Synopsis of Previous Council action:
3/14/93 - Ways & Means Committee recommend Mayor send letter to the
Public Utilities Commission opposing rate increase by Gas
Co.
4/ 5/93 - Item referred to Ways & Means Committee for additional
input from So Cal Gas Co. and to consider resolution vs.
letter.
4/14/93 —Ways & Means Committee recommend resolution opposing rate
increase be sent.
Recommended motion:
That the attached resolution be sent stating City' s opposition to
a proposed rate increase by Southern California Gas Company in
their application to the Public Utilities Commission.

CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
At their April 14, 1993 meeting, the Ways & Means Committee
recommended a Resolution be sent from Mayor and Council opposing
the application of Southern California Gas Company for a rate
increase . Judy Battey, representative for Southern California Gas,
addressed the Committee and requested support for the rate change .
The Committee unanimously voted to oppose the increase and send a
resolution.
I RESOLUTION NO.
2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO OPPOSING A REQUEST FOR A RATE CHANGE BY THE
3 SOUTHERN CALIFORNIA GAS COMPANY
4 WHEREAS, the Southern California Gas Company ( "Gas Company" )
5 has requested that the California Public Utilities Commission
6 ( "PUC" ) approve a rate change which will have the effect of
7 increasing residential gas rates, and decreasing the rates of
8 large commercial users, and
9 WHEREAS, as part of this request, the Gas Company proposes
10 to increase the service establishment fee from $5.00 to $35.00,
11 and
12 WHEREAS, the Gas Company has also proposed a "soft close"
13 policy which means that gas will not be turned off when people
14 move from their homes, creating potentially dangerous conditions,
15 and
16 WHEREAS, The Gas Company has also proposed other reductions
17 in services without corresponding reductions in rates,
18 NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common
19 Council of the City of San Bernardino do hereby strongly oppose
20 the Southern California Gas Company' s proposal to consolidate and
21 eliminate services while increasing rates on those least able to
22 pay, based on the safety and welfare of the residents of this
23 City, and urges that the PUC deny the request.
