O P M E N T D E P A R T M E N t OF THE CITY OF SAN BERNARDINO STAFF REPORT Court Street Parking Lot and Barrier Wall Staff seeks direction from the Community Development Commission as to the level of improvements to be made to Court Street Parking Lot and as to its preference regarding the barrier wall between the parking lot and the Great Western Bank building, possibly adding stairs to connect the parking lot to the bank building. Parking Lot Staff has estimated a cost of $155,000 for minimal improvement to the Court Street Parking Lot. The improvements include a one inch overlay of asphalt, minimal lighting, and a few boxed trees for shading. Recently, questions have surfaced as to the adequacy of proposed improvements on the parking lot. Currently, the parking lot is in a very poor state of repair, requiring much more excavation and renovation than originally envisioned. By developement code standards more trees are required to comply with existing landscaping requirements. Drainage on the site is poor and new grades will need to be engineered. Staff seeks direction from the Committee as to the level of improvements desired. Great Western Barrier Wall Inquiries have been made as to the possibility of demolishing the barrier wall separating the Court Street Parking Lot from the Great Western Court. Staff has confirmed that the wall is the property of Great Western and is making inquiries with Great Western personnel about the possibility of demolishing the wall. A portion of the wall which shields the parking garage ramp will need to remain intact. It is feasible that the barrier wall can be demolished to the existing parking lot grade. In order to make a more effective transition between the parking lot and the Great Western Court, a small staircase should be added for pedestrians who may wish to use the parking lot and directly access the bank building from its westerly entrance. On April 15, 1993, the Redevelopment Committee recommended the Commission approve the staff form motion. It is, therefore, the recommendation of staff that the Community Development Commission provide direction to staff as to the level of improvements desired, and authorize the Executive Director to request preliminary bids from qualified firms for the design of Court Street Parking Lot, the demolition of the eastern barrier wall and design of the transition to the Great Western Court. It should be understood staff would return to the Commission prior to any contractual commitment. Staff recommends adoption of the form motion. KENNETH J.
