CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
Subject:
Authorization to establish a Forty (40) M.P.H. Speed Limit on 5`" Street between
Waterman Avenue and Pedley Road.
Background:
The City received a request from the County of San Bernardino to evaluate the
speed limit on 5`h Street between Waterman Avenue and Pedley Road. The
County and the City of San Bernardino share jurisdiction of 51h Street within this
area per the attached drawing. A speed limit has not been adopted by either
jurisdiction, making the maximum speed limit, within this section of 5`h Street,
fifty-five(55) miles per hour.
There is a special education school and an elementary school located on the south
side of 5'h Street. Due to this special situation, both County and City staff have
agreed to evaluate the speed limit. Consequently, an engineering and traffic
survey was completed.
Two speed surveys were conducted in this area of 5`h Street in accordance with
State Guidelines. One approximately six-hundred (600) feet east of Waterman
Avenue and the other approximately five-hundred (500) feet east of Cooley
Avenue. The surveys measured the critical speeds at fatty-trine (49) and fifty
(50) miles per hour respectively. This suggests that the speed limit should be
lowered to forty-five (45) or fifty (50) miles per hour. However, due to the
special circumstances created by the adjacent schools and pedestrian activity in
the area, it is recommended that the speed limit be lowered further to forty (40)
miles per hour. The area west of Waterman Avenue is already posted with a
forty- (40) mile per hour speed limit. The County Traffic Engineer concurs with
this recommendation and is in the process of requesting Board of Supervisors'
authorization to lower the speed limit.
Financial Imoach
The estimated cost of$ 200.00 for the installation of the speed limit signs will
come from General Fund Account No. 001-307-5111 (signing and striping
materials). This action is considered routine and there will be no major impact to
the account.
Recommendation:
Adopt Ordinance establishing a forty-(40) mile per hour speed limit on 5`h Street
between Waterman Avenue and Pedley Road.

I ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING CHAPTER
10 .52 OF THE SAN BERNARDINO MUNICIPAL CODE TO ESTABLISH A
2 FORTY MILE PER HOUR SPEED LIMIT ON FIFTH STREET BETWEEN
WATERMAN AVENUE AND PEDLEY ROAD.
3 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO
4 ORDAIN AS FOLLOWS :
5 SECTION 1 . Section 10 .52 . 030 of the San Bernardino
6 Municipal Code is amended to read:
7 "10 .52 . 030 FORTY MILES PER HOUR
8 In accordance with and pursuant to the authority of
9 Sections 22357, 22358, and 22360, of the California
10 Vehicle Code, the Mayor and Common Council do hereby
11 determine and declare upon the basis of an engineering
12 and traffic survey that a prima facie speed limit of
13 forty miles per hour shall be established upon the
14 following streets or portions thereof in the City:
15 ARDEN AVENUE: Between Pacific Street and Highland
Avenue

ARROWHEAD AVENUE: Between Esperanza Street and Rialto
17 Avenue; and between Highland Avenue and Kendall
Drive .

ATLANTIC AVENUE: Between Palm Avenue and Cienega
19 Court .
20 BASE LINE STREET: Between Medical Center Drive and
'H' Street; and between Sierra Way and Del Rosa
21 Avenue .
22 CALIFORNIA STREET: Between Base Line Street and Cajon
Boulevard.

DEL ROSA AVENUE: Between Del Rosa Drive and Marshall
24 Boulevard.
25 "E" SREEET: Between Century Avenue and Rialto Avenue,
26 and between Thirtieth Street and Kendall Drive.
