in order to reverse the trend of deterioration at the Center. ANALYSIS On March 16, 1993 and April 9, 1993, Agency representatives conducted meetings with the property owners of the 40th Street Shopping Center (also known as Wildwood Shopping Center and Country Club Plaza). Please refer to Attachment "A" for a map outlining this area. At these meetings, a Revitalization Plan was presented to all property owners, except one, and accepted by those in attendance. The purpose of the plan is to significantly upgrade and renovate the 40th Street Shopping Center. The Revitalization Plan presented by staff consists of the following three (3) phases: Phase I Analysis and Conceptual Planning ($19,000) Identify Problems and Needs Develop Base Mapping Propose Design for Front Exterior of Buildings. Propose Signage Compatible with New Architecture. Develop Site Plan with Circulation. Review Ideas with Property Owners and Business People. Phase II Precise Planning and Design ($10,000) Collect Available As-built Plans Refine Architectural Designs Develop Construction Cost Estimate Review Progress with Property Owners and Business People. ------------------------------------------------------------------------------- KJH:LJML:dle:6127R COMMISSION MEETING AGENDA Meeting Date: 04/19/1993 Agenda Item Number: 0 DEVELOPMENT DEPARTMENT STAFF REPORT RE: AGREEMENT FOR PROFESSIONAL SERVICES - 40TH STREET SHOPPING CENTER April 16, 1993 Page Number -2- Phase III Final Drawings, Documents and Procedures ($16,000) Complete Construction Drawings Assist in Developing New Advertising Strategy Assist in Writing Parking, Access & Drainage Easements Obtain Final Plans Approval Coordinate the Construction Process Review Final Plans with Property Owners and Business People. All of the above referenced items are necessary in order to bring about the renovation of the Center. The previously mentioned tasks are a nexus between the problems of the rapidly deteriorating Center and the envisioned solutions and outcomes (for further explanation of these components, please see Attachment "B") . Agency representatives have conveyed the possibility of the City financially assisting the property owners in the development of a Revitalization Plan which will be the first step in the renovation of the Shopping Center. The anticipated costs of preparing the above outlined Revitalization Plan is approximately $45,000. Staff feels it is appropriate to fund one-half (1/2) of the costs associated with the development of a Revitalization Plan which is $22,500. The remaining $22,500 will be divided between all property owners according to the size of their acreage. Please refer to Attachment "C" for a complete listing of each property owner's share. In addition, staff has conveyed that City financial assistance will only be provided if there is one-hundred percent (100%) participation by all property owners at the Center. To date, staff has discussed this option at two meetings (previously identified) with the property owners. While not all property owners attended each meeting, all but one (who attended neither meeting) has given conceptual approval to the strategy. It is with this approval from property owners that staff feels a level of comfort has been obtained which necessitates moving forward. Additionally staff has sent a letter of intent to all property owners which memorializes the two meetings and requests acceptance of the conditions presented. Please refer to Attachment D for the sample letter sent to property owners. At these meetings, a Revitalization Plan was presented to all property owners, except one, and accepted by those in attendance. The purpose of the plan is to significantly upgrade and renovate the 40th Street Shopping Center (also known as Wildwood Shopping Center and Country Club Plaza) . The above mentioned tasks are a nexus between the problems of the center and the envisioned solutions and outcomes (for further ATTACHMENT D - Page 1 RE: LETTER OF INTENT 0 O April 12, 1993 Page Number -2- explanation of these components, please see Attachment B). The City of San Bernardino is willing to financially assist the property owners in the development of a Revitalization Plan which will be the first step in the renovation of the shopping center. The anticipated cost of preparing the above outlined Revitalization Plan is $45,000. The City is sincere in its efforts to bring about the improvement of the center. As such, the staff is prepared to immediately solicit the Mayor and Common Council support for this project. Additionally, the City is willing to fund fifty percent (50%) of the cost of the Revitalization Plan, (which will provide property owners with all documents including construction drawings, and is required to begin the construction of the required improvements) which is $22,500. However, the City will only provide this assistance if there is 100% participation by all property owners at the center. The remaining $22,500 will be divided between all property owners according to the size of their acreage. To date staff has conducted two meetings regarding this assistance (i.e. property owners and the City each paying one half of the cost of the Revitilization Plan fee of $45,000). While not all property owners attended each meeting, all but one (who attended neither meeting) has given conceptual approval to the strategy. The is the exception to this group of property owners who have already given conceptual approval to the strategy. As such, we would appreciate the opportunity to explain the Revitalization Plan, and the role of in further detail to a company representative. Subsequent to this presentation, an opportunity will be presented in which conceptual approval will be requested. Conceptual approval by will result in unanimous support by all property owners of the 40th Street Shopping Center. Please contact Ms. Laura J.
