STAFF REPORT
Subject:
Authorization to Lower Speed Limit from Fifty(50) to Forty-five (45) M.P.H. on 5th
Street between Del Rosa Drive and Victoria Avenue.
Background:
The City received a request from the City of Highland to evaluate the speed limits
on 5h Street in the area generally located between Del Rosa Drive and Victoria
Avenue. The Cities of San Bernardino and Highland share jurisdiction in this
section of 5`h Street per the attached drawing.
The City of Highland requested this evaluation in response to complaints
regarding the differing speed limits in this area. The City of Highland posted a
forty-five (45)mile per hour speed limit within their jurisdiction, while the City of
San Bernardino has a fifty (50) mile per hour speed limit posted in an area within
these limits. Other segments of this section of 5`h Street are unposted allowing
for a maximum speed limit of fifty-five (55) miles per hour. This adds to the
driver's confusion in this area.
The City of San Bernardino last surveyed this area of 5th Street in July of 1996.
Consequently, the posted speed limit is still valid under the state mandated seven-
year cycle for surveying speed limits. The surveys taken at that time measured
the critical speeds at fifty-four (54) miles per hour, making the posted fifty (50)
mile per hour speed limit appropriate within this area. However, due to the
confusion created by the City of Highland's adjacent speed limits, it is
recommended that the City of San Bernardino adopt a forty-five (45) mile per
hour speed limit to be consistent with the adjacent speed limits of the City of
Highland.
Financial Impact:
The estimated cost of$ 800.00 for the installation of the speed limit signs will
come from general fund Account No. 001-307-5111 (Signing and Striping
Materials). This action is considered routine and there will be no major impact to
the account.
Recommendation:
Adopt Ordinance establishing a forty-five (45) M.P.H. speed limit within the unposted
areas and lower the speed limit in the posted areas from fifty (50) to forty-five (45) miles
per hour, all on the section of 5'h Street between Del Rosa Drive and two hundred (200)
feet east of Victoria Avenue.

In accordance with and pursuant to the authority of
