STAFF REPORT
The Youth of our community are generally not well represented in
the political system. In order to facilitate the development of
our younger generation, to learn about and to take an interest in
local government, the creation of a Youth Advisory Commission is
very essential.
Today, the voting rate of parents with children under the age of 18
is 38% percent. Households with children now account for only 35%
percent of all households, down from nearly 60 percent in 1960.
Each of our children represents either a potential addition to the
productive capacity and enlightened citizenship of our city and
nation or, if neglected, a potential addition to the destructive
forces of the community.
I, therefore, recommend that the commission members be composed of
Senior High School Student Body representatives and Junior High
School representatives.

4 OPERATING PROCEDURES IN CONFORMANCE WITH ALL OTHER CITY
COMMISSIONS.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
6 BERNARDINO DO ORDAIN AS FOLLOWS:
7 SECTION 1. Chapter 2 . 25 is hereby added to the San
Bernardino Municipal Code to read as follows:

"Chapter 2 .25

YOUTH ADVISORY COMMISSION
10 2 , 25. 010 Members - Appointments.
11 The Youth Advisory Commission of the City shall consist
12 of nine (9) members who shall serve at the pleasure of the
13 Mayor and Common Council and one non-voting Ex-Officio Member
14 who shall be a member of the Mayor's Staff. Each
15 Councilmember shall nominate one (1) member who shall serve
16 during and for the term of the nominating councilmember, which
17 should also coincide with the student's current scholastic
18 school terms. The Mayor shall nominate two (2) members who
19 shall serve during and for the term of the Mayor. The Mayor
20 shall also appoint two (2) alternate members. The terms shall
21 commence and terminate at the same time as, and shall coincide
22 with, the term of the nominating Councilmember or Mayor,
23 provided that when a vacancy shall occur in the office of a
24 Councilmember or the Mayor, the applicable term of the member
25 of the Commission shall continue until a successor has been
26 nominated by the Councilmember or Mayor elected or appointed
27 to fill such a vacancy and appointed by the Mayor.

5 Each member of the Commission, after having been
6 nominated, shall be appointed by the Mayor, subject to the
7 approval of the Common Council. Each member shall be and
8 remain a city resident and each member nominated by a
9 Councilmember shall be and remain a resident of the ward of
10 such Councilmember during the period of his or her
11 appointment. Subsequent vacancies shall be filled and
12 appointments shall be made in the manner hereinafter set
13 forth. Each member shall serve without compensation.
14 The alternate members may attend each meeting of the
15 Commission and may participate in all discussions, but may
16 only vote in the absence of one of the nine regular Commission
17 members.
18 Nomination and appointment of a successor member at any
19 time shall terminate the appointment of any member without
20 need for a formal removal action. Members to be appointed
21 should be Senior High, Junior High and College registered
22 students who should be selected on the basis of demonstrated
23 student leadership and scholastic record, and dedication to
24 improving the quality of life and attitudes for the youth of
25 the City.
26 2 . 25. 020 Duties.
27 The Youth Advisory Commission shall:

A. Make recommendation to the Mayor and Common Council
5
concerning the development of programs and the adoption or
6
amendments on procedures having a special impact on the youth
7 of the city.
8 B. Provide information and recommendations regarding
9 public and
p private funding sources available to the City for
10 financing programs affecting the interest of the youth of the
11 city.
12 C. Provide a forum for discussion of topics of special
13 interest and relevant to the youth of the city, consistent
14 with the objectives and polices of the City.
15 D. Accomplish specific projects related to having an
16 interest in the interaction of municipal government.
17 E. Perform such other duties as are requested by the
18 Mayor and Common Council.
19 2 . 25. 030 Chairman - Meetings - Absences.
20 The Youth Advisory Commission shall be organized and
21 shall function pursuant to the provisions of Section 2 . 17 . 060
22 and Section 2 . 17 . 070 of the San Bernardino Municipal Code.
23 I HEREBY CERTIFY that the foregoing ordinance was duly
24 adopted by the Mayor and Common Council of the City of San
25 Bernardino at a meeting thereof, held on the
26 day of 1993 , by the following vote, to
27 wit:
